About this file

This is a Master Preventive Maintenance Task List and pricing catalog that serves as Technical Exhibit TE-A-08 for a Base Operations Support (BASOPS) contract at USAG Stuttgart. The document establishes a comprehensive menu of pre-priced preventive maintenance (PM) services that contractors must price on a firm-fixed-price (FFP) basis per individual service occurrence. Offerors are required to propose FFP prices for every line item in the catalog, with prices including all labor, materials, tools, equipment, and management costs necessary to complete tasks in accordance with German and U.S. regulations and standards.

The catalog categorizes PM tasks by system type and frequency, with tasks marked as either "Active" (mandatory recurring services included in the base annual price) or "Inactive (Unfunded)" (pre-priced optional services available for future activation if funding or mission needs change). Task categories encompass water systems (eyewash stations, drinking fountains, backflow preventers, sump pumps, septic tanks), wastewater systems (sewer pumps, lift stations, grease separators, oil-water separators), building systems (boilers, hot water tanks, mixing valves, pressure regulators), drainage systems (storm water, catch basins, retention basins), roofing and gutters, electrical protection systems (grounding, lightning protection, cathodic protection), overhead doors, playground equipment, and other facility infrastructure. Payment occurs only when the Government formally generates Preventive Maintenance Orders (PMOs) in GFEBS for specific tasks and the contractor successfully completes and closes the work orders. The catalog provides annual occurrence factors across four contract years and applies the "more stringent standard" principle where both German and U.S. standards are specified.

TE-08 – Master Preventive Maintenance Task

Instructions for Offerors

1.0 PURPOSE OF THIS DOCUMENT

This Technical Exhibit is the Master Preventive Maintenance Task and Price Catalog for the entire contract. It is not a statement of work to be performed in its entirety. Instead, it is a comprehensive catalog of services with three primary functions:

It defines the detailed technical scope for every recurring Preventive Maintenance (PM) task.

It serves as the basis for your Firm-Fixed-Price (FFP) proposal for each individual PM task.

It provides the Government with a menu of pre-priced PM services that can be ordered throughout the life of the contract based on mission needs and funding availability.

2.0 PRICING INSTRUCTIONS

You are required to propose a Firm-Fixed-Price (FFP) Per Service for every single line item in this catalog.

The "FFP Per Service" is the all-inclusive price to perform the specified task one time on one unit of equipment.

Your price must include all labor, materials, tools, equipment, management, and any other costs necessary to complete the task in accordance with the specified regulations and standards.

The "Anzahl" (Quantity) column is provided for your reference to show the total number of equipment items at the time of solicitation. It should be used to understand the potential scale of work.

3.0 THE "INITIAL STATUS" COLUMN

The "Initial Status" column indicates how each task will be treated at the start of the contract.

"Active": These are the mandatory, recurring PM tasks that the Government intends to order from Day 1. Your total proposed price for the recurring PM program will be based on the sum of all tasks marked "Active."

"Inactive (Unfunded)": These are tasks for which the Government requires a pre-negotiated, binding price, but which will not be part of the initial, recurring PM schedule. These tasks represent unexercised options. The Government may, at its sole discretion, choose to "activate" and order these services at a later date via the GFEBS PM Plan if funding becomes available or if mission requirements change. Do not include the cost of "Inactive" tasks in your base annual price for the recurring PM program.

4.0 PERFORMANCE AND PAYMENT

The Government will schedule and order PM tasks by generating individual Preventive Maintenance Orders (PMOs) in GFEBS, based on the active PM Plan. The Contractor will be paid only for the specific PMOs that have been formally generated by the Government and successfully completed and closed out by the Contractor in accordance with the contract's GFEBS procedures.

Just because a task has a price in this catalog does not constitute an order or a guarantee of work. Payment is contingent upon the formal generation and successful execution of a GFEBS work order for that specific task.

5.0 "MORE STRINGENT STANDARD" CLAUSE

In cases where both a Host Nation and a U.S. standard are listed for a task, the Contractor shall adhere to the more stringent of the two standards."

This is a simple "catch-all" that resolves any potential conflict.
