We have reviewed the Government's response to the following question:
"Please provide any available historical information regarding the frequency of vehicle accidents, rollovers, recoveries, or significant damage during high-threat driving instruction under the incumbent contract."
The two identified incidents referenced in the Government's response were complete vehicle losses requiring full vehicle replacement. Due to their magnitude and associated cost, those incidents rose to the level of Contracting Office involvement. However, those two identified incidents do not represent the entirety of vehicle incidents and accidents historically experienced during execution of High Threat Driving training.
For additional context, historical contract performance has included approximately:
2 incidents resulting in total vehicle loss and replacement More than 10 annual Level 2 incidents requiring major mechanical repair but not vehicle replacement More than 25 annual Level 1 incidents involving damage exceeding normal wear and tear and routine maintenance thresholds All incidents and accidents occurred during execution of training and remained the contractor's responsibility to address while ensuring vehicles complied with contract requirements, met safety standards, and remained available to support training operations.
We believe this additional information is critical to proposal preparation because the current response could reasonably be interpreted as indicating that only two vehicle incidents have occurred during performance of the full contract. Such an interpretation may unintentionally understate the historical maintenance, repair, replacement, and operational costs associated with the High Threat Driving requirement. As a result, offerors may not fully account for the level of vehicle risk historically experienced during performance when developing their pricing strategies.
Accordingly, we respectfully request that the Government consider issuing a clarification to provide offerors with a more complete representation of the historical vehicle incident and accident data associated with this requirement, thereby ensuring all offerors compete on a common understanding of the risks and costs inherent to contract performance.
