The contract covers one 12-month base period plus four 12-month option periods from December 12, 2026 through December 11, 2031, with a potential six-month extension. Award will be made on a best-value basis considering technical acceptability, price, and past performance. The purpose of this amendment is to post answers to vendor questions received. As a result, the following revisions Block 14 (Description of Amendment/Modification):
have been made:
1) Addendum 52.212-2(F)(2)(b) has been revised to include "The government will evaluate the price of any possible extension by dividing the price in the last option period by twelve, multiplying that figure by six, and adding it to the total price of the base and all options."

CONTRACTOR COMPLIANCE WITH THE CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENTS (NOV 2025)
(a) . As used in this clause- Definitions
"Controlled unclassified information" means information the Government creates or possesses, or information an entity creates or possesses for or on behalf of the Government, that a law, regulation, or Governmentwide policy requires or permits an agency to handle using safeguarding or dissemination controls (32 CFR 2002.4(h)).
"Current" means-
(1) With regard to Conditional Cybersecurity Maturity Model Certification (CMMC) Status-
(i) Not older than 180 days for Conditional Level 2 (Self) assessments and Conditional Level 2 (certified third-party assessment organization (C3PAO)) assessments, with-
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Conditional CMMC Status date (see 32 CFR 170.16 and 170.17); and
(B) A corresponding affirmation of continuous compliance by an affirming official (see 32 CFR 170.4); and
(ii) Not older than 180 days for Conditional Level 3 (Defense Industrial Base Cybersecurity Assessment Center (DIBCAC)) assessments, with-
(A) No changes in compliance with the requirements at 32 CFR part 170 since the Conditional CMMC Status date (see 32 CFR 170.18); and

(2) With regard to Final CMMC Status-

"Cybersecurity Maturity Model Certification (CMMC) status" means the result of meeting or exceeding the minimum required score for the corresponding assessment.
The potential statuses are as follows:
(1) Final Level 1 (Self).
(2) Conditional Level 2 (Self).
(3) Final Level 2 (Self).
(4) Conditional Level 2 (C3PAO).
(5) Final Level 2 (C3PAO).
(6) Conditional Level 3 (DIBCAC).
(7) Final Level 3 (DIBCAC).
"Cybersecurity Maturity Model Certification unique identifier (CMMC UID)" means 10 alpha-numeric characters assigned to each CMMC assessment and reflected in the Supplier Performance Risk System (SPRS) for each contractor information system.
"Federal contract information (FCI)" means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government. It does not include information provided by the Government to the public, such as on public websites, or simple transactional information, such as information necessary to process payments.
"Plan of action and milestones" means a document that identifies tasks to be accomplished. It details resources required to accomplish the elements of the plan, any milestones in meeting the tasks, and scheduled completion dates for the milestones, as defined in National Institute of Standards and Technology Special Publication
800-115 (32 CFR 170.21).
(b) . The Cybersecurity Maturity Model Certification (CMMC) is a framework for assessing a contractor's compliance with applicable information security Framework protections (see 32 CFR part 170).
(c) . The CMMC assessments will not duplicate efforts from any other comparable DoD assessment, except for rare circumstances when a reassessment Duplication may be necessary, for example, when there are indications of issues with cybersecurity and/or compliance with CMMC requirements.
(d) . The Contractor shall- Requirements
(1)(i) Have and maintain for the duration of the contract a current CMMC status at the following CMMC level, or higher: __CMMC Level 1 (Self) __ for all information systems used in Contracting Officer insert: CMMC Level 1 (Self); CMMC Level 2 (Self); CMMC Level 2 (C3PAO); or CMMC Level 3 (DIBCAC) performance of the contract, task order, or delivery order that process, store, or transmit FCI or CUI; and
(ii) Consult 32 CFR 170.23 related to the flowdown of the CMMC requirements, and flow down the correct CMMC level to subcontracts and other contractual instruments;
(2) Only process, store, or transmit FCI or CUI on contractor information systems that have a CMMC status at the CMMC level required in paragraph (d)(1) of this clause, or higher;
(3) Complete on an annual basis, and maintain as current, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required in paragraph (d)(1) of this clause in the Supplier Performance Risk System (SPRS) ( ) for each https://piee.eb.mil CMMC UID applicable to each of the contractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the contract;
(4) Ensure all subcontractors and suppliers complete prior to subcontract award, and maintain on an annual basis, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required for the subcontract or other contractual instrument for each of the subcontractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the subcontract; and
(5) If the Contractor has a CMMC Status of Conditional, successfully close out a valid plan of action and milestones (32 CFR 170.21) to achieve a CMMC Status of Final.
(e) . The Contractor shall- Reporting
(1) Submit to the Contracting Officer-
(i) The CMMC UID(s) issued by SPRS for contractor information systems that will process, store, or transmit FCI or CUI during performance of the contract;
and
(ii) Any changes in the CMMC UIDs generated in SPRS throughout the life of the contract, task order, or delivery order, if applicable;
(2) Enter into SPRS the results of a current self-assessment for each CMMC UID, not covered by a C3PAO assessment or DIBCAC assessment, applicable to each of the contractor information systems that process, store, or transmit FCI or CUI and that are used in performance of the contract; and
(3) Complete in SPRS on an annual basis and maintain as current an affirmation of continuous compliance by the affirming official (see 32 CFR 170.4) for each self-assessment, C3PAO assessment, or DIBCAC assessment required under the contract in SPRS.
(f) . The Contractor shall- Subcontracts
(1) Insert the substance of this clause, including this paragraph (f) and excluding paragraph (e)(1), in subcontracts and other contractual instruments, including those for the acquisition of commercial products or commercial services, excluding commercially available off-the-shelf items, if the subcontract or other contractual instrument will contain a requirement to process, store, or transmit FCI or CUI; and
(2) Prior to awarding a subcontract or other contractual instrument, ensure that the subcontractor has a current CMMC certificate or current CMMC status at the CMMC level that is appropriate for the information that is being flowed down to the subcontractor based on the requirements at 32 CFR 170.23.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
Addendum to 52.212-1(b), Period for Acceptance of Offers. The paragraph is tailored as follows: "The offeror agrees to hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers."
ADDENDUM TO 52.212-1(a), SUBMISSION OF OFFERS
A. To ensure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of four (4) separate parts: Part I - Technical Proposal, Part II - Price Proposal, and Part III - Past Performance Information, and Part IV - Continuation of Essential Contractor Services Plan.
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under RFO 15.403-4 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
D. This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort Executive Summary / General Summary:
to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern.
a) The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 19 MAY 2026. Services shall be provided for one (1) 12-month period plus four (4) 12-month option periods from 12 DEC 2026 - 11 DEC 2031. In addition, the government may extend the total length of the contract by no more than (6) months after the end of the last option year, if necessary, and IAW with RFO 52.217-8.
b) The Government intends to award a single Firm Fixed Price (FFP) Requirements Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is based upon competition to represent the Best Value IAW RFO 15.101 to the Government. For proposal instructions and submittal information, see RFO 52.212-1, entitled Instructions to Offerors - Commercial Products and Commercial Services. For the basis of award, see RFO 52.212-2, entitled Evaluation - Commercial Products and Commercial Services.
c) This is an all-electronic solicitation release. Hard copies are not available. The Government will post all information pertaining to the solicitation and award of this requirement to the Government Point of Entry (GPE), also known as SAM.gov. It is the responsibility of each offeror to review the web page for postings of amendments, updates, or changes to current information.
d) Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
e) Questions regarding this RFP shall be submitted via email, and subsequent answers will be posted to SAM.gov. If Offerors have questions, they are requested to submit them in writing grouped by solicitation section and make reference to the particular section / subsection number. Email submissions can occasionally be misplaced or routed to junk folders, so it is the contractor's responsibility to secure direct confirmation from the Contracting Officer that the government has both received and acknowledged their proposal. Failure to obtain email confirmation of receipt from the Government may result in your offer not being received and, consequently, not being evaluated. Late proposals will be processed in accordance with RFO 52.212- 1(c) "Late submission, modifications, revisions, and withdrawals of offers."
h) The anticipated PoP is as follows: The government expects the contractor to be able to perform the requirements of this contract on 12 Dec 26. (Optional) Phase-In Period, One (1) Month PoP from 12 Nov 2026 through 11 Dec 2026 is included, if needed, at no cost to the Government.
(1) Base Period, Twelve (12) Month PoP from 12 Dec 2026 through 11 Dec 2027.

i.) All options, if exercised, will be exercised in accordance with the terms and conditions of the Requirements IDIQ. Option Clauses incorporated in the solicitation are as follows:

i) A Contracting Officers Representative (COR) will monitor Contractor's performance in accordance with Solicitation Attachment 0004, Quality Assurance Surveillance Plan (QASP).
j) Contractor Manpower Reporting is a requirement under CLIN 0010 and applicable for the entire life of the resultant contract.
k) The provision RFO 52.212-3, Offeror Representations and Certifications - Commercial Items, shall be returned along with the Representations and Certifications:
proposal. You must include all Representations and Certifications with your quote or reflect they are completed in SAM.gov. Pursuant to RFO 52.204-7(d), "Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation." See https://sam.gov for information on registration. Identify and include the company's CAGE Code, UEI Number, and business-size standard under the applicable NAICS of 611699.
l) If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the joint venture Joint Ventures:
agreement with proposal. The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. Either party to the joint venture may submit performance information on behalf of the joint venture. Joint venture performance will be evaluated and rated based on either party's performance. The SBA must receive Joint Venture Agreements prior to proposal due date and approved before award of a resulting contract. If a joint venture is contemplated, then the assigned SBA Business Opportunity Specialist (BOS) must be advised as soon as possible. Ensure the agreement is submitted to the BOS in sufficient time to permit a regulatory compliance review. Any corrections and/or changes requested must allow for review time by the BOS before the RFP due date.
No corrections and/or changes are permitted after the time for submission of offers.
m) If the offer is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties Teaming/Partnering Offerors:
including a copy of the teaming/partnership agreement. The agreement shall include information which identifies the responsibilities for each entity under this contract.
The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the teaming/partnering relationship.

E. Specific Instructions:
a.) Continuation of Essential Contractor Services Plan. The government has identified all, or a portion of the contractor services performed under the Fieldcraft Training Support Service's PWS as essential services in support of mission-essential functions. Therefore, in accordance with R-DFAR S237-7602 the contractor is required to submit a written plan for continuing the performance of this service with their offer. The plan must contain, at a minimum, the elements identified in R-
DFARS 237-7602.
b.) All offers remain valid for 120 calendar days. Multiple offers will not be accepted.
c.) Volume Organization: Proposals shall be submitted to the Government in four (4) separate parts as set forth below:
1) - - Limited to no more than 50 pages. PART I -TECHNICAL PROPOSAL Submit two (2) copies, one (1) original and one (1) copy redacted of all vendor logos The government will evaluate the quality of the proposal based on technical specifications. The Technical proposal is comprised of and identifying information.

Each proposal must clearly explain how it will meet the technical requirements outlined in the Performance Work Statement (PWS) and demonstrate an understanding of all tasks specified in the PWS and describe the approach to perform the requirements of the technical factor. i.) Complete blocks 17a, 17b, 30a, 30b, and 30c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
ii.) Insert proposed unit and extended prices in the Pricing Schedule in the SF 1449. The extended amount must equal the whole dollar unit price multiplied by the number of units. Prices shall not extend past the second decimal point for unit and extended amounts. The proposed price shall include all personnel, supplies, services, management, overhead, other direct costs, G&A, and profit to fulfill the contractual requirements of PWS and any attachments. The price proposal(s)must be submitted for one (1) 12-month base period plus four (4) 12-monthoption periods and a six (6) month option to extend IAW RFO 52.217-8.
iii.) Complete the necessary fill-ins and certifications in provisions.

iv.) Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the Subcontractor Consent:

JOINT VENTURE AGREEMENTS - Joint venture agreements must be received by the Small Business Administration (SBA) prior to proposal due date and approved before award of any resultant contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business
Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal's due date. NOTICE OF CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENTS (NOV 2025)
(a) . As used in this provision, "controlled unclassified information (CUI)," "current," "Cybersecurity Maturity Model Certification (CMMC) status," Definitions "Cybersecurity Maturity Model Certification unique identifier (CMMC UID)," "Federal contract information (FCI)", and "plan of action and milestones" have the meaning given in the Defense Federal Acquisition Regulation Supplement 252.204-7021, Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements, clause of this solicitation.
(b)(1) . The CMMC level required by this solicitation is: Cybersecurity Maturity Model Certification (CMMC) level _ ___CMMC Level 1 (Self) [Contracting Officer . Addendum to RFO 52.212-2 -- Evaluation -- Commercial Products and Commercial Services
A. This is a competitive best value source selection in which Tradeoff procedures IAW RFO 15.103-1 to make an integrated assessment for best value award decision. To arrive at a best value decision, evaluations of the factors described in this provision will be completed. While the Government will strive for maximum objectivity, the best value tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. Award will be made to the responsible offeror whose proposal conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP, and also provides the best value to the Government based on the results of the evaluation as described in paragraph below. Technical will be F evaluated on an acceptable/unacceptable basis and tradeoffs may be made between past performance and price, with past performance considered significantly more important than price.
B. Email correspondence conducted to resolve minor or clerical errors shall not constitute conducting negotiations per RFO Part 15.105-2. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute negotiations and the contracting officer reserves the right to award a contract without the opportunity for proposal revision. Offeror's may be restricted to a short suspense (i.e., less than 24 hours) in responding to the Contracting Officer during any negotiation period if necessary.
C. Rejection of Unreasonable Offers: The Government may reject any proposal that is evaluated to be unreasonable in terms of program commitments, or contract terms and conditions, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
D. Contractor Responsibility: In accordance with RFO 9.1, the Contracting Officer shall award contracts only to responsible vendors. No purchase or award shall be made unless the Contracting Officer makes an affirmative determination of responsibility. To be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, or the ability to obtain them. At the discretion of the contracting officer, the government may require acceptable evidence of the prospective contractor's current sound financial status, as well as the ability to obtain required resources if the need arises. In regard to resources, the contractor must be prepared to present acceptable evidence of subcontracts, commitments or explicit arrangements that will be in existence at the time of contract award, to rent, purchase or otherwise acquire the needed facilities, equipment, services, materials, other resources or personnel. Consideration of a prime contractor's compliance with limitations on subcontracting shall be taken into account for the time period covered by the contract base period or quantities, plus option periods or quantities, if such options are considered when evaluating offers for award. Pursuant to RFO 9.104-5, the contracting officer reserves the right to request adequate evidence of responsibility on the part of any prospective subcontractor(s). In the absence of information clearly indicating that the prospective contractor is responsible, the contracting officer shall make a determination of non-responsibility.
E. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being determined unacceptable. All technically acceptable offers will be considered as equal. The tradeoff will occur only between the past performance factor and the price factor. Offerors whose total evaluated price is unreasonable (in accordance with RFO 15.4 and RFO 31.201-3), unbalanced (in accordance with RFO 15.404-6), or unaffordable (not within any budgetary information included in the solicitation) may not be considered for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
F. EVALUATION PROCESS: The evaluation process shall proceed as follows:

3. Past Performance Evaluation: The government will then evaluate the quality and extent of offeror's performance based on the recency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance, all which shall be considered. Any effort submitted must be similar in scope, magnitude of effort, and complexity to this effort. These are combined to establish one (1) performance confidence assessment rating for each offeror.
There are two (2) aspects to the quality of the past performance evaluation: recency and relevancy. Past performance references and data of either party to a joint venture or teaming arrangement will be considered to apply equally to the joint venture or teaming arrangement.
a. Recency: To be determined recent, performance surveys and performance questionnaires received by the government shall reference projects that have been awarded, completed, or are ongoing within five (5) years from the date of this solicitation (SF 1449 Block 3). Past performance information that does not meet this requirement will not be evaluated.
b. Relevance: Includes performance of efforts involving Fieldcraft Support services as specified in the PWS that involved similar scope and magnitude of effort and complexities this solicitation requires. Complexity is defined as the ability to perform and manage several task orders at the same time and successfully perform similar or higher magnitudes than described in the solicitation. The purpose of the past performance evaluation is to allow the government to assess the offeror's ability to perform the requirement described in the solicitation based on the offeror's demonstrated past performance. Past performance of greater relevancy will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. The relevance ratings in Table 1 below shall be used when assessing offeror's efforts.
