About this file

This is an Antiterrorism Guide for Contractors issued by the Department of the Air Force, Headquarters 87th Air Base Wing (AMC) at Joint Base McGuire-Dix-Lakehurst, New Jersey, dated April 22, 2024. The guide establishes antiterrorism requirements and expectations for all contractors and subcontractors performing work at the installation. Contractors must ensure their personnel receive information on the JB MDL Antiterrorism Program and maintain strict control of contracted personnel and vehicles during duty performance to prevent placement in harm's way or positions that could aid terrorists. The guide strongly recommends all contracted personnel complete the DoD-approved Antiterrorism Level I Training available online and encourages contractors to contact the JB MDL Antiterrorism Office at 609-562-2445/5362 for additional program information. Contractors are responsible for compliance with Department of Defense Instruction (DoDI) O-2000.16, Volume 1; Defense Federal Acquisition Regulation Supplement (DFARS) antiterrorism requirements; and Joint Publication 3-07.2.

The guide provides comprehensive guidance on suspicious activity reporting through the "See Something-Say Something" initiative, requiring immediate reporting of surveillance, elicitation, security tests, illegal supply acquisition, suspicious persons, dry runs, asset deployment, and suspicious funding activities. On-base reporting contacts include the 87th Security Forces Squadron at 609-754-6001 and the Office of Special Investigation at 609-754-3353. The guide details the SALUTE reporting framework (Size, Activity, Location, Uniform, Time, Equipment) for documenting suspicious observations and establishes Force Protection Conditions (FPCON) ranging from Normal through Delta, with corresponding protective measures including vehicle inspections, gate guards, ID checks, barriers, and patrols. Additional resources include off-base hotlines for New Jersey, Philadelphia, Pennsylvania, New York City, and New York State, FBI contact information, emergency protocols for 911 calls from cell phones, and supplemental contact numbers for security forces, fire prevention, wing safety, and base contracts.

Terrorism is defined as: The unlawful use of violence or threat of violence to instill fear and coerce governments or societies. Terrorism is often motivated by religious, political, or other ideological beliefs and committed in the pursuit of goals that are usually political.

Antiterrorism is defined as: Defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include rapid containment by local military and civilian forces.

Antiterrorism:

As a prelude and during performance of any contract, it is critical that the contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.

All contractors and subcontractors are responsible for providing their personnel information on Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism (AT) Program. During performance of work, personnel security and protection of resources is critical for the installation to maintain a safe work and secure environment.

Contractors must ensure that contracted personnel and vehicles are strictly controlled during performance of duty. For instance, contractors shall use reasonable efforts to prevent any personnel or equipment from being placed in harm’s way or in a position that could aid or abet terrorists (unattended running vehicle).

It is strongly recommended that all contracted personnel take the computer-based training (CBT) for the DoD-approved Antiterrorism Level I Training at https://jko.jten.mil/courses/AT-level1/launch.html contractors are encouraged to contact the JB MDL Antiterrorism Office at 609-562-2445/5362 for information regarding the installation Antiterrorism Program.

Suspicious Activity Reporting:

Contractors and contracted personnel are part of the JB MDL community. Installation personnel are capable of enhancing Force Protection measures through “See Something-Say Something."

If you witness any suspicious incidents or activities, REPORT THEM IMMEDIATELY:

To the 87th Security Forces Squadron (87 SFS) at 609-754-6001 To the Office of Special Investigation (OSI) 609-754-3353, you can also text your tip to 274637

While off-base use the following numbers:

New Jersey Suspicious Activity Reporting Hotline 1-866-4SAFENJ (472-3365) Philadelphia Suspicious Activity Reporting Hotline 215 686-TIPS (8477) Pennsylvania Suspicious Activity Reporting Hotline 1-888-292-1919 New York City Suspicious Activity Reporting Hotline 1-888-NYCSAFE (692-7233) New York State Suspicious Activity Reporting Hotline 1-866-SAFENYS (723-3697) FBI crimes and tip line 1-800-CALL-FBI (225-5324)

Emergency 9-1-1:

When dialing 911 from your cell phone, you need to tell the dispatcher your location i.e. McGuire, Dix, or Lakehurst and they will transfer you to JB MDL Emergency Communications Center (ECC).

An additional way to report suspicious activity while off-base is via your smart phone and the See Send application available in your mobile service app store…download it today!

What to report:

Surveillance – Using cameras (either still or video), note taking, drawing diagrams, writing on maps, or using binoculars or other vision-enhancing devices to record or monitor base activity

Elicitation – Attempts to gain information from you by mail, in person, or by telephone about military operations, capabilities, or people

Tests Of Security - Attempts to measure reaction times or penetrate physical security barriers or procedures in order to assess strengths and weaknesses

Acquiring Supplies – Purchase, theft, or unauthorized acquisition of explosives, weapons, ammunition, military uniforms, decals, flight manuals, passes or badges, or any other controlled items

Suspicious Persons Out Of Place – People who don’t seem to belong in the workplace, neighborhood, business establishment, or anywhere else

Dry Run – People getting into position and moving around according to their plan without actually committing a terrorist act. This could also include mapping out routes and determining the timing of traffic lights and flow

Deploying Assets – People and supplies getting into position to commit the act. This is a person’s last chance to alert authorities before the terrorist act occurs

Funding – Suspicious transactions involving large cash payments, deposits, or withdrawals are common signs of terrorist funding. Collections for donations, the solicitation for money and criminal activity are also warning signs

No One Starts A New Day Believing They Will Be A Terrorist Target – Instead You May Find Yourself a:

• Victim By Association – The wrong friends, in the wrong place, at the wrong time

• Victim By Location – The wrong place at the wrong time

• Victim By Opportunity – The completely random circumstance, primarily occurs at a soft target
