About this file
This document is a Questions and Answers (Q&A) record from a Requests for Information (RFI) process for the Tinker Air Force Base Multiple Award Construction Contract (MACC) 2026 solicitation.
The government plans to award a maximum of 10 construction contractors under this MACC, with most task orders valued between $1,000,000 and $5,000,000. The planned award date is Q1 of Calendar Year 2027, subject to change due to unforeseen circumstances such as government shutdowns. No seed project will be awarded; instead, each contract will include an initial Task Order for a post-award conference with agenda and deliverables to be included in the final solicitation. A list of priority projects (roofing, bathrooms, ductwork, etc.) will be published with the solicitation to inform offerors of anticipated work types. The government will accept proposals through DoD Safe to accommodate large file submissions including work samples, drawings, and specifications. Work sample cover sheets are limited to three pages, with no page limits for supporting documentation. Contractors may submit a maximum of 12 total work samples with at least one sample per threshold category. Joint ventures and contractors with prior SBA-approved Mentor Protégé experience may utilize previous involvement to demonstrate qualification, provided meaningful involvement is demonstrated. Past performance requirements are set at 10 years, aligned with work sample submission timeframes. Past Performance Questionnaires (PPQs) will be accepted for non-federal projects without CPARS. The design-build project category definition focuses on offerors designing and building within a single project; the government did not address expanded delivery method formats such as Integrated Project Delivery or Construction Manager At Risk in responses to RFI questions.

TINKER MACC RFIs
1. For the Draft RFP, there is not a list of example projects. Information Requested: Please verify if there will be an example project list with the solicitation.
Government Response: There will be a list of priority projects published with the solicitation to give the public an idea of what type of projects are coming up (roofing, bathrooms, ductwork…).
2. There does not appear to currently be any anticipated Magnitude of Construction for projects for this MACC contract. Are there any anticipated project size ranges for the upcoming solicitation?
Government Response: The magnitude will vary by task order. Most will be between $1,000,000 and $5,000,000.
3. There was discussion on the Windshield Tour of the amount of contractors anticipated to be on the future MACC contract. Is there an estimated target number of contractors to be selected for the MACC or at least a maximum number of contractors?
Government Response: The government intends to have maximum of 10 contractors on the
MACC.
4. Is there an anticipated award date or timeframe for the 2026 MACC contract?
Government Response: The planned award date for now is Q1 of CY 2027. Subject to change due to events such as government shutdown and other unforeseen circumstances.
5. There was discussion on the Windshield Tour about not having a seed project rather a post award conference. Please confirm if there is not a seed project anticipated for the 2026 MACC contract.
Government Response: No seed project(s) will be awarded with the MACC; instead, each contract will be awarded with an initial Task Order for a post award conference. An agenda for the post award conference and list of deliverables will be included in the solicitation.
6. Section L- Section L is marked CUI, but no other documents are marked with CUI. Is this correct?
Government Response: All documents are drafts, they are categorized as marked at this time.
7. Section L, Page 3, Section 1.9.1 Page Limitation- Please verify that 3 B Work Sample Cover Sheet does not count against the page count?
Government Response: Work Sample cover sheets are limited to three (3) pages; reference Table 1.
8. Section L, Page 3 of 18, Section 1.9.1 Page Limitations- 3 Pages per project and only 12 projects are not sufficient to show information required. A total of 77 projects that are required between Category 1 to Category 7, then the design submittals, certifications, staffing, etc. Please consider revising number of projects to 50, increasing page limit to 1500 or reducing the requirements.
Government Response: Page limitations have been updated, reference Table 1. Note: Per section L, paragraph 4.3.1
9. Section L, Page 5, Section 2.1 Proposal Instructions- Can the government please utilize PIEE or DoD Safe for the Submittal of the proposal. We are extremely concerned about the Mega Bites that the government email will be able to handle and the fact that all of the work samples are required to be submitted as separate documents, along with drawing, specification, certifications, etc.
Government Response: We can accept proposals through DoD safe.
10. Section L- Page 6- Table- 4.1.3- Thirty Six (36) pages is not enough to respond to the RFP. Please consider revising number of projects to 50, increasing page limit to 1500, eliminating the page count for the design section, certification and staffing sections, or reducing the requirements.
Government Response: Per Table 1, the cover sheet for each work sample is limited to 3 pages. Per Table 1, there’s no page limit for the required documentation to accompany each work sample. When Page Limit states “none”, the intent is there is no page limit for those sections.
11. Section L- Page 7, Section 3.4- “Subcontracting Relationships will not be accepted” Is the government allowing a Designer to be a Teaming Member for the contract? If so, what documentation is required for Section 3.4 Corporate Relationship and Structures?
Government Response:
12. Section L- Page 7, Section 3.4, #7- “If a prior Joint Venture”- If contractor A was previously a member of a SBA approved Mentor Protege Joint Venture-AB, who is submitting a proposal as Contractor A, can the experience of AB be submitted for Contractor A, as long as Contractor A can demonstrate meaningful involvement in the contract? We can provide the documentation of the previous Joint Venture and SBA approval.
Government Response: Yes. A contractor can use previous involvement in a joint venture as long as they demonstrate meaningful involvement in the contract.
13. Section L- Page 7, Section 3.5- Financial Responsibility Information- Can the government please provide how they are going to determine what the acceptability of obtaining resources to perform contract requirements will be? Typically, we provide our latest audited financial report for this section? What evidence are we to provide that will demonstrate our ability to obtain required resources? Typically, this type of language is within a management plan?
Government Response: You may provide your entities the latest financials, but the Government’s determination may not be limited to this type of report . Please understand that award of a contract to a supplier based on lowest evaluated price, after Highest Technically Rated Offer (HTRO) alone can be false economy if there is subsequent default, late deliveries, or other unsatisfactory performance resulting in additional contractual or administrative costs.
14. Section L, Page 8, Section 4.3.1. “There is a required minimum of 12 Total work samples with at least one (1) work sample provided for each category.” Can the government please revise this amount. Not every contractor will be able to demonstrate each of the criteria with the same number of projects. Thus, can the government please revise the page limitations to a total number of pages for the Work Samples.
Government Response: Section L, para 4.3.1 has been updated to state “A maximum of 12 total work sample can be submitted, with at least one (1) work sample provided for each threshold specified in category 1.”
15. Section L, Page 8, Section 4.3.1” Work samples may count toward multiple categories, and it is encouraged to submit work samples that can be utilized in multiple categories.”
Can the government please revise the page limits for the work samples? Although we are allowed to utilize the same projects for multiple categories, the proof documentation may be different. For instance, a project with multiple trades for Category 1, may require additional documentation to demonstrate the construction is in a secure area for Category 5.
Government Response: Per Table 1, there’s no page limit per work sample for the supporting documentation, only for the ‘cover page’.
16. Section L- Page 10, Section 4.3.2- Can the government please revise the Past Performance requirement to ten (10) years, so it matches the projects that are allowed to be submitted for the work samples, especially since the past performance section states that all work samples provided under Volume II, Technical Experience shall submit Past Performance?
Government Response: Work samples and past performance will be revised to agree, currently set at 10 Years, but may be revised
17. Section L Page 10- “ Parent, Affiliate, and Subsidiary Organizations as well as Joint Venture contracts may utilize data from any company within the organizational structure for work sample submissions as long as..” Can the government please verify that as long as we meet the requirements listed for items 1, 2, and 3; If contractor A was previously a member of an SBA approved Mentor Protege Joint Venture-AB, who is submitting a proposal as Contractor A, can the experience of AB be submitted for Contractor A, as long as Contractor A can demonstrate meaningful involvement in the contract?
Government Response: Yes. A contractor can use previous involvement in a joint venture as long as they demonstrate meaningful involvement in the contract.
18. Section L. Page 10- Section 4.3.3, #4-Can the CPARS for the project be utilized in lieu of the signed cover page associated with the contract or order?
Government Response: No. Due to the number of reasons a supplemental agreement can be issued, the government will be focusing on the initial contract award, not final contract value/PoP.
19. Section L, Page 12, Category 1a: Commercial, Industrial, & Residential Bldg.
Thresholds- In order to provide proof of the contract, SOW, Final Pricing (to Include the Signed Modifications), and Period of Performance Dates (need proof of end date); we will require additional pages. Not all contracts, especially with commercial work, are limited to one signed page. Proof of the SOW is not always just one page of a contract document.
Demonstration of the end date for a project would be a separate document for the contract award, especially with modifications to the schedule. Will the government please increase the page limitations?
Government Response: Per Table 1, the cover sheet for each work sample is limited to 3 pages. Per Table 1, there’s no page limit for the required documentation to accompany each work sample. When Page Limit states “none”, the intent is there is no page limit for those sections.
20. Section L, Page 12, Section 4.6.3.1.1- Category 1a, Commercial, Industrial & Residential Bldg. Thresholds- “Multiple Trade is defined as having work governed by more than one Unified Facilities Code (UFC) and the corresponding International Code Council (UCC) model codes and/or standards (i.e. NFPA, ASTM, ADCE) within a single project.” The UFC Codes and ICC codes are listed within each design discipline of the Specifications, typically. This would require numerous pages to demonstrate each UFC code that is associated with the project. Can the government please allow the Table of Contents from the Project Specifications which would demonstrate the Construction Specification Institute (CSI) Division, and thus demonstrate a multi discipline project?
Government Response: TOC from project specifications can be used as part of the backing documentation to demonstrate work performed by multiple trades.
21. Section L. Page 12, Section 4.6.3.1.2- Category 1b: Commercial, Industrial & Residential Bldg. Number of Multi Trades- How does the government want us to provide proof of Multiple Trades? We can either provide the Table of Contents from the Project Specifications or sometimes we might have a Subcontractor Payment Information Page as part of the Billing, which could provide proof. However, typically the SOW is generic in nature and will not define all trades required. If the maximum points are gained by demonstrating >10 trades, we would need adequate pages to demonstrate this.
Government Response: Reference Table 1, there is no limit on the number of pages that can be provided has backup documentation. Specification table of contents, along with schedule and billing info are examples of how the contractor can demonstrate ‘number of trades’.
22. Section L, Page 12, Section 4.6.3.3 Category 3: Multiple Construction Multi Trade- Can the government please allow us to provide the Table of Contents of the project specifications to demonstrate the various Construction Specification Institute (CSI) Division, and thus demonstrate a multi discipline project? Billing associated with a project might demonstrate the names of subcontractors, but it will not define the various trades.
The subcontract agreements for each subcontractor would be lengthy to provide.
Government Response: See responses above.
23. Section L, Page 12, Section 4.6.3.3 Category 3: Multiple Construction Multi Trade- “Execution in parallel is defined as concurrent. The Offeror shall provide the Contract, SOW, listing of trades and schedules with completion date(s) within the work sample.” if the government wants the construction schedules for each of the projects to demonstrate a parallel period of six months, that would be an extreme amount of pages and Mega Bits, as most of our schedules are done in P6 and transferred to PDF and can be numerous pages. Can the offeror provide CPARS, Billing Statements or other documentation to prove simultaneous projects?
Government Response: In meeting this requirement, contractor needs to provide sufficient documentation to demonstrate concurrent execution; this can include…
24. Section L, Page 13, Section 4.6.4.1.1- Can the government please change the date of the 80% Completed no later than, to the date of the release of the final RFP in lieu of the current date of 31 March 2025?
Government Response: This will be changed to either generic ‘publishing of the solicitation’ or may be modified to coincide with publishing.
25. Section L, Page 13, Section 4.6.3.6 Category 6: Individual Trade- “The Individual trade shall be at least 60 percent of the total project. “ Can the government please add additional pages and the proof for all of these project will be required to be different projects if 60% of the project must be the individual trade. This would entail 32 additional projects if the requirement is 60% of the project must be individual trade. In addition, this would require numerous pages to provide proof for each one.
Government Response: Need to look at the 12 max vs 12 min requirement, are we allowing them to submit additional projects for categories 2-6.
26. Section L, Page 13, Section 4.6.3.6 Category 6: Individual Trade- “The Offeror shall provide the Contract, SOW, and listing of trades per Unified Facilities Criteria (UFC) and the corresponding International Code Council (ICC) model codes and/or standards (i.e. NFPA, ASTM, ASCE).” Can the offeror provide CPARS, Table of Contents from Specifications or other documentation to prove the individual trade?
Government Response: See above
27. Section L, Page 13, Section 4.6.4.1.1- Can the government please consider changing the 80% date to no Later than the date of the Final RFP release? This will allow the contractors to utilize more recent projects.
Government Response: Requirement will be changed to tie award and 80% completion to the date of the solicitation.
28. Section L, Page 13, Section 4.6.4.1.2- Can the government please consider changing the 80% date to no Later than the date of the Final RFP release? This will allow the contractors to utilize more recent projects.
Government Response: Requirement will be changed to tie award and 80% completion to the date of the solicitation.
29. Section L , Page 14, Section 3, Category 8: Certifications; 4.6.5.1 Category 8a: Project Management Professional- “The Offeror shall submit work samples and rate itself based on certification of one or more of the senior staff assigned to this contract as Project Management Professionals (PMP). The Offeror shall provide the Certification within the work sample.” What work sample does the government want us to provide for this? It appears that the government wants just the PMP certification from one of our Project Managers on Staff? Can the government please confirm?
Government Response: the words ‘work sample’ will be removed from all subcategories in this section; contractor will be required to provide supporting documentation demonstrating the necessary certifications.
30. Section L, Page 14, Section 3, Category 8: 4.6.5.2 Category 8b through Category 8e- What is to be provided for a work sample, we assume the government is just looking for the credentials of the personnel?
Government Response: the words ‘work sample’ will be removed from all subcategories in this section; contractor will be required to provide supporting documentation demonstrating the necessary certifications.
31. Section L, Page 14, Section 3, Category 8: 4.6.5.2 Category 8b through Category 8e- What is page limitation for the credentials of the personnel?
32. Section L- Page 14, Section 4, Category 9- Staffing- Section 4.6.6.1 through 4.6.6.7- What is to be provided for a work sample, we assume the government is just looking for the credentials of the personnel?
33. Section L-, Page 14, Section 4, Category 9- Staffing- Section 4.6.6.3 9c- Contract Program Manager- What documentation does the government want us to provide to prove our Contract Program Manager meets the qualifications of the MACC SOW? A resume would be the only way to demonstrate ten (10) years of combined experience? Is the government looking for resumes? Similarly, this would apply to the other categories of
STEWART, RICHARD A CTR USAF AFMC 72 ABW/CEEN
Section L, para 4.6.3 and subparagraphs edited to revivce references to ‘work samples’ personnel and trying to demonstrate their years of experience and meeting the requirements of various specification sections.
34. Section L- Page 14, Section 4, Category 9: 4.6.6.2 Category 9b: Architects/Engineers- Can the government please eliminate this category for the Prime Construction Contractor, as a typical Small Business Construction Company does not have it’s own Architects and Engineers on staff, as this professional service is typically subcontracted out.
35. Section L- Page 15, Section 4, Category 9: 4.6.6.6- Site Safety and Health Officer- Can the government please provide further guidance on the qualifications of Level 1, Level 2, and Level 3, SSHO’s, as these levels are not within the SOW document?
36. Section L, Page 16- Volume III Past Performance, Section 5.5 CPARS- If we do not have a CPARS for a project what documentation should we provide? Will the government be providing a Past Performance Questionnaire (PPQ) for our clients to complete?
37. Section L-Page 18- Please eliminate the requirement for the DIN ISO 9001 2015 requirement, as this appears to be a typographical error.
38. Appendix C, Self Scoring Matrix, Paragraph 4.6.1.1.2-Can the government clarify what is defined by a trade? Can this include design, vendors, etc.
39. Appendix C, Self Scoring Matrix, Paragraph 4.6.1.1.2- This section states to “identify the number of trades according to the Tinker AFB Facility, Mechanical, Fire Protection and Electrical Standards managed for each project above” Can the government please provide the referenced document?
40. Appendix C, Self Scoring Matrix, Paragraph 4.6.4.2- Architects/Engineers- Can the A/E be a teaming member?
41. Appendix C MACC Self Scoring Matrix -Category 1, Paragraph 4.6.1.1.1 states to submit a project for each threshold, up to 4 total multiple trade projects for each but Section L, Page 1, Section 4.4 Self Scoring Matrix states that Categories 1 through 7 must have at least one submission. Please confirm?
42. Appendix C MACC Self Scoring Matrix -Category 6: Individual Trade, HEMP Shielding- Can the government please reconsider this category, as this is a highly specialized area and not typically part of general construction projects, especially if the individual trade shall be at least 60 percent of the total project, per Page 13 of Section L.
43. Appendix C MACC Self Scoring Matrix - Category 7, Paragraph 4.6.1.2- This section requires us to provide the design specifications, design drawings, and design calculations for a D/B project. On page 5 of Section L, it states that proposal should be emailed. Can the government please utilize PIEE or DoD Safe for the Submittal of the proposal. Design documents can be 50-150MB’s and the government’s email will not be able accept the documents.
44. Appendix C MACC Self Scoring Matrix - Category 7, Paragraph 4.6.1.2- This section requires us to provide the design specifications, design drawings, and design calculations for a D/B project. Can the government please eliminate the calculations for the D/B project, this would require providing the entire design analysis document and will further add to the additional Mega Bites already required. For instance, a recent multidiscipline project that we completed, the design analysis containing the design calculations was 77MB.
45. Appendix C MACC Self Scoring Matrix - Category 1, Paragraph 4.6.1.1.2- Can the government please consider revising the number of trade disciples, particularly for projects that are <250K and projects that are 250K-1M. Typically, projects this small will not have 10 or more disciplines involved with the project, thus the maximum score might not be obtainable for this section.
46. SOW, Page 6, Section 3.1.2.4 Design Program Manager- “The Design Program Manager shall be a credentialed professional licensed in the State of Oklahoma” Can the government please consider revising the requirement to a Registered Professional Architect or Engineer in any U.S. State? Typically, on military bases, the government does not require a specific state registration as long as the Architect or Engineer is registered in a state.
47. Section M- Page 4- Section 3.3 Evaluation Factors- Can the government please delete the reference to Section 5- Geographical Expertise, as this category is not contained within Section L or the Self Scoring Matrix.
48. Section M- Page 4- Section 1a: Commercial, Industrial & Residential Bldg. Multi Trade- We assume that this section will follow the thresholds listed on the self-scoring matrix?
49. Section M- Page 5, Category 3- Multiple Construction Mult Trade- “Multiple Trade is defined as having more than one trade within a single project.” Can the government please revise the self-scoring matrix to reflect that we only need projects that have more than one trade for this section, as the self-soring matrix states that we need to have at least 10 trades.
50. Section M, Section 1.4- What is the average task order size expected for this contract?
51. Per paragraph 4.3.3 on page 10 of 18 in Section L, offerors may submit a Statement of Facts to confirm missing information. Does the Government intend to issue a template for the Statement of Facts?
52. The table on page 6 of 18 in Section L indicates a 36-page limit will be required for the work samples in Volume II. The RFP requires a minimum of 12 work samples, but offerors may submit more projects in order to maximize their score across each of the required categories. Some categories require the contract, SOW, listing of trades, and schedule documentation. A 36-page limit is not sufficient to provide this information for all of the work samples. Will the Government remove the page limitation for this requirement?
53. Per paragraph 4.3.2 on page 10 of 18 in Section L, JV contracts may utilize data from any company within the organization structure for work samples, as long as the Offeror provides at least 5 of the total work samples. Will the Government please clarify the requirement for Joint Venture offerors? Is the requirement that each JV member submit at least 5 work samples, or does the JV itself needs to submit at least 5 work samples?
54. In Category 9b: Architects/Engineers (paragraph 4.6.6.2 on page 14 of 18 in Section L), the instructions state that the “Offeror shall submit work samples and rate itself based on the number of personnel classified as Architects and/or Engineers within their own company.” However, construction companies generally do not employ architects and engineers – on a design-build contract, this requirement would be fulfilled by the designer of record. The requirement in Category 9f: Design Program Manager states that the rating would be based on “the number of personnel within their own company or that of a teaming subcontractor.” Please confirm if the language in Category 9b was an error and should instead state “within their own company or that of a teaming subcontractor.”
55. For Category 6: Individual Trade (paragraph 4.6.3.6 on page 13 of 18 in Section L), the instructions state that “the individual trade shall be at least 60 percent of the total project.”
What type of documentation would be acceptable to show the percent of the total project?
56. For Category 7a: Experience as Prime on Design-Build Projects (paragraph 4.6.4.1.1 on page 13 of 18 in Sections L), will the Government consider changing the period of performance requirement to allow projects that are at least design complete?
57. What type of documentation is acceptable to validate the scoring for Category 9:
Staffing (pages 14-15 of 18 in Section L)?
58. The period of performance for the work samples submitted in Volume III – Past Performance is 7 years from RFP issuance. However, the period of performance for the work samples submitted in Volume II – Technical Experience is 10 years. Therefore, some projects submitted in Volume II may not be eligible for submission in Volume III. However, per paragraph 5.3 on page 16 of 18 in Section L, the requirement is that all work samples provided under Volume II shall be submitted in Volume III. Will the Government please expand the period of performance requirement for Volume III to 10 years?
59. Per paragraph 5.3 on page 16 of 18 in Section L, “Past Performance Submissions may reflect work accomplished by the prime and/or by team members.” Please confirm that offerors can include projects in Volume III that are not also included in Volume II.
60. Per paragraph 5.5 on page 16 of 18 in Section L, in Volume III, offerors are to provide “the most recently completed CPARs as part of the Past Performance Submission if a CPARs was created for the work sample (contract/order).” Will a PPQ be required in the event a work sample does not have a completed CPARS? If so, what format? And will previously completed PPQs be acceptable?
61. Are teaming agreements required for teaming partners?
62. Section M includes Category 11: Geographic Expertise (Section 5, Page 8 of 10). This category is not included in Section L. Please confirm if this is required.
63. Section M, paragraph 1.2, states, “Contracts will be awarded to each Offeror that meets the HTRO MTTR, with Acceptable Past Performance, whose proposals conform to the solicitation’s requirements, and who have been determined to be responsible in accordance FAR 9.104-1. The number is not known at this time.” Can the GOV provide an general idea of the number of anticipated awarded Primes? The way this paragraph is written, it reads like any Contractor who meets the HTRO MTTR will be awarded the Contract; therefore, if 50 Contractors meet that threshold, then there will be 50 Contractors on the MACC. Is that a correct understanding?
64. The Offeror have to have a bona fide office in this SBA region to be awarded this MACC Contract?
65. Someone mentioned on the Windshield Tour that companies bidding for work must have an office in the state in which they are bidding. After doing some research, I found where SBA, Effective October 1, 2025 reinstated participants in SBA’s 8(a) Business Development Program will once again be required to have an actual, physical office within the geographic area in which they are bidding on federal construction contracts. Please confirm that this is correct and does not affect other SB program participants interested in this project?
66. Could you provide any information on what upcoming projects and values may be included in this MACC?
Government Response: The magnitude will vary per each task order. Most will be between $1,000,000 and $5,000,000.
67.
4.6.4 Category 7: Design-Build Projects
4.6.4.1.1 advised a Design Build is defined as the Offeror designing then building within one project.
Our firm does a majority of projects in a Construction Manager At Risk format. The GSA language for this is Integrated Project Delivery (IPD) method. Please advise if you can add this delivery format to equate with a D-B requirement.
68.
4.6.4.1.2 …The Offeror shall provide at minimum the design documents in compliance with all requirements of UFC and ICC within the work sample.
Please advise if you are requesting an entire set of drawings? This would possibly be 100’s of pages. Would the Architectural set be sufficient?
Government Response:
69.
4.6.5 Section 3, Category 8: Certifications
As a prime construction contractor, we do not have these inhouse. Are you looking for these from the design side? I believe most architecture companies have these?
70.
5. Volume III – Past Performance
5.5 state to provide CPARs. Will you also be allowing PPQs for non federal projects?
Government Response: PPQs will be accepted for non-federal projects.
71. I am understanding that each project we list as relevant experience is to include the Work Sample Cover Sheet, copy of the contract, copy of the schedules used, a listing of all trades and copies of all the subcontracts for all the subcontractors, copies of all invoices. Unless I interpreted this incorrectly, we had not seen such a request for relevant experience before.
