About this opportunity

The U.S. General Services Administration, Public Buildings Service Central Office, seeks to lease office space in Washington, DC under Request for Lease Proposals 9DC2719, with proposals due December 8, 2026 at 4:00 PM ET. No set-aside is used. Proposals are submitted electronically through the Requirement Specific Acquisition Platform at leasing.gsa.gov.

The Government seeks a minimum of 365,000 and a maximum of 401,500 ANSI/BOMA Occupant Area (ABOA) square feet of contiguous space in a single building within the Central Employment Area, on a 20-year firm lease term. The building must be modern quality with a permanent facade and provide 17 structured or inside parking spaces. Unique requirements include capacity for 24/7 operations in up to 65,000 ABOA SF of mission-critical space, a video wall at least 12 feet high by 30 feet wide, a secure pad site of approximately 2,360 ABOA SF for an emergency backup diesel generator, roof access for antennas, at least one dedicated freight elevator, and ISC Level IV security compliance. The building must achieve ENERGY STAR certification within 12 months before the proposal deadline or meet statutory exceptions.

Security countermeasures under the Facility Security Level IV requirements are provided by the lessor and priced as Building Specific Amortized Capital (BSAC). These requirements apply to the building entrance if the Government leases more than 75% of building space, and to the leased space entrance if 75% or less. Building automation and control systems may not connect to federal IT networks.

Pricing must include base building shell rental, tenant improvements (TI Allowance of $58.96 per ABOA SF), BSAC ($40.00 per ABOA SF for security), operating costs, and parking. Award goes to the lowest priced technically acceptable offer, evaluated on present value discounted at 5 percent annually. Offerors must negotiate and pay commission to GSA's tenant representative broker, calculated on the Firm Term only. The broker's foregone commission creates a Commission Credit that the Government treats as a rent deduction. Tenant improvement work must finish within 280 working days after Notice to Proceed, with liquidated damages of $57,000 per calendar day for delay under the lease template.

Exhibit K, which carries a FEMA title, requires the incumbent lessor to submit a swing space plan with the initial proposal for space at either 400 C Street, SW (147,278 ABOA SF) or 500 C Street, SW (137,614 ABOA SF).

The Lease Contracting Officer is Alanna Fitzpatrick Rutz, reachable at ALANNA.FITZPATRICK@GSA.GOV or 347-277-0795. The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses), and the PSC is X1AA, Lease/Rental Of Office Buildings.
