1. Qualifications.

The personnel qualifications for support of this contract are listed below. For all qualifications requiring experience, the years of experience must have been recent and relevant and in the capacity detailed in the labor categories listed below. Required technical certifications and other relevant qualifications may be further defined in the individual task order.

2. Job Groupings.

The following labor categories will be grouped into 4 distinct areas: (1) Engineer/Scientist; (2) Technician; (3) Security; and (4) Management/Management Support Staff.

3. Engineer/Scientist Group

3.1. Information Systems Engineer Level 4

Leads contractor-related efforts and provides expert consultation in the translation of business requirements into IT requirements, designs, and acquisition packages.

Provides in-depth engineering analysis of IT alternatives for the U.S. Army in support of strategic modernization efforts. Provides telecommunications enhancement designs for medium and large-scale telecommunication infrastructures. Provides interface support to IT end users, DoD IT service provider personnel, USAISEC, and program management offices. Applies knowledge of engineering and scientific principles, computer technologies, and human cognition to design, implement and manage information systems. The information systems engineer may be called upon to design and develop databases, develop system architectures, establish system standards, integrate an information system with varied data sources and networks, and generally to plan, integrate, design, test or operate information systems. Bachelor of Science degree in electrical, computer, or electronics engineering (or closely related curriculum) from an Accredited Board of Engineering (ABET) accredited institution with a minimum of 15 years of information systems engineering experience in two or more information technologies as identified in paragraph 7.1 or as specified in the individual task order. A substitution for degree may be applied with 20 years of experience and certification by testing and evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board.

3.2. Information Systems Engineer Level 3

Leads contractor-related efforts in the translation of business requirements into IT requirements, designs and acquisition packages. Provides in-depth engineering analysis of IT alternatives for the U.S. Army in support of strategic modernization efforts.

Provides telecommunications enhancement designs for medium and large-scale telecommunication infrastructures. Provides interface support to IT end users, DoD IT service provider personnel, USAISEC, and program management offices. Applies knowledge of engineering and scientific principles, computer technologies, and human cognition to design, implement and manage information systems. The information systems engineer may be called upon to design and develop databases, develop system architectures, establish system standards, integrate an information system with varied data sources and networks, and generally to plan, integrate, design, test or operate information systems. Bachelor of Science degree in electrical, computer, or electronics engineering (or closely related curriculum) from an ABET accredited institution with a minimum of 10 years of information systems engineering experience in one or more information technologies as identified in paragraph 7.1 or as specified in the individual task order. A substitution for degree may be applied with 15 years of experience and certification by testing and evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board.

3.3. Information Systems Engineer Level 2

Supports efforts in the translation of business requirements into telecommunications requirements, designs and acquisition packages. Provides in-depth engineering analysis of IT alternatives for the U.S. Army in support of strategic modernization efforts.

Provides IT enhancement designs for medium and large-scale IT infrastructures.

Provides interface support to IT end users, DoD IT service provider personnel, USAISEC, and program management offices. Applies knowledge of engineering and scientific principles, computer technologies, and human cognition to design, implement and manage information systems. The information systems engineer may be called upon to design and develop databases, develop system architectures, establish system standards, integrate an information system with varied data sources and networks, and generally to plan, integrate, design, test or operate information systems. Bachelor of Science degree in electrical, computer, or electronics engineering (or closely related curriculum) from an ABET accredited institution with a minimum of 5 years of information systems engineering experience in one or more information technologies as identified in paragraph 7.1 or as specified in the individual task order. A substitution for degree may be applied with 10 years of experience and certification by testing and evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board.

3.4. Information Systems Engineer Level 1

Supports efforts in the translation of business requirements into IT requirements, designs and acquisition packages. Provides engineering analysis of IT solutions for the U.S. Army in support of strategic modernization efforts. Provides IT designs for segments of medium and large-scale infrastructures. Provides engineering support to Master, Senior and Journeyman level engineers, USAISEC, and program management offices. Bachelor of Science degree in electrical, computer, or electronics engineering (or closely related curriculum) from an ABET accredited institution. A substitution for degree may be applied with 5 years of experience and certification by testing and evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board.

3.5. Computer Scientist Level 4

Possesses thorough expert knowledge of current and developing technologies related to the interoperability of information systems, information technologies, software, corporate level databases, protocols, networking, information processing methods, information/computer security, and the use of simulation and modeling tools. Bachelor of Science degree in Computer Science, Information Systems, or Software Engineering from an ABET accredited institution with 30 semester hours in a combination of mathematics, statistics, or computer science. Must have a minimum of 15 years of experience in systems design of major information technology systems. A substitution for degree may be applied with 20 years of experience and bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

3.6. Computer Scientist Level 3

3.7. Computer Scientist Level 2

Possesses a working knowledge of current and developing technologies related to the interoperability of information systems, software, corporate level databases, protocols, networking, information processing methods, information/computer security, and the use of simulation and modeling tools. Bachelor of Science degree in Computer Science, Information Systems, or Software Engineering from an ABET accredited institution with 30 semester hours in a combination of mathematics, statistics, or computer science.

Must have a minimum of 5 years of experience in systems design of major information technology systems. A substitution for degree may be applied with 10 years of experience and bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

3.8. Computer Scientist Level 1

Analyzes information requirements. Evaluates, analytically and systematically, problems of workflow, organization, and planning and assists Senior Computer Scientists and Computer Scientists develop appropriate corrective action. Helps develop plans for automated information systems from project inception to conclusion. Identifies and defines problems. Develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. Develops, in conjunction with functional users, system alternative solutions. Bachelor of Science degree from an ABET accredited institution with 30 semester hours in a combination of mathematics, statistics, or computer science. A substitution for degree may be applied with 5 years of experience and bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

3.9. Senior Computer Programmer

Must be capable of using third and fourth generation or current state-of-the-art information technology equipment and languages to analyze system requirements and devise program logic for business, management, communication, tactical, and technical problems. Must be able to develop detailed flow charts and instructions for programs, develop general run diagrams and process flow charts. Must be able to develop tape layouts and record formats and add additional data items necessary to accomplish work products. Must be experienced in relational and object oriented languages, applications, and operating systems. Must have a minimum of 10 years of programming experience in software development or maintenance with a Bachelor of Science degree from an ABET accredited institution, or equivalent. A substitution for degree may be applied with 15 years of experience and bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

3.10. Computer Programmer

Must be capable of using third and fourth generation or current state-of-the-art information technology equipment and languages to analyze system requirements and devise program logic for business, management, communication, tactical, and technical problems. 3.11. Junior Computer Programmer

Must be capable of using third and fourth generation or current state-of-the-art information technology equipment and languages to analyze system requirements and devise program logic for business, management, communication, tactical, and technical problems. Must be able to develop detailed flow charts and instructions for programs, develop general run diagrams and process flow charts. Must be able to develop tape layouts and record formats and add additional data items necessary to accomplish work products. Must be experienced in relational and object oriented languages, applications, and operating systems. Must have a minimum of 2 years of programming experience in software development or maintenance with a Bachelor of Science degree from an ABET accredited institution, or equivalent. A substitution for degree may be applied with 5 years of experience and bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

3.12. Senior Scientist

Must have the ability to perform systems integration and engineering tasks in the areas of automation and telecommunications; the capability to conceptualize and define requirements for information technology programs requiring systems design and integration for multiple system environments; the ability to define the interaction/interface between different multiple systems requirements and develop appropriate architectures to support these requirements while employing methodologies from any of the information technologies; the ability to serve as a leader of a contractor task team and be able to evaluate and resolve problems arising from the tasks. A Master of Science degree, with 10 years’ experience, or Ph.D., with 6 years’ experience, in engineering, computer science, or a closely related field from an ABET accredited institution is required.

3.13. Radio Frequency (RF) Engineer

Must have the ability to design complex RF systems in support of military telecommunications requirements; the capability to conceptualize and define requirements for complex RF systems requiring systems design and integration for multiple system environments; expertise with both commercial and military RF systems operating in multiple frequency bands to include, but not limited to, X, Ka, Ku, C, L, UHF, and EHF. Expertise in design and analysis of multi-stage IF/RF systems using cascade noise and IP3 simulation, including development of cascade models followed by measurement and alignment of actual IF/RF systems. Familiarity with Geosynchronous Earth Orbit (GEO), Low Earth Orbit (LEO) and Medium Earth Orbit (MEO) satellite systems. Familiarity with MIL-STD-188-164 and MIL-STD-188-165.

Bachelor of Science degree in electrical or electronics engineering (or closely related curriculum) from an ABET accredited institution with a minimum of 5 years of RF engineering experience. A substitution for degree may be applied with 10 years of RF experience and certification by testing and evidence of having successfully passed the Fundamentals of Engineering (FE) examination or other written test required for professional registration by an engineering licensure board.

4. Technician Group

4.1. Telecommunications/Electronics Technician Level 4

Leads large contractor-related technical efforts and provides expert consultation in the organizing of telecommunications installations on site. Performs site surveys and documents current site telecommunications configuration and user requirements.

Designs and optimizes telecommunications topologies. Directs and leads development of engineering installation packages, Project Coordination Memoranda, and project drawings. Develops on-site installation schedules. Directs and leads documentation of the configuration changes at each site. Develops equipment and system test plans.

Proficient in using common test equipment (e.g. digital and Ethernet test sets, oscilloscopes, spectrum analyzers, power meters/analyzers). Proficient in testing communications and power equipment/systems and following standard test procedures.

Must be proficient at trouble-shooting problems with telecommunications equipment, to include system interfaces, and power/ground issues. Proficient at trouble-shooting and activating circuits. Prepares test reports. Must have 2 years of telecommunications /electronics vocational training or professional certification from an ABET accredited technical school or equivalent military school and 10 years’ experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order. A substitution for training may be applied with 15 years of experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order.

4.2. Telecommunications/Electronics Technician Level 3

Organizes and leads telecommunications installations on site. Performs site surveys and documents current site telecommunications configuration and user requirements.

Designs and optimizes telecommunications topologies. Directs and leads development of engineering installation packages and project drawings. Develops equipment and system test plans. Develops on-site installation schedules. Mobilizes telecommunications installation team. Directs and leads documentation of the configuration changes at each site. Proficient in using common test equipment (e.g.

digital and Ethernet test sets, oscilloscopes, spectrum analyzers, power meters/analyzers). Proficient in testing communications and power equipment/systems and following standard test procedures. Must be proficient at trouble-shooting problems with telecommunications equipment to include system interfaces and power/ground issues. Experienced at trouble-shooting and activating circuits. Prepares test reports.

Must have 2 years of telecommunications /electronics vocational training or professional certification from an ABET accredited technical school or equivalent military school and 5 years’ experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order. A substitution for training may be applied with 10 years of experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order.

4.3. Telecommunications/Electronics Technician Level 2

Conducts site surveys and documents current site telecommunications configuration and user requirements. Designs and optimizes telecommunications topologies.

Contributes to the development of and follows engineering installation packages.

Develops on-site installation schedules. Works with telecommunications installation team. Assists in documenting configuration changes at each site. Must have experience in using common test equipment (e.g. digital and Ethernet test sets, oscilloscopes, spectrum analyzers, power meters/analyzers). Must have experience testing telecommunications equipment/systems and following standard test procedures.

Must have experience in trouble-shooting problems with telecommunications equipment to include system interfaces and power/ground issues. Capable of trouble-shooting and activating circuits. Prepares test reports. Must have 2 years of telecommunications/ electronics vocational training, or professional certification from an ABET accredited technical school or equivalent military school and a minimum of 3 years’ experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order. A substitution for training may be applied with 8 years of experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order.

4.4. Telecommunications/Electronics Technician Level 1

Conducts site surveys and documents current site telecommunications configuration and user requirements. Follows engineering installation packages, and works with telecommunications installation team. Assists in documenting configuration changes at each site. Must have experience in using common test equipment (e.g. digital and Ethernet test sets, oscilloscopes, spectrum analyzers, power meters/analyzers). Must have experience testing telecommunications equipment/systems and following standard test procedures. Must have experience in be trouble-shooting problems with telecommunications equipment to include system interfaces and power/ground issues.

Prepares test reports. Must have telecommunications /electronics vocational training, or professional certification from an ABET accredited technical school or equivalent military school. A substitution for training may be applied with 5 years of experience in two or more of the specialties identified in paragraph 7.1 or as specified in the individual task order.

4.5. Information Technology Technician Level 4

Leads technical efforts and provides expert consultation in the translation of business requirements into telecommunications requirements, designs and acquisition packages.

Provides expert design analysis of telecommunications alternatives for the U.S. Army in support of strategic modernization efforts. Provides telecommunications enhancement designs for medium and large-scale telecommunication infrastructures. Must have a minimum of 15 years of experience and hold at least 2 certifications in the disciplines identified in paragraph 7.2.

4.6. Information Technology Technician Level 3

Provides in-depth design analysis of telecommunications alternatives for the U.S. Army in support of strategic modernization efforts. 4.7. Information Technology Technician Level 2

4.8. Information Technology Technician Level 1

Supports efforts in the translation of business requirements into telecommunications requirements, designs and acquisition packages. Provides in-depth design analysis of telecommunications alternatives for the U.S. Army in support of strategic modernization efforts. Provides telecommunications enhancement designs for medium and large-scale telecommunication infrastructures. Provides interface support to telecommunications end users, DoD IT service provider personnel, USAISEC, and program management offices. Must hold one certification in the disciplines identified in paragraph 7.2.

5. Security Group

5.1. Senior Security Engineer

Must possess an in-depth knowledge of information assurance, security engineering, security architectures, security management, security planning, security baseline development, and similar activities. Must be capable of performing: advanced security analysis; network and systems security assessments; security product evaluations;

securing information systems; developing security, certification and accreditation documentation; certification testing; and other similar activities. Must be able to operate independently and mentor other Information Assurance (IA) team members. A minimum of 10 years direct experience in Information Security is required. The senior security engineer also must meet the certification requirements for an IASAE-II position, per the latest versions of DoD 8570.01-M, the Army Information Assurance Training and Certification Best Business Practice, and in accordance with paragraph 7.3.

5.2. Security Engineer

Must possess a working knowledge of information assurance, security engineering, security architectures, security management, security planning, security baseline development, and similar activities. Must be capable of performing security analysis;

network and systems security assessments, security product evaluations; securing information systems; developing security, certification and accreditation documentation;

certification testing; and other similar activities. A minimum of 5 years direct experience in Information Security is required. The security engineer also must meet the certification requirements for an IASAE-II position, per the latest versions of DoD 8570.01-M, the Army Information Assurance Training and Certification Best Business Practice, and in accordance with paragraph 7.3.

5.3. Security Analyst

Must be capable of performing security analysis; performing network and systems security, conducting security product evaluations; securing information systems;

developing security, producing certification and accreditation documentation;

administering certification testing; and other similar activities. The analyst shall have a minimum of 3 years direct experience in Information Security. The security analyst also must meet the certification requirements for an IAT-II position, per the latest versions of DoD 8570.01-M, the Army Information Assurance Training and Certification Best Business Practice, and in accordance with paragraph 7.3.

5.4. Junior Security Analyst

Must be familiar with systems and networking concepts. Must be capable of learning security analysis; performing network and systems security assessments, conducting security product evaluations; securing information systems; performing security certification and accreditation; administering certification testing; and other similar activities. The junior analyst shall have a minimum of 2 years general IT experience. It is required that the analyst meet the certification requirements for an IAT-I position, per the latest versions of DoD 8570.01-M, the Army Information Assurance Training and Certification Best Business Practice, and in accordance with paragraph 7.3.

6. Management/Management Support Staff Group

6.1. Project Director

Serves as the lead for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and assists the Program Manager in working with the Contracting Officer, the Contracting Officer's Representative (COR), and other Government representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and for insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning. Interfaces with other functional and business areas. Must have a Bachelor of Science degree in engineering, engineering management, mathematics, or physics from an ABET accredited institution.

Additional course work or participation in seminars/symposia regarding financial management, environmental regulations and compliance, and personnel relations is preferred. Must have 15 years of experience in systems development and systems engineering, as applicable to the task, in one or more of the following areas:

Communications

Command and control

Aviation electronics

Data and information processing

Modeling and simulation

Information assurance and information operations

Network and system management

Must have background in the DoD development and/or acquisition environment, as applicable, in requirements definition, work planning, budget control, task control, contract management, and personnel communications methods and procedures.

6.2. Senior Budget/Program Analyst

Must have the ability to allocate current resources as well as estimate future financial requirements. Also the analyst shall be able to examine the budget estimates or proposals for accuracy, precision, and completeness. The analyst also confirms conformance with conventional procedures, policies, and organizational objectives.

Additionally, budget analysts may employ cost-benefit analysis to assess program tradeoffs, review financial requests, and explore alternative funding methods. Must have at least a bachelor’s degree in areas such as finance, accounting, public administration, business, political science, economics, social science, sociology, or statistics. Must have a minimum of 5 years’ experience working in a finance or accounting position.

6.3. Budget/Program Analyst

Must have the ability to allocate current resources as well as estimate future financial requirements. Also the analyst shall be able to examine the budget estimates or proposals for accuracy, precision, and completeness. The analyst also confirms conformance with conventional procedures, policies, and organizational objectives.

6.4. Senior Draftsperson

Must have the ability to prepare various drawings, to include three dimensional (3D) drawings, which communicate engineering ideas, designs, and information in support of engineering functions. Drawings consist of parts and assemblies including sectional profiles, irregular or reverse curves, hidden lines, and small or intricate details. Requires minimum of 5 years’ experience in current conventional computer-aided design, drafting techniques, and application programs. Must have working knowledge of Initial Graphics Exchange Specification and industry standard tools.

6.5. Draftsperson

Must have the ability to prepare various drawings that communicate engineering ideas, designs, and information in support of engineering functions. Drawings consist of parts and assemblies including sectional profiles, irregular or reverse curves, hidden lines, and small or intricate details. Requires minimum of 2 years’ experience in current conventional computer-aided design drafting techniques and application programs.

Must have working knowledge of Initial Graphics Exchange Specification and industry standard tools.

6.6. Technical Writer/Editor

Assists in collecting and organizing information required for preparation of technical documents, white papers, user's manuals, training materials, installation guides, proposals, and reports. Edits functional descriptions, system specifications, technical documents, white papers, user's manuals, special reports, or any other customer deliverables and documents. Possesses expertise with formatting tools in common word processing applications. Must have a bachelor’s degree and 2 years of experience in journalism or related experience in the area of written communication and 3 years of specialized experience in information technology documentation. Must be capable of writing, rewriting, and editing reports, articles, software documentation for information technology systems following DoD regulations, and new releases of technical material.

Must be capable of applying audio/visual communications techniques to scientific subject matter.

6.7. Project Support Specialist

Under general direction, interprets and composes complex correspondence and presentations to include charts and diagrams directly supporting the DoD Enterprise infrastructure, IT goals and projects. Applies effective networking skills to carry out job responsibilities. Gathers pertinent information from a variety of sources to perform duties. Resolves administrative issues/problems that arise and recommend process improvements. Ensures timely completion of multiple, simultaneous, independent events and projects of moderate complexity. Coordinates multiple work projects and other responsibilities (i.e. Training/ status reporting, etc.). Some duties may be considered special assignments particular to either the department or manager.

Prepares reports and correspondence from information gathered to support the entire effort. Interprets and applies standard policies and procedures to respond to complex inquiries, and to resolve issues. Must have a high school diploma or General Equivalency Degree and have 4 years of general administrative experience. Experience must include: word processing, spreadsheet usage, data entry operations, and typical office procedures. Must be experienced in military administrative procedures and be familiar with U.S. Army correspondence requirements. Must have working knowledge of industry standard office automation tools.

6.8. Senior Technical Instructor

Under indirect supervision, the employee is responsible for providing instruction in accordance with Government specifications and standards. This would be in support of DoD Enterprise infrastructure, IT goals and projects. Conducts the research necessary to develop and revise training courses and prepares appropriate training catalogs.

Develops all instructor materials (course outline, background material, and training aids). Develops all student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Works with technical editor to review and refine course content. Trains personnel by conducting formal classroom courses, workshops, seminars, and/or computer based/computer aided training. Must possess a bachelor’s degree from an ABET accredited university, and 2 years of experience providing adult education/professional certification (as required or identified in the task order).

6.9. Technical Instructor

Must have ability to effectively communicate, professionally interface with new trainees, and provide clear, concise, in-field, hands-on training. Technical degree or associate degree from an ABET accredited college, or equivalent experience such as prior non-commissioned officer, new equipment training, and demonstrated experience as a training instructor, is required. Must have strong background in new equipment training of communications or automation systems.

6.10. Senior Logistician

Must have the ability to oversee and keep track of complex activities that include purchasing, addressing, transportation/shipping, receiving, unpacking, inventorying and recording incoming equipment and material, and warehousing of material and equipment. Must be an expert at software programs that are tailored to managing logistical functions for the purposes of procurement, inventory management, and other supply chain planning and management systems. Must have a minimal of 10 years’ experience managing a warehouse environment and coordinating shipment and delivery of equipment. Must have current working knowledge of industry best practices.

6.11. Logistician

Must have the ability to execute activities that include addressing, transportation/shipping, receiving, unpacking, inventorying and recording incoming equipment and material, and warehousing of material and equipment. Operates software programs that are tailored to managing logistical functions for the purposes of inventory management and other supply chain planning and management systems.

Must have a minimum of 2 years’ experience working in a warehouse environment and conducting shipment and delivery activities. Must have knowledge of industry best practices.

7.3. Security Group Requirements

Consistent with the Defense Federal Acquisition Regulation Supplement (DFARS) 252.239-7001:

(a) Contractor personnel accessing information systems must have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. Information assurance certification requirements include:

(1) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and

(2) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.

(3) Privileged access requires the appropriate Computing Environment (CE) certifications for the operating systems, databases, servers, and security-related tools/devices being supported.

(b) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.

(c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.

(d) There will be no "grace period" allowed in obtaining a computing environment or IA baseline certification for Contractor privileged users.
