SUMMARY OF CHANGES
The purpose of this amendment is to extend the Solicitation closing date and incorporate the following: Block 14 (Description of Amendment/Modification):
1) Remove FAR/RFO 52.228-8 and replace it with "CONTRACTOR VEHICLES, LIABILITY, AND RISK ALLOCATION" in Section H- Special Contract Requirement.
2) Incorporate FAR/RFO 52.228-5 Insurance-Work on a Government Installation.
3) Provide a revised copy of the answers to questions posted. Revisions are directly related to Vehicle CLINs 0008, 1008, 2008, 3008, 4008.
4) Incorporate an updated PWS dated 01 Oct 2026 and revised PWS 2.11.1.3 from "Maintain insurance and liability levels as required in FAR Clause 52.228-8 Liability and Insurance-Leased Motor Vehicles." to "Maintain insurance and liability levels as required in FAR 28.306 Insurance under fixed-price contracts and as outlined in the contract."
5) The solicitation closing date is extended to Wednesday, October 14, 2026 at 4:00PM EST.

Special Contract Requirements

CONTRACTOR VEHICLES, LIABILITY, AND RISK ALLOCATION
1) Contractor Furnished Vehicles. The Contractor shall furnish all vehicles, tires, maintenance, fuel, and safety equipment necessary to execute Hight Threat Driving Training as specified in the Performance Work Statement (PWS) Section 2.11.
2) Assumption of Risk and Normal Wear and Tear. The Contractor acknowledges that the High Threat Driving training maneuvers inherently involve severe mechanical stress. This contract is Firm-Fixed Price and pricing should include all compensation for "Normal Training Wear and Tear."
a. "Normal Training Wear and Tear" includes, but is not limited to: tire degradation, tread delamination, brake pad/rotor wear, suspension and steering stress, fluid consumption, minor undercarriage scuffs, track rash, and drivetrain fatigue resulting from authorized course maneuvers.
b. The Government shall NOT be liable for any vehicle degradation, mechanical breakdown, or consumable wear resulting from the intended execution of the training syllabus.
3) Instructor Negligence and Mechanical Failure. The Contractor shall bear sole financial and legal liability for vehicle damage, property damage, or personal injury resulting from:
a. Instructor negligence, improper instruction, or failure of the instructor to intervene when an unsafe condition arose;
b. Mechanical, brake, tire, or structural failures attributable to improper maintenance or defective contractor equipment.
4) Student Negligence.
a. The Government assumes responsibility for vehicle damage ONLY to the extent that such damage is directly caused by the negligence or willful misconduct of a Government student outside of or contrary to the direct instructions of the Contractor instructor.
b. Any dispute regarding student fault vs. normal maneuver error shall be resolved pursuant to the Disputes clause (FAR 52.233-1). In the event of alleged student negligence, the Contractor must furnish telematics, in-car video, and an instructor incident report in accordance with section 2.13.2.
5) In accordance with RFO 28.306, at a minimum the contractor shall maintain the following Automobile liability. The contracting officer shall require automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

Health and Safety on Government Installations
In performing work under this contract on a Government installation, the contractor shall:
1. Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and
a. Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes
2. The contracting officer may, by written order, direct Department of the Air Force Occupational Safety and Health
(AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.
3. Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.
MEDICAL STATEMENT
The 87th Medical Treatment Facility (MTF) may provide urgent health care to any contractor employees or agents for injuries occurring while on duty. Urgent health care is defined as medical care authorized to the extent necessary to save life or limb and prevent undue pain and suffering. Contractor employees will be transferred to a civilian medical facility as soon as they are appropriately stabilized. The cost of such treatment will be paid for, in full, within a reasonable period of time (as determined with/by the Base Legal Office's assistance), by the contractor or the contractor's employee and will not be borne by the 87th MTF, the United States Air Force or the government.
Billing/accounts receivable is processed based on services provided, which is captured on an Air Force FORM 552 (Pre-Hospital Evaluation Patient Care Report). If a contractor employee or agent cannot pay for the treatment at the time the bill is rendered, a statement of charges and a letter of indebtedness will be completed and billed to such contractor employee for medical services rendered. Contractor employee or agents shall ensure they provide timely notice to their medical insurance company and to the extent an insurance company is to make payment, provide the insurance company with adequate information and documentation necessary to make payment.

1. All Contractors and Sub-Contractors are responsible for providing their personnel information on the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Program (AT). All contractors and sub-contractors will review the JB MDL AT Awareness Guide for Contractors pamphlet. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe and secure work environment. Contractors and contracted personnel will be alert for any suspicious activities while on the installation. If any situation appears to be suspicious, immediate actions must be taken to properly notify the 87th Security Forces Squadron (SFS) Emergency Control Center (ECC) at 609-754-6001.
2. Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm's way or in a position that could aid or abet terrorists.
3. It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at http://jko.jten.mil/courses/atl1/launch.html. Contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-5362/2445 for information regarding the installation Antiterrorism Program.
4. Force Protection Condition (FPCON) Impact on Work Levels: If the JB MDL FPCON level is elevated to Charlie, the installation shall evaluate the need for contract services to be discontinued. At FPCON Delta, services are discontinued. Services shall resume when the FPCON level has been lowered.
Administrative Note: In the event of an emergency, dial 9 1 1 from any land line on the installation. The call will be routed to the ECC (609-754-6001) on the Joint Base. If you use a cell phone and dial 911, you will be routed to the county 9 1 1 dispatch (Burlington County for McGuire and Dix or Ocean County for Lakehurst). Simply inform the dispatcher that you are on JB MDL, they will route your call to the JB MDL ECC.
CONTRACTOR ACCESS TO DEPARTMENT OF THE AIR FORCE INSTALLATIONS
The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and
[ insert any additional requirements to comply with local security procedures] to obtain a vehicle pass.
Common Access Cards (CAC) for Contractor Personnel
For installation(s)/location(s) cited in the contract, contractors shall ensure Common Access Cards (CACs) are obtained by all contract or subcontract personnel who meet one or both of the following criteria:
Require logical access to Department of Defense computer networks and systems in either:
-the unclassified environment; or
-the classified environment where authorized by governing security directives.
Perform work, which requires the use of a CAC for installation entry control or physical access to facilities and buildings.
Contractors and their personnel shall use the following procedures to obtain CACs:
-Contractors shall provide a listing of personnel who require a CAC to the contracting officer. The government will provide the contractor instruction on how to complete the Contractor Verification System (CVS) application and then notify the contractor when approved.
-Contractor personnel shall obtain a CAC from the nearest Real Time Automated Personnel Identification Documentation
System (RAPIDS) Issuing Facility (typically the local Military Personnel Flight (MPF)).
While visiting or performing work on installation(s)/location(s), contractor personnel shall wear or prominently display the
CAC as required by the governing local policy.
During the performance period of the contract, the contractor shall:
-Within 7 working days of any changes to the listing of the contract personnel authorized a CAC, provide an updated listing to the contracting officer who will provide the updated listing to the authorizing government official;
-Return CACs in accordance with local policy/directives within 7 working days of a change in status for contractor personnel who no longer require logical or physical access;
-Return CACs in accordance with local policy/directives within 7 working days following a CACs expiration date; and
-Report lost or stolen CACs in accordance with local policy/directives.
Within 7 working days following completion/termination of the contract, the contractor shall return all CACs issued to their personnel to the issuing office or the location specified by local policy/directives.
Failure to comply with these requirements may result in withholding of final payment.
During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with
[insert any additional requirements to comply with DAFI 31-101, Integrated Defense, and DODMAN5200.02_DAFMAN
16-1405 , Air Force Personnel Security Program] citing the appropriate paragraphs as applicable.
Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
The contractor shall provide an after-hours contact number or after-hours email in the Emergency Mass Notification
System (EMNS) for each of their personnel, whose normal place of duty is on a DoD installation or within a DoD facility.
The contractor shall comply with any additional requirements in DAFMAN 10-206 for emergency operational reporting.
Foreign Nationals may participate and may remove themselves from the Emergency Mass Notification System at any time. To update information, personnel can access the globe icon on their system desktop screens and choose the
"Access Self-Service" option.
Failure to comply with these requirements may result in withholding of final payment.

CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES (OCT 2010)
(a . As used in this clause- ) Definitions
(1) "Essential contractor service" means a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea; associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.
(2) "Mission-essential functions" means those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction, and control.
(b) The Government has identified all or a portion of the contractor services performed under this contract as essential contractor services in support of mission essential functions. These services are listed in attachment , Mission-Essential Contractor Services, dated ._ __0001 Performance Work Statement _ ___01 OCT 2026
(c)(1) The Mission-Essential Contractor Services Plan submitted by the Contractor, is incorporated in this contract.
(2) The Contractor shall maintain and update its plan as necessary. The Contractor shall provide all plan updates to the Contracting Officer for approval.
(3) As directed by the Contracting Officer, the Contractor shall participate in training events, exercises, and drills associated with Government efforts to test the effectiveness of continuity of operations procedures and practices.
(d)(1) Notwithstanding any other clause of this contract, the contractor shall be responsible to perform those services identified as essential contractor services during crisis situations (as directed by the Contracting Officer), in accordance with its Mission-Essential Contractor Services Plan.
(2) In the event the Contractor anticipates not being able to perform any of the essential contractor services identified in accordance with paragraph (b) of this section during a crisis situation, the Contractor shall notify the Contracting Officer or other designated representative as expeditiously as possible and use its best efforts to cooperate with the Government in the Government's efforts to maintain the continuity of operations.
(e) The Government reserves the right in such crisis situations to use Federal employees, military personnel or contract support from other contractors, or to enter into new contracts for essential contractor services.
(f) . The Contractor shall segregate and separately identify all costs incurred in continuing performance of essential services in a crisis situation. The Changes Contractor shall notify the Contracting Officer of an increase or decrease in costs within ninety days after continued performance has been directed by the Contracting Officer, or within any additional period that the Contracting Officer approves in writing, but not later than the date of final payment under the contract. The Contractor's notice shall include the Contractor's proposal for an equitable adjustment and any data supporting the increase or decrease in the form prescribed by the Contracting Officer. The parties shall negotiate an equitable price adjustment to the contract price, delivery schedule, or both as soon as is practicable after receipt of the Contractor's proposal.
(g) The Contractor shall include the substance of this clause, including this paragraph (g), in subcontracts for the essential services.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
Addendum to 52.212-1(b), Period for Acceptance of Offers. The paragraph is tailored as follows: "The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers."
ADDENDUM TO 52.212-1(a), SUBMISSION OF OFFERS
A. To ensure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of four (4) separate parts: Part I - Technical Proposal, Part II - Price Proposal, and Part III - Past Performance Information, and Part IV - Continuation of Essential Contractor Services Plan.
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under RFO 15.403-4 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
D. This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort Executive Summary / General Summary:
to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern.
a) The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 01 OCT 2026. Services shall be provided for one (1) 12-month period plus four (4) 12-month option periods from 12 DEC 2026 - 11 DEC 2031. In addition, the government may extend the total length of the contract by no more than (6) months after the end of the last option year, if necessary, and IAW with RFO 52.217-8.
b) The Government intends to award a single Firm Fixed Price (FFP) Requirements Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is based upon competition to represent the Best Value IAW RFO 15.101 to the Government. For proposal instructions and submittal information, see RFO 52.212-1, entitled Instructions to Offerors - Commercial Products and Commercial Services. c) This is an all-electronic solicitation release. Hard copies are not available. The Government will post all information pertaining to the solicitation and award of this requirement to the Government Point of Entry (GPE), also known as SAM.gov. It is the responsibility of each offeror to review the web page for postings of amendments, updates, or changes to current information.
d) Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. i) A Contracting Officers Representative (COR) will monitor Contractor's performance in accordance with Solicitation Attachment 0004, Quality Assurance Surveillance Plan (QASP).
j) Contractor Manpower Reporting is a requirement under CLIN 0010 and applicable for the entire life of the resultant contract.
k) The provision RFO 52.212-3, Offeror Representations and Certifications - Commercial Items, shall be returned along with the Representations and Certifications:

l) If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the joint venture Joint Ventures:
agreement with proposal. The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. Either party to the joint venture may submit performance information on behalf of the joint venture. Joint venture performance will be evaluated and rated based on either party's performance. The SBA must receive Joint Venture Agreements prior to proposal due date and approved before award of a resulting contract. If a joint venture is contemplated, then the assigned SBA Business Opportunity Specialist (BOS) must be advised as soon as possible. Ensure the agreement is submitted to the BOS in sufficient time to permit a regulatory compliance review. Any corrections and/or changes requested must allow for review time by the BOS before the RFP due date.
No corrections and/or changes are permitted after the time for submission of offers.
m) If the offer is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties Teaming/Partnering Offerors:

E. Specific Instructions:
a.) Continuation of Essential Contractor Services Plan. The government has identified all, or a portion of the contractor services performed under the Fieldcraft Training Support Service's PWS as essential services in support of mission-essential functions. Therefore, in accordance with R-DFAR S237-7602 the contractor is required to submit a written plan for continuing the performance of this service with their offer. The plan must contain, at a minimum, the elements identified in R-
DFARS 237-7602.
b.) All offers remain valid for 120 calendar days. Multiple offers will not be accepted.
c.) Volume Organization: Proposals shall be submitted to the Government in four (4) separate parts as set forth below:
1) - - Limited to no more than 50 pages. PART I -TECHNICAL PROPOSAL Submit two (2) copies, one (1) original and one (1) copy redacted of all vendor logos The government will evaluate the quality of the proposal based on technical specifications. The Technical proposal is comprised of and identifying information.
only one single technical factor. Each proposal must clearly explain how it will meet the technical requirements outlined in the Performance Work Statement (PWS) and demonstrate an understanding of all tasks specified in the PWS and describe the approach to perform the requirements of the technical factor. The technical factor will receive an individual rating of "Acceptable" or "Unacceptable." There will not be an overall rating for Technical and Technical Risk. The offeror shall provide the following plans/approach(s):
i.) The offeror shall provide a staffing plan to recruit and retain the Technical Factor(s): Organizational Staffing and Manning Utilization Plan/Approach:
skill sets required listed in Attachment 0001, Performance Work Statement, dated 01 OCT 2026. Requirements are met when the offeror provides a staffing plan to include a staffing chart that describes qualified personnel, recruitment, and retention plan considering local market conditions, classroom capabilities and course overlap necessary to meet instructional and administrative requirements of the PWS. Resumes are not to be included.
2) - No maximum number of pages. PART II - PRICE PROPOSAL Submit two (2) copies, one (1) original and one (1) copy redacted of all vendor logos and identifying information.
i.) Complete blocks 17a, 17b, 30a, 30b, and 30c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
ii.) Insert proposed unit and extended prices in the Pricing Schedule in the SF 1449. The extended amount must equal the whole dollar unit price multiplied by the number of units. Prices shall not extend past the second decimal point for unit and extended amounts. The proposed price shall include all personnel, supplies, services, management, overhead, other direct costs, G&A, and profit to fulfill the contractual requirements of PWS and any attachments. The price proposal(s)must be submitted for one (1) 12-month base period plus four (4) 12-monthoption periods and a six (6) month option to extend IAW RFO 52.217-8.
iii.) Complete the necessary fill-ins and certifications in provisions.

The government will use information submitted by the offeror and other sources such as other Federal government offices, Contractor Performance Assessment Systems, government date systems and commercial sources, to assess performance and help make a responsibility determination in accordance with RFO Subpart 9.104.
i.) Provide any information currently available (letters, metrics, Quality and Satisfaction Rating for Contracts Completed in the Past Five Years:

The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have recent, relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.
iv.) Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the Subcontractor Consent:

JOINT VENTURE AGREEMENTS - Joint venture agreements must be received by the Small Business Administration (SBA) prior to proposal due date and approved before award of any resultant contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal's due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL.
If this is a first-time joint effort, each party to the arrangement must provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies and commercial customers within the last 5 years.
If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner.
4) - Proposals must include a Continuation of Essential Contractor Services Plan Part IV - CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES PLAN in accordance with R-DFARS 252.237-7023, Continuation of Essential Contractor Services and will be assessed on a pass/fail basis.

(a . "Essential contractor service" and "mission-essential functions" have the meanings given in the clause at 252.237-7023, Continuation of Essential ) Definitions Contractor Services, in this solicitation.
(b) The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment _0001 , Mission Essential Contractor Services, dated , during periods of crisis.
