This document provides a pricing model template for a federal contract solicitation to provide information systems engineering and information technology support services to the United States Army Information Systems Engineering Command. The services required include engineering activities supporting all aspects of information and communication systems for the full life cycle of USAISEC projects, such as planning, design, development, engineering, implementation, procurement, logistics, evaluation, test, sustainment, systems retirement, and ancillary services. Support is needed worldwide, including at sustained locations that are secure with adequate infrastructure as well as more challenging environments like remote and potentially hostile locations with little infrastructure. The template includes instructions for completing the pricing model using government-provided labor categories and hours for evaluation purposes, proposing allocation of hours and labor rates for the prime contractor and any major subcontractors, and calculating direct labor costs, overhead, G&A, fee, and the total proposed price for evaluation.

| TEIS Labor Rate Spreadsheet Instructions: | |
| 1 | This spreadsheet is not protected so that additional worksheets may be added for additional Teaming Partners (as defined in the solicitation). |
2 Worksheets should be included for the Prime and for each Major Subcontractor
3 To add a Major Subcontractor worksheet, please copy Major Subcontractor 4 worksheet, and re-label the tab for the next consecutive Major Subcontractor(s) number. Insert the new worksheet immediately to the right of the previous one, but before the tab for ' Major Subcontractor 100'. Use the ' Major Subcontractor 100' worksheet for your final Major Subcontractor, and renumber it accordingly to be in sequence (e.g., if there are 10 Major Subcontractors, the final tab would be number 10). Follow the Major Subcontractor tab naming convention exactly. Five Major Subcontractor tabs (1-4, and 100) have been provided.
4 To add Additional Major Subcontractors to the 'Summary' tab, insert columns on the 'Total Proposed' tab in sequence and label them appropriately. Copy an existing ' Major Subcontractor' column and be sure to copy and edit the formula so to refelct thenew Major Subcontractor name, so that they correctly roll-up the totals from the appropriate ' Major Subcontractor' tab to the 'Total Proposed' tab.
5 The Government furnished hours are to be allocated over the anticipated Major Subcontractors. To do so, assign an allocation percentage for the Prime and for each Major Subcontractor under the headings 'Proposed Percentage Allocation' for each labor category and each geography (e.g., CONUS). This percentage should reflect the proposed allocation to the Prime or specific Major Subcontractor of the percentage of hours for that labor category. Be sure the allocation sums to 100% for all labor categories.
6 CONUS-High Cost is defined as Fairfax VA. CONUS Cost is defined as Afghanistan.
7 Review the 'Total Hours Check' columns on the 'Prime' tab to verify that all hours have been allocated across the Prime and the Major Subcontractors. The column will have all zero values when this has been accomplished. For convenient review, each labor category that has hours remaining, or too many hours allocated to it will have a red fill color in this column. The red will disappear when the hours are fully allocated.
8 Unloaded labor rates for the Prime shall be input in the yellow-highlighted columns under the heading 'Proposed unloaded Labor Rates' for each geography on the Prime tab. The unloaded labor rates for the Prime shall not exceed 2 decimal points ($.00).
9 For the Prime Offeror, Major Subcontractor labor rates shall include the Major Subcontractor's fully loaded labor rate in accordance with the proposal instructions. The loaded labor rates shall be input in the yellow-highlighted columns under the heading 'Loaded Rates for the Major Subcontractors' for each geography.
11 Rows have been provided on the worksheets indicating the typical costs to be proposed. Add Rows as necessary to provide additional cost elements in accordance with the RFP instructions. Modify formulas as required to be sure the worksheets calculate and roll up accurately.
12 If proposing Project Management Office (PMO), insert into the Total Proposed worksheet (as appropriate) the supporting calculations to indicate the cost build up.
| 13 | The Government fiscal year noted in the 'FY' columns is defined as 1 October through 30 September. |
| 14 | Major Subcontractors may submit proprietary data directly to the Government in accordance with proposal instructions in the RFP. |
| 15 | Do not protect the cells on the worksheet when submitting back to the Government. Submit spreadsheets in MS Excel. |
| 16 | The hours provided and total calculated costs are for EVALUATION PURPOSES ONLY. |
| 17 | Offerors shall identify the source for each direct labor rate see RFP Section L-20, item 4 Cost Factor, item A(i) for source definintions |
| 18 | Subcontractors are to complete Prime tab and the Total Proposed tab with their percentages allocated by their prime; and the Category Map tab to detail their internal mapping, if they are sending their labor rates directly to the Government. |
| 19 | OCONUS rates are to be proposed unloaded. |
