About this opportunity
The Air Force Sustainment Center is preparing to solicit an indefinite-delivery, indefinite-quantity Multiple Award Construction Contract (MACC) for Tinker Air Force Base, Oklahoma, with a draft RFP released for industry feedback and written questions due by 1300 on 8 October 2025. The contract carries a total small business set-aside and an anticipated $950 million IDIQ ceiling with a base 5-year ordering period and one optional 5-year ordering period.
Work will encompass sustainment, maintenance, repair, alteration/renovation, and minor construction projects across the base's 5,500-acre footprint. The contract will employ three execution methods: Design-Build, Construction with Limited Design, or Construction Only. Contractors must possess multidisciplinary design capabilities including credentialed professionals in civil, structural, mechanical, electrical, and fire protection disciplines. Key personnel include a Contract Program Manager, Quality Control Manager, Site Safety and Health Officer, Design Program Manager, and Project Superintendents, each with specified experience and certification requirements.
The government intends to award a maximum of 10 contractors in two separate pools: one for small businesses and one for full and open competition. Source selection will use Highest Technically Rated Offerors (HTRO) methodology with separate Minimum Technical Threshold Ratings of 8,190 points for small business and 7,140 points for full and open pools. Price is not evaluated at the IDIQ level; award will be made without negotiations unless discussions are deemed necessary. The minimum guaranteed task order is $500.00 for a post-award conference.
Anticipated task orders range from $1 million to $5 million, with most historical and projected projects under $5 million. The government will host a windshield tour on 1 October at 0900 (RSVP required by 24 September) and requests industry feedback on draft Sections L and M via email to Sara.Hinds.2@us.af.mil. Proposal submission is anticipated via the Procurement Integrated Enterprise Environment (PIEE) Solicitation module, with an anticipated award date in Q1 of Calendar Year 2027. Offerors must submit up to 12 total work samples spanning nine evaluation categories, with at least one sample per category, covering projects awarded on or after 1 May 2021 and at least 80 percent complete as of the RFP date.
