The Department of Agriculture Agricultural Research Service seeks quotations for preventative maintenance and repair services on Uninterruptible Power Supply systems at the National Bio and Agro-Defense Facility in Manhattan, Kansas, with proposals due May 22. This is a Total Small Business Set-Aside under NAICS 238210, with a $19.0 million size standard.
Place of performance is Manhattan, Kansas at the 45-acre NBAF campus, where the contractor must maintain rectifier/charger systems, batteries, and UPS equipment across multiple buildings. The contract structure includes one base year plus four optional one-year extensions. Mandatory contract line items cover semi-annual and annual preventative maintenance, non-emergency and emergency service calls (three-calendar-day response for non-emergency, two-hour phone and six-hour on-site response for emergency), and materials/parts reimbursement on an as-needed basis with pre-approval. Optional CLINs address replacement of specific battery models (Saft LSE300, Enersys 14DX-13B, Saft and Enersys battery strings) and capacitor banks for designated Eaton equipment.
All contractor personnel must be factory-authorized technicians with proof of certification and must comply with facility security protocols including Tier 2 background investigations, Real ID-compliant identification, site-specific biosafety training, and non-disclosure agreements. Work is confined to 6:00 a.m. to 6:00 p.m., Monday through Friday, excluding federal holidays, with prior security approval required for after-hours work. The contractor supplies all labor, supervision, equipment, supplies, tools, materials, and transportation; travel, lodging, and per diem costs are included in negotiated prices with no separate reimbursement.
Bid schedule pricing must be rounded to the nearest dollar with no cents. Quotations are firm for 90 calendar days from receipt. Mandatory site visit attendance at NBAF on May 6, 2026 at 9:00 a.m. Central Time is a prerequisite for offer consideration; registration deadline was April 28. Evaluation criteria include technical acceptability, compliance with submission requirements, past performance, and prime contractor site visit attendance. The government intends one award.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q0411 is issued as a Request for Quotation (RFQ) for Rectifier/Charger, Battery, & Uninterruptible Power Supply (UPS) Systems Preventative Maintenance. The Contractor shall provide all labor, supervision, equipment, supplies, tools, materials, transportation, and non-personal services necessary to perform the required UPS maintenance, repairs, replacement of the designated batteries or battery string(s), and replacement of designated capacitor bank(s) services at NBAF, except for those items explicitly identified.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238210, Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $19.0M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
