The Total Engineering and Integration Services IV (TEIS) is an $800 million multiple award indefinite delivery/indefinite quantity contract awarded to Advanced IT Concepts, LLC, an SBA-certified 8(a) small disadvantaged business, by the U.S. Army Communications-Electronics Command on November 19, 2021, with an ultimate completion date of November 30, 2026. The contract provides comprehensive information systems engineering and information technology support services to the United States Army Information Systems Engineering Command (USAISEC). The solicitation, posted in November 2019 with proposals due January 9, 2020, sought multiple award contracts to support all aspects of information and communication systems across the full life cycle of projects, with evaluation criteria including technical approach, past performance, cost/price analysis, and sample tasks involving cybersecurity, satellite communications, and emerging technologies. Performance locations include worldwide support with most work occurring at secure, sustained locations within the continental United States, including facilities requiring access to classified information up to the secret level.
Four delivery orders have been issued under the TEIS IV vehicle, totaling approximately $45.7 million in awarded task order value. These include a $20.1 million cost-no-fee delivery order issued July 30, 2025, for cyber and intelligence/information technology systems design and implementation for the United States Military Academy at Fort Huachuca through October 29, 2026; a $19.5 million cost-no-fee delivery order issued July 7, 2025, for installation and de-installation support services supporting both continental and outside continental United States installations through July 6, 2030; a $5.1 million firm fixed-price delivery order issued June 15, 2023, for on-site quality assurance/quality control and engineering support during design, implementation, and integration of information technology projects at Tobyhanna Army Depot, Pennsylvania through July 16, 2024; and a $1,000 firm fixed-price delivery order issued December 1, 2021, for a post-award orientation conference. All delivery orders were awarded as non-set-aside competitions, demonstrating the contractor's competitive capability in the federal marketplace.
