This solicitation seeks proposals for multiple award indefinite delivery/indefinite quantity contracts to provide information systems engineering and information technology support services to the United States Army Information Systems Engineering Command. The purpose of this Amendment 0003 is to revise Section L-20 Part 1 General item G to read "Equal Employment Opportunity (EEO), Compliance Certification. In accordance with FAR 52.222-24, the prospective Contractor and any subcontractor/team member/joint venture whose sub-contract is for more than 10 percent of the total contract value shall be subject to a pre-award compliance evaluation by the Office of Federal Contract Compliance Programs (OFCCP), unless, within the preceding 24 months, OFCCP has conducted an evaluation and found the prospective Contractor and subcontractors to be in compliance with Executive Order 11246. Prior to award of any contract, the Contracting Officer shall request clearance from the appropriate OFCCP regional office. Offerors who fail to receive an OFCCP certification shall be preclude from being eligible for contract award."

The contract provides for information systems engineering and information technology support services to United States Army Information Systems Engineering Command (USAISEC). The services will include engineering related activities in support of all aspects of information and communication systems. Support will be required for the full life cycle of USAISEC projects to include planning, design, development, engineering, implementation, procurement, logistics, evaluation, test, sustainment, systems retirement, and ancillary services. Worldwide support is required. Most of the worldwide support is required to occur at sustained locations that are secure and possess adequate infrastructure. However, worldwide support may include areas with challenging environments including remote locations, and sometimes hostile locations with little to no infrastructure. Work in highly secure facilities involving the highest level clearances may be required.
