About this opportunity
The U.S. Army Corps of Engineers Portland District is soliciting a competitive, firm-fixed price contract for The Dalles Oil Accountability Measures project, which involves installing automated oil monitoring and instrumentation systems at The Dalles Dam in Oregon. The project requires comprehensive installation of magnetostrictive level sensors, pressure transducers, guided-wave radar sensors, remote I/O cabinets, Allen Bradley ControlLogix PLC equipment, networking infrastructure, and calibration of flowmeters across multiple turbine units and oil storage areas. The contract objectives include improving accuracy and automation of oil accounting systems to monitor approximately 400,000 gallons of oil in the powerhouse, detecting leaks early, and minimizing potential environmental releases into the Columbia River while reducing operations and maintenance costs. Evaluation will emphasize past performance, small business subcontracting commitment (minimum 12% small business participation required), and price. The proposal deadline is February 26, 2026 at 11:00 A.M. PST, with a mandatory pre-bid site visit held on December 3, 2025; amendments have extended the original deadline multiple times to allow for bidder inquiries and specification clarifications.
There is no set-aside designation for this procurement. The contract is unrestricted full and open competition with a 10% HUBZone price evaluation preference. No incumbent contractor information is identified in the solicitation documents. The estimated contract magnitude falls between $1,000,000 and $5,000,000, with a performance period of 568 calendar days from the Notice to Proceed, including 477 days for final construction completion. The work involves multiple contract line items covering mobilization, sensor installation across four monitored units (Main Unit 10, Main Unit 16, Fish Unit 01, and Station Service Unit 01), PLC and networking equipment, and associated infrastructure upgrades. Performance of work is located at The Dalles Dam, The Dalles, Oregon 97058, spanning both Wasco County, Oregon and Klickitat County, Washington, with prevailing wage determinations applied for both counties under Davis-Bacon requirements.

SYNOPSIS
The U.S. Army Corps of Engineers (USACE) Portland District is soliciting a Contract for The Dalles Dam Oil Accountability Measures in the Dalles, Oregon. The proposed project will be a competitive, firm-fixed price (FFP) contract.
Background: The Dalles Dam is located in The Dalles, Oregon. The Dalles Dam (TDA) is a concrete gravity run-of-the-river dam spanning the Columbia River, two miles east of the city of The Dalles, Oregon, United States. It joins Wasco County Oregon, with Klickitat County Washington, 300 miles upriver from the mouth of the Columbia River near Astoria, Oregon. The project is designed to improve the monitoring of the amount of oil that could be released into the Columbia River. Its main objective is to minimize the oil release.
Purpose: There are approximately 400,000 gallons of oil at the TDA powerhouse. Oil monitoring measures currently consist primarily of visual observations of sight glasses, observations of oil leaks on and around equipment, and purchase and disposal records of lubricants. The Federal Government agreed to develop and apply an Oil Accountability Plan (OAP) pursuant to the August 2014 settlement agreement with Columbia Riverkeepers. The OAP is intended to account for oils and greases used, including the oils and greases used in turbines, wicket gate bearings, and fish-way equipment. This project would improve the ability to consistently and reliably account and monitor leakage of oils through automated systems and greatly increase the timeliness of level monitoring. It would also assist in fulfilling the requirements of the Portland Districts Standing Environmental Policy 200-1, Oil Accountability while significantly reducing the O&M costs to do so. The purpose of this project is to improve accuracy and increase automation of instrumentation to account for oil in oil-filled equipment, bulk storage containers, and high-risk equipment. It is also to aid in the identification of oil leaks as early as possible and fully account for potential leaks.
