About this file

This is a Small Business Cross Reference Matrix appendix that establishes the evaluation criteria and point-scoring structure for the Tinker Air Force Base FY26 Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) solicitation FA8137-25-R-0013. The matrix requires offerors to document relevant experience across four primary evaluation categories: relevant construction experience, design experience, certifications/licenses, and staffing capabilities.

For relevant construction experience, offerors must submit between zero and five commercial, industrial, or residential building projects with multiple trades valued between $1 million and $10 million (200-300 points per project), government-executed construction projects under $1 million (300 points maximum), parallel execution projects with multiple trades over six months (200 points per project), or individual trade projects over $1 million in specialized areas including antiterrorism/force protection measures, fire protection systems, road/parking/pavement construction, utility systems, roofing, or airfield construction (100 points per project). Design experience evaluation focuses on design-build projects over $1 million (400 points maximum) where offerors must demonstrate compliance with Unified Facilities Criteria and applicable codes through specifications (20 points), drawings (40 points), and calculations (40 points) covering systems such as HVAC, electrical, fire-extinguishing, and building automation. The staffing category awards points based on employee availability including trade/construction workers, architects/engineers, contract program managers, quality control managers, site safety managers, design program managers, and superintendents, with point values ranging from 100 to 200 points depending on staffing levels. Certification credentials in Project Management, LEED, Safety, and Quality professions each earn 100 points if applicable. All submitted projects must have been awarded on or after May 1, 2021, and must be at least 80 percent complete as of the solicitation date.
