About this opportunity
The General Services Administration (GSA) seeks a lease for federal office space in downtown Cleveland, Ohio, with proposals due September 8, 2026, at 5:00 PM EST. Amendment No. 1, issued August 14, requires acknowledgment with the initial offer and permits up to 10,297 of the 103,263–108,426 ANSI/BOMA Occupant Area (ABOA) square feet in Block 1 to be non-contiguous if directly adjacent to an accessible building entrance for public-facing operations; otherwise, the entire block must occupy contiguous floors. Lessors must provide a construction schedule targeting April 2028 occupancy and conduct a Design Intent Drawing Workshop within ten working days of receiving Level 1 design drawings.
The procurement accommodates two federal agencies: Veterans Benefits Administration (VBA) occupying Block 1 for general operations across 103,263–108,426 ABOA SF to support 728 FTE, and Federal Protective Service (FPS) occupying Block 2 (2,294–2,409 ABOA SF) on the first or second floor for canine and armed federal law enforcement operations. The lease term is 15 years with 13 years firm; the Government retains termination rights after the firm term with 90 days' notice. Place of performance is downtown Cleveland bounded by Front Avenue, West 9th Street, Highway 2, Highway 90, and the Cuyahoga River in a modern quality building with 24/7 access, loading dock, freight elevator, minimum 20-foot column spacing, and 9-foot ceiling heights. Parking includes six secured structured spaces, eleven additional secured spaces, eighteen visitor spaces, and public transit within 2,640 feet.
Mandatory requirements include ENERGY STAR certification or equivalent, fire protection and life safety standards (GSA Form 12000 with Part B certification by licensed fire protection engineer for floors six and above), ADA accessibility, asbestos management, Section 106 National Historic Preservation Act compliance, and Facility Security Level III security measures. Block 2 requires specialized mission spaces: evidence storage with SF3 walls, secure file cabinets, PACS-controlled access, intrusion detection, and 30–90 day CCTV retention; weapons and ammunition storage with SF4/SF5 walls, multi-factor authentication, and mechanical backup locks; K-9 operations with ventilated storage and restricted access; and IT/LAN closet with 6,000 BTU continuous cooling, fire-resistant construction, and DHS-approved equipment. VBA facilities require flexible open layouts with Category 6A structured cabling, HSPD-12 compliant physical access control, PIV rooms, and support spaces per the Master Program (88,594 USF for VBA personnel and divisions; 7,335 USF for eight Veterans Service Organizations; 447 USF for remote employees across 728 total FTE at 133 USF per person).
Pricing is submitted via GSA Forms 1364 and 1217, including fully serviced annual rent per ABOA SF and RSF with itemized shell rental, tenant improvements at $58.96 per ABOA SF with anticipated overage of $52.00 per ABOA SF, Building Specific Amortized Capital (BSAC) at $25.00 per ABOA SF for security improvements, operating costs, and parking. Award is made to the lowest priced technically acceptable offer based on present value price evaluation discounted at 5 percent annually. Offerors must demonstrate financial capacity, provide evidence of ownership or acquisition agreements, zoning compliance, fire/life safety documentation, scaled floorplans, parking plans, SAM registration, and conditional commitment of funds. Jones Lang LaSalle serves as the authorized broker; broker commissions are based on firm term only and entered on GSA Form 1364 block 26.a.
