About this opportunity

The U.S. Air Force 87 Contracting Squadron seeks fieldcraft training support services for the USAF Expeditionary Center at Joint Base McGuire-Dix-Lakehurst, New Jersey, with proposals due October 14, 2026. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside IDIQ, foreclosing all other bidders.

The contract runs for one 12-month base period from December 12, 2026 through December 11, 2027, plus four 12-month option periods through December 11, 2031, with a potential six-month extension. The government may extend the total contract length by up to six months after the final option year if necessary under FAR 52.217-8. Task orders will be issued in six-month increments.

Performance encompasses contingency skills instruction, Opposing Force and Role Player support, and related training delivery for approximately 8,000 cross-functional Airmen annually. Required services include Counter-Improvised Explosive Device (C-IED), tactical combat casualty care, high-threat driving techniques, dismounted and urban tactics, mounted operations, land navigation, and bare base operations instruction. Contractors must maintain qualified instructors at a 2:15 instructor-to-student ratio with steady-state capacity for 150 students daily, scaling to 480 students with six to ten weeks' notice.

Instructors require prior military deployed experience or relevant federal or state agency background, proficiency in Microsoft Office and Adobe Acrobat, valid firearm qualifications per AFMAN 36-2655, current American Heart Association certifications, ability to lift 50 pounds and run 500 feet, completion of the USAF EOS Instructor Methodology Course, Range Safety Officer certification, and 180 instructional hours annually. Specialized instructors for C-IED require Navy EOD training or three years of C-IED instruction; medical instructors require four years of military medical experience and National Registry EMT certification; high-threat driving instructors require completion of formal 24-hour courses.

Contractors must furnish all vehicles, maintenance, fuel, and safety equipment for high-threat driving training and assume financial liability for normal training wear and tear. Contractors must maintain automobile liability insurance of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The contract will be awarded as Firm Fixed Price on a best-value basis considering technical acceptability (organizational staffing and manning utilization plan), price, past performance within five years demonstrating similar scope and complexity, and a continuation of essential contractor services plan (pass/fail). Past performance is significantly more important than price. The NAICS code is 611699, All Other Miscellaneous Schools and Instruction. The procurement includes seven amendments as of October 1, 2026, with the most recent extending the deadline and updating vehicle liability and insurance clauses.

EXECUTIVE SUMMARY/ GENERAL INSTRUCTIONS

This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern.

1. The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 01 OCT 2026. Services shall be provided for one (1) 12-month period plus four (4) 12-month option periods from 12 DEC 2026 – 11 DEC 2031. In addition, the government may extend the total length of the contract by no more than (6) months after the end of the last option year, if necessary, and IAW with RFO 52.217-8.

2. The Government intends to award a single Firm Fixed Price (FFP) Requirements Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is based upon competition to represent the Best Value IAW RFO 15.101 to the Government.  For proposal instructions and submittal information, see RFO 52.212-1, entitled Instructions to Offerors – Commercial Products and Commercial Services.  For the basis of award, see RFO 52.212-2, entitled Evaluation – Commercial Products and Commercial Services.

3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under RFO 15.403-4 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

4. This is an all-electronic solicitation release. Hard copies are not available. The Government will post all information pertaining to the solicitation and award of this requirement to the Government Point of Entry (GPE), also known as SAM.gov. It is the responsibility of each offeror to review the web page for postings of amendments, updates, or changes to current information.

5. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

6. Questions regarding this RFP shall be submitted via email, and subsequent answers will be posted to SAM.gov. If Offerors have questions, they are requested to submit them in writing grouped by solicitation section and make reference to the particular section / subsection number. The decision whether to respond to questions and requests for clarification made after Q&A suspense date closing shall be at the sole discretion of the Contracting Officer. Failure of a prospective offeror to submit any questions will be construed to mean that the prospective offeror fully understands all requirements of the solicitation.

7. Clarifications: Clarifications, exchanges of information between Government and offerors, will be controlled by the Contracting Officer. The Government intends to award a contract without negotiations with respective offerors. The Government, however, reserves the right to conduct negotiations if deemed in its best interest.

8. Proposals submitted in response to this RFP must be submitted via email to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil. Proposals not sent to both addresses will be considered nonresponsive and will not be evaluated forward. To ensure successful delivery, contractors shall obtain confirmation from the Contracting Officer that their proposal has been received and reviewed. Email submissions can occasionally be misplaced or routed to junk folders, so it is the contractor's responsibility to secure direct confirmation from the Contracting Officer that the government has both received and acknowledged their proposal. Late proposals will be processed in accordance with RFO 52.212- 1(c) “Late submission, modifications, revisions, and withdrawals of offers.”

1. The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 19 MAY 2026.

Questions must be received via email no later than 5 August 2026 at 1600 Eastern Time to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil.

Failure to obtain email confirmation of receipt from the Government may result in your offer not being received and, consequently, not being evaluated. Late proposals will be processed in accordance with RFO 52.212- 1(c) “Late submission, modifications, revisions, and withdrawals of offers.”

9. The anticipated PoP is as follows: The government expects the contractor to be able to perform the requirements of this contract on 12 Dec 26. (Optional) Phase-In Period, One (1) Month PoP from 12 Nov 2026 through 11 Dec 2026 is included, if needed, at no cost to the Government.

Questions must be received via email no later than 5 August 2026 at 1600 Eastern Time to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil.

Failure to obtain email confirmation of receipt from the Government may result in your offer not being received and, consequently, not being evaluated. Late proposals will be processed in accordance with RFO 52.212- 1(c) “Late submission, modifications, revisions, and withdrawals of offers.”

1. The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 19 MAY 2026.

Questions must be received via email no later than 5 August 2026 at 1600 Eastern Time to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil.
