About this file

This file is an industry feedback questionnaire for the Tinker Air Force Base 2026 Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) solicitation (FA8137-25-R-0013). The Government is gathering insights from potential offerors to refine the draft RFP before issuing the final solicitation. The questionnaire contains five questions designed to understand contractor capabilities and identify areas for improvement in the solicitation structure, including inquiries regarding Small Business plans at the IDIQ level, reach-back capacity to perform multiple concurrent projects, strategies to expand the subcontractor base within specific trades, interest in serving as prime contractors or subcontractors with corresponding pool selections, and any additional beneficial information for the Government's consideration.

The underlying MACC will support sustainment, maintenance, repair, alteration/renovation, and minor construction projects at Tinker Air Force Base, Oklahoma, with work execution categorized as Design-Build, Construction with Limited Design, or Construction Only. The Government is contemplating awarding two contractor pools and anticipates awarding multiple contractors. Feedback on the questionnaire should be submitted via email to SARA.HINDS.2@US.AF.MIL. The Air Force will also host a windshield tour on October 1 at 0900 (RSVP required by September 24) and accept written questions on the draft RFP through October 8 at 1300. This pre-solicitation engagement does not constitute a formal solicitation, and no contract will be awarded based on responses to the draft.

MACC Section L and M Industry Feedback

1. If the Government requires a Small Business plan at the IDIQ level, does your company have one that is easily accessible to be provided?

2. Do you have reach-back capability to perform multiple projects at one time?

3. Please share some suggestions to increase the number of subcontractors in a specific trade to avoid overextending the limited number of subcontractors.

4. Are you interested in submitting a proposal as a prime contractor or performing future work as a subcontractor? If you are planning to propose as a prime contractor, which pool/pools do you plan to submit a proposal for?

5. Please provide any additional information that you believe would be beneficial for the Government to know.
