About this file

This document is an Antiterrorism Awareness pamphlet for contractors working at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The pamphlet is issued by the JB MDL Antiterrorism Office under the 87th Air Wing Base and is designed to educate contractors on their role in maintaining security vigilance and reporting suspicious activity affecting the base community.

The pamphlet defines terrorism as the unlawful use of violence or threat of violence to instill fear and coerce governments or societies, typically motivated by religious, political, or ideological beliefs. It identifies three categories of potential terrorist targets: Victim by Association (wrong friends, place, and time), Victim by Location (wrong place at wrong time), and Victim by Opportunity (random circumstances at soft targets). Contractors are instructed to remain alert to their surroundings by identifying what is different or out of place, knowing people who belong in their area, and recognizing official organization names and insignia. Key indicators of suspicious activity include surveillance by unfamiliar people or vehicles, vehicles with expired tags, occupied or illegally parked vehicles remaining in one location for extended periods, and the same vehicle repeatedly passing a location. The pamphlet outlines specific suspicious indicators such as elicitation, security tests, acquisition of supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. The Force Protection Condition (FPCON) system ranges from Normal through Alpha, Bravo, Charlie, to Delta, with corresponding increases in protective measures and security posture. Contractors are instructed to report suspicious activity to the 87th Security Forces Squadron at (609) 754-6001 and to be prepared with their name, company name, location, building information, and callback number when reporting. The document was updated on April 22, 2024.
