Requests for Information (RFIs) and Responses

1. Under SOW Item 1.0 scope of work, the opening sentence states “to provide all-inclusive and repair services for the UPS Systems…”. Please clearly define “all-inclusive” or remove this verbiage. The contractor is concerned the all-inclusive statement will hold them liable for any maintenance/service omissions not clearly defined or stated in SOW Section 3.3. Please confirm the contractor is only required to perform maintenance/service explicitly defined/stated in SOW Section 3.3. RESPONSE: updated to state: This is a non-personal services contract to provide all-inclusive maintenance services and repair services for the National Bio and Agro-Defense Facility’s (NBAF) UPS Systems, including all necessary components, as detailed in this PWS.

2. Are software updates by OEM part of the maintenance requirements for this contract? RESPONSE: Yes all software or firmware updates are considered in scope and to be included in pricing.

3. Are firmware updates by OEM part of the maintenance requirements for this contract? RESPONSE: Yes all software or firmware updates are considered in scope and to be included in pricing.

4. Referencing SOW item 3.3.1 it states to check and record DC power room ambient temperature and verify proper operation of ventilation equipment. This statement sounds like a building maintenance HVAC operation given it references HVAC for the entire room. The contractor has no idea what ambient temperature the room was designed to achieve/maintain or the specs on HVAC ventilation fans either. The contractor requests this statement be modified to only record and document ambient temperatures. RESPONSE: Check and record DC power cabinet room ambient temperature and verify proper operation of ventilation equipment.

5. Referencing SOW item 3.3.1 it states to “check system ventilation fans and clean/replace fans and fan filters, if present”. Is this statement referencing the rectifier cabinets themselves (i.e. cooling fans on the cabinet doors? Or is it tied to question 3 above on the whole room HVAC. Please confirm. RESPONSE: This is referencing rectifier/chargers internal cooling fans only not room fans.

6. Referencing SOW item 3.3.3 it states “replace small, government-provided parts as a required component of the preventative maintenance service”. The contractor respectfully requests a list of parts they will be responsible for installing as the part will impact the amount of labor involved for installation. RESPONSE: updated - Check system cabinet ventilation fans and clean/replace fans and fan filters as needed, if present

7. Referencing the same question above about installing government provided parts, please state a quantity or range of parts that will be installed per year of the contract as this will help to price the level of effort for performing this service.

a. Are these parts to only be installed during quarterly or semi-annual visits? Or is the contractor required to send someone to site anytime there needs to be a part replaced? Please confirm. RESPONSE: Parts are to be installed at either PM CLIN 0001 or Service/Repair CLIN 0002

b. The contractor suggests this portion of the service be priced based on 4-hour intervals for any part replaced while they are onsite performing other maintenance activities or 8-hour blocks if they are required to install outside of a scheduled maintenance event. RESPONSE: Replacement parts installed under CLIN 0001 should be estimated to take less than 1 hour. CLIN 0002 Should be priced for up to 32 hours per instance.

8. Referencing CLIN 0002 Service Calls and Repairs, sub section 3.3.4 states “Requested service calls…”, however, the government provided bid schedule calls this CLIN “UPS Maintenance/Repair call” which is singular. Please confirm the contractor will be paid for up to 32 hours of repair for each call and that “1 Each” price on the bid schedule is not meant to pay for all service calls for any given contracting period. RESPONSE: Contractor to estimate 8 hours per task, note has been added and updated to bid schedule.

9. Referencing CLINs 0004 and 0005 with the same requirement to safely shut down the UPS system, bypass the load to maintenance and disconnect all power sources, will NBAF electrical staff be assisting in this effort or is this entirely the responsibility of the contractor? RESPONSE: This effort is entirely responsibility of the contractor. SOPs to disconnect UPS systems are available.
