About this file
This is a Bidding Schedule and pricing instruction document for CLIN 0001 (Contract Management & Administration) under a Base Operations Support (BASOPS) services contract for USAG-Stuttgart. Offerors must submit a single, all-inclusive Firm-Fixed-Price (FFP) per month that encompasses all direct labor costs for the proposed management team, indirect costs, corporate overhead (G&A), and profit. The monthly price is multiplied by 12 months to calculate the total annual evaluated price. Critically, all indirect costs, management overhead, and administrative functions must be captured entirely within CLIN 0001 pricing to prevent duplication; all other CLINs (such as Bill of Materials and On-Demand work) shall include only direct costs for technician labor and materials.
The document provides the Government's non-binding estimate of required Key Personnel functions and annual man-hours, which includes positions such as Program Manager (2,080 hours), Assistant Program Manager (2,080 hours), Quality Control Manager and Inspectors (6,240 hours total), Help Desk/ArMA Clerk (6,240 hours), GFEBS/ArMA/eMH Data Clerk (8,320 hours), Scheduler (4,160 hours), Preventive Maintenance Coordinator (4,160 hours), Procurement and Warehouse (4,160 hours), SHIP Store Clerk/Manager (4,160 hours), and supporting administrative and compliance personnel. While offerors may propose equivalent staffing structures that meet Performance Work Statement requirements, the pricing submission must clearly delineate management and administrative overhead within CLIN 0001 separate from direct service delivery costs in other CLINs.

PE-01_CLIN 0001 MGMT & ADMIN Bidding Schedule
Tab 1: Instructions Title: Bidding Schedule for CLIN 0001 - Contract Management & Administration
1. General Instructions This document is the official Bidding Schedule for CLIN 0001 - CONTRACT MANAGEMENT & ADMINISTRATION. The Offeror shall propose a single, all-inclusive Firm-Fixed-Price (FFP) per Month to provide the complete management, administration, and oversight required to successfully perform all aspects of the Performance Work Statement (PWS).
The table below, "Government's Estimated Level of Effort," is provided for informational purposes only. It represents the Government's non-binding estimate of the Key Personnel functions and annual man-hours required for contract execution. Offerors may propose an equivalent staffing structure that meets all PWS requirements.
2. Price Submission Requirements The Offeror shall enter their proposed single, all-inclusive Firm-Fixed-Price (FFP) per Month in the designated "Offeror's Proposed FFP per Unit ($)" cell in the pricing table below. This monthly price must cover all direct labor costs for the proposed management team (salaries, benefits, etc.), as well as all indirect costs, corporate overhead (G&A), and profit.
Crucially, the prices proposed for all other CLINs (e.g., in PE-03 for BOM, PE-02 for On-Demand) shall only include the direct costs for performing that work (technician labor and materials). All indirect costs, management, and administrative overhead must be captured entirely within the price proposed for CLIN 0001. This is to prevent any duplication of overhead costs.
3. Total Evaluated Price The "Offeror's Total Annual Price ($)" will be used for evaluation purposes and is calculated by multiplying the proposed monthly price by the annual quantity of 12 months.
