About this file

This is a Bidding Schedule for On-Demand Repairs & Services (PE-04 CLIN) for a Base Operations Support contract, establishing pricing mechanisms for non-routine, unscheduled, and as-needed work outside routine Bill of Materials (BOM) services.

The schedule contains two separate pricing tabs that offerors must complete: the FFPI (Firm-Fixed-Price) Bidding Schedule for 64 pre-defined common tasks, and the Banded Pricing Bidding Schedule for complex or non-standard work. For FFPI tasks, offerors enter a unit price covering all labor, materials, equipment, and profit; examples include electrical work (outlet/switch/light fixture replacement at $0-$150 per unit), plumbing services (faucet/toilet/drain repairs at $0-$500 per unit), door/window work (hinge/screen/pane replacement at $0-$150 per unit), flooring (carpet/tile/vinyl at $0-$450 per square meter), and specialized services (deep cleaning, pest control, painting, diagnostics). For banded pricing, offerors propose a single multiplier for each cost band ($0-$500, $500-$2.5K, $2.5K-$6K, $6K-$10K) that multiplies the Government's Independent Government Estimate to determine final pricing. The estimated annual quantities range from 8 to 6,200 units depending on the service. All estimated quantities and values are good-faith estimates only and do not guarantee actual work volume, as this is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The total evaluated price for the On-Demand CLIN combines totals from both bidding schedules. The document also lists banded pricing CLINs for various maintenance categories (Housing, Utilities, Grounds, Pest Remediation) with estimated annual order quantities and emergency response add-ons, along with scheduled work CLINs for grounds maintenance, pavement clearance, and pest management services.

Instructions

Title: Instructions for Bidding Schedule PE-04 (On-Demand Repairs & Services)

1. General Purpose This workbook is the official Bidding Schedule for the contract's On-Demand Repairs & Services CLIN. It is used to price all non-routine, unscheduled, and "if-needed" work that falls outside the scope of the routine BOM services defined in PE-03. This workbook contains two (2) separate pricing tabs ("FFPI Bidding Schedule" and "Banded Pricing Bidding Schedule"). Offerors must complete both tabs for their proposal to be considered complete.

2. Instructions for "FFPI Bidding Schedule" Tab This tab is used to price common, pre-defined tasks.

Action: Offerors shall enter their proposed Firm-Fixed-Price (FFP) for one (1) unit of work in the column titled "Offeror's Proposed Unit Price ($)".

The proposed unit price shall be all-inclusive, covering all labor, materials, equipment, and profit for the task as described.

The "Offeror's Total Annual Price ($)" column contains a formula and will auto-calculate for evaluation purposes.

3. Instructions for "Banded Pricing Bidding Schedule" Tab This tab is used to price all other complex or non-standard work not listed in the FFPI Schedule.

Action: Offerors shall enter a single Multiplier in the column titled "Offeror's Proposed Multiplier" for each cost band.

Multiplier Logic: The final price for a task under this mechanism will be determined by multiplying the Government's Independent Government Estimate (IGE) Quantity for that task by the Offeror's proposed multiplier for the corresponding cost band. For example, a multiplier of 1.05 represents a 5% markup on the Government's estimate, while 0.95 represents a 5% discount.

4. Notice Regarding Estimated Quantities & Values (IDIQ Clause) All quantities and dollar values provided in both bidding schedules are good-faith estimates for bid evaluation purposes only and are not a guarantee of the actual volume of work that will be ordered. This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The Government is obligated only to order the minimum guaranteed amount specified elsewhere in the contract.

5. Total Evaluated Price The Offeror's total evaluated price for the On-Demand CLIN will be the sum of the "Total Evaluated Price" from the "FFPI Bidding Schedule" tab and the "Total Evaluated Price" from the "Banded Pricing Bidding Schedule" tab.
