About this file
This document is a consolidated Questions and Answers (Q&A) summary for a U.S. Air Force Expeditionary Center solicitation (RFP FA4484-26-R-0001_0003) for the Fieldcraft Recompete contract covering fiscal years 2027-2032. The incumbent contractor is Seventh Dimension, LLC (Base PIID: FA448422D0004).
The solicitation addresses an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with no guaranteed minimum quantity or dollar value at either the contract or task order level. The contract structure includes a 12-month base period plus four 12-month option periods and a six-month extension period. Task orders will be issued in six-month increments, though CLINs are priced for 12 months to account for flexibility. The government consolidated over 300 vendor questions into nine topic categories addressing pricing, personnel staffing, technical scope, past performance, security/cybersecurity, vehicles, travel, contract instructions, and government-furnished property. Key CLINs include instructors (priced at 144 months per option representing maximum capacity), role players and OPFOR (invoiced based on actual days utilized monthly), vehicles (120 months for five vehicles), and Mobile Training Team travel (cost-reimbursable with no Firm-Fixed-Price submission required). Personnel must be separately dedicated to each CLIN; cross-qualification across roles is not permitted. All instructors require Government-provided training and certifications (USAF EOS, RSO, pyrotechnics) with timelines varying by individual needs. The contract does not require security clearances for any positions and does not mandate use of a Government Learning Management System. Fuel costs for contractor-provided vehicles must be included in vehicle CLIN pricing and are not reimbursable separately. Past performance references are limited to no more than five contracts, recent performance is defined as awarded, completed, or ongoing within five years from the solicitation issue date (20 July 2026), and completed Past Performance Questionnaires are not required for every reference. The government will accept past performance from non-DoD/military or commercial training contracts demonstrating customer satisfaction with overall job performance. Technical proposals are limited to 50 pages (Part I), while Parts II-IV have no page limits. Proposal redactions should include company names, logos, and identifying information beyond just logos.

Summary INCUMBENT: Seventh Dimension, LLC BASE PIID: FA448422D0004
Category Section/Reference Consolidated Question Government Response
Pricing and CLINs Section B, CLINs, 52.217-9, 52.212-1
How should offerors price the optional six-month extension period under FAR 52.217-9, as no specific CLINs are provided for it in the pricing schedule? Will the price for this extension be included in the total evaluated price?
IAW Addendum 52.212-1(a)E(c )(2)(ii) and Addendum 52.212-2(F)(2)(b) The price proposal(s)must be submitted for one (1) 12-month base period plus four (4) 12-monthoption periods and a six (6) month option.
Addendum 52.212-2(F)(2)(b) has been revised to include "The government will evaluate the price of any possible extension by dividing the price in the last option period by twelve, multiplying that figure by six, and adding it to the total price of the base and all options."
Pricing and CLINs Section B, PWS §2.3
The PWS states task orders will be issued in six-month increments, but Section B CLINs are priced for 12 months. How will the 12-month CLIN prices be reconciled with the six-month task order issuance cadence?
The government reserves the right to issue task orders in six month increments, however, historically task orders have been issued as a twelve month task order to account for two (2) six-month increment to minimize administrative burden when feasible. All pricing for the solicitation should be for twelve months, to be divided in half, if six month task orders are required.
Pricing and CLINs Section B, Amendment 0001
Amendment 0001 revised estimated quantities for several CLINs (e.g., instructors, vehicles), but the CLIN descriptions were not updated. Please confirm the correct basis for pricing: should we use the amended quantities (e.g., 144 months for CLIN 0002) or the number of instructors mentioned in the description (e.g., ‘Four (4) available instructors’)?
IAW Amendment 0001, Only CLIN descriptions for CLINS 1005, 2005, 3005, 4005 were updated from "-Two (2) available instructors per option." TO -Four (4) available instructors per option. All other CLIN descriptions did not require updates as they remained the same.
Yes, use ammended quantities IAW Ammendment 0001. Using CLIN 0002 as an example, 1 CLIN (option) represents 4 instructors, the government may order up to 12 CLINS (options) per month, 12 times per year which would equal 144 months total. Estimated quantities in Ammendment 0001 represent maximum capacity.
Pricing and CLINs Solicitation Section B, PWS §2.11
For CLIN 0008 (Vehicles), the quantity is listed as 50 or 120 ‘Months’ for five vehicles over a 12-month period. Please clarify the correct quantity, as 5 vehicles x 12 months equals 60 vehicle-months.
Use quantities IAW Ammendement 0001, 120 months. For CLIN 0008, 1 CLIN (option) represents 5 vehicles, the government may order up to 10 CLINS (options) per month, 12 times per year which would equal 120 months total. Estimated quantities in Ammendment 0001 represent maximum capacity.
Pricing and CLINs Section B, CLINs 0006 & 0007
For Role Players (CLIN 0006) and OPFOR (CLIN 0007), priced in ‘Days’, will invoicing be based on actual days utilized per month or a fixed monthly amount derived from the annual estimate? How will variances be handled?
Role players and OPFOR invoices will be based on actual days utilized per month. IAW PWS para 2.3, government will execute role player/OPFOR task orders as needed, notification will occur a minimum of 14 calendar days prior to start of a class.
Pricing and CLINs Section B, CLIN 0009, PWS §3.3.2
CLIN 0009 (MTT Travel) is labeled Firm-Fixed-Price with a $200,000 cap, but the PWS states travel is cost-reimbursable. Please clarify the correct pricing mechanism and how these costs should be invoiced.
Travel is cost reimbursable in IAW PWS para 3.3 and 3.3.2. Do not submit a price for MTT travel under CLIN 0009.
Pricing and CLINs Section L, PWS §3.1, Addendum to 52.212- 1(a)
The solicitation includes an optional one-month, no-cost phase-in period.
Please clarify the specific tasks, staffing, and deliverables required during this period and confirm if any phase-in labor costs are absorbable or separately billable.
The government has no specific requirements or deliverables for this period, the phase in period is to allow the vendor time to accomplish any tasks they may need.
Pricing and CLINs Solicitation Section B, 52.216-21, 52.216-
What is the guaranteed minimum quantity or dollar value for this IDIQ contract, and will it be applied at the contract level or per task order?
IAW 52.216-19, When the Government requires supplies or services covered by this contract in an amount of less than $1,000.00 USD, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract (to include task orders).
Pricing and CLINs PWS §2.11, Section B
Should fuel costs for the contractor-provided vehicles be included in the vehicle CLIN price, or will fuel be government-provided or reimbursed via a separate CLIN? Can historical fuel consumption data be provided?
IAW PWS para 2.11 and 2.11.1.2, Fuel costs are to be included in the vehicle CLIN price, fuel is not government provided, nor is it reimbursable. Historical fuel consumption data is not available as it is a contractor expense.
