About this file
This is Amendment No. 1 to Request for Lease Proposal (RLP) 5OH0350, issued by the General Services Administration (GSA) on August 14, 2026, for commercial lease space in Cleveland, Ohio.
The amendment revises the space configuration requirements to allow 10,297 to 10,812 usable square feet of Block 1 to be non-contiguous from the remainder of the block, provided it is directly adjacent to an accessible building entrance and will serve as a public-facing operation; if this positioning cannot be achieved, the entire block must be on contiguous floors. Additional clarifications include designating antenna installation provisions as subparagraph D of Section 1.02 and renumbering Unique Requirements in Section 1.04 from letters A through G with no substantive changes. The amendment also requires lessors to provide a construction schedule detailing permitting, design, and construction phases to align with the Government's intended occupancy date of April 2028, and mandates an up to two-day Design Intent Drawing (DID) Workshop to be held in-person or virtually at the Government's discretion within ten working days after receipt of Level 1 DIDs, with workshop costs included in shell costs. All respondents must acknowledge receipt of Amendment No. 1 by signing and returning the acknowledgment by September 8, 2026, along with their initial offer. Dave Rauen, GSA Lease Contracting Officer, authorized this amendment.

Amendment No. 1 Request for Lease Proposal No. 5OH0350
Cleveland, OH August 14, 2026
Refer to Request for Lease Proposal (RLP) 5OH0350 that solicits lease proposals for space in Cleveland, OH.
The following revisions are hereby made to the Request for Lease Proposal:
1. RLP (GSA Form R100)
A. RLP Section 1.02 Subparagraph A.1.c is hereby revised as follows: c. 10,297 - 10,812 usable square feet of this space may be non-contiguous to the remainder of Block 1, provided it is located directly adjacent to an accessible building entrance. This specific 10,000-square-foot portion block of space will be utilized for a public-facing operation. If this space cannot be positioned immediately next to an accessible entrance, then the entire block must be on contiguous floors.
B. RLP Section 1.02 is hereby revised to clarify that the following language is subparagraph D of Section 1.02: As part of the rental consideration, the Government may require use of part of the Building roof for the installation of antenna(s). If antenna space is required, specifications regarding the type of antenna(s) and mounting requirements are included in the agency requirements information provided with this RLP. This subparagraph previously did not have a letter associated with it. No changes to the information itself.
C. RLP Section 1.04 is hereby revised to clarify that the list of Unique Requirements should commence with letter A, continuing through letter G. No changes to the information itself.
2. Exhibit A (GSA Form L100)
A. The following language is added to the first paragraph of GSA Form L100 Section 4.01: A construction schedule giving the dates on which the various phases of permitting, design and construction (including principal categories of work) will be completed to coincide with the Government's intended occupancy date and the milestones as outlined under the Lease. The Government's intent is for an April 2028 occupancy.
B. GSA Form L100 Section 4.01 A. Design Intent Drawing (DID) Workshop paragraph is hereby replaced in its entirety with the following: Design Intent Drawing (DID) Workshop: In conjunction with the Government, the Lessor shall commit, as part of shell costs, to an up to two (2)-day DID workshop tentatively scheduled to begin no later than ten (10) Working Days after receipt of the Government provided Level 1 DIDs at the office of the Lessor’s architect or an alternate location agreed to by the Government. This session may be held in person or virtually, at the discretion of the Government. The purpose of this workshop is for the Lessor Architect team to ask any questions, clarify any concerns, provide insight and guidance on existing conditions that might hinder the design or opportunities not realized in the design and to make changes to the Government’s Level 1 DIDs in real time based on the Lessor’s comments. The overall goal is addressing all opportunities or challenges associated with the DIDs so that the DIDs can be completed during this conference.
All respondents to this RLP shall acknowledge receipt of this Amendment No. 1 by signing in the space provided below. The acknowledged copy must be received by September 8, 2026 along with the initial offer.
