About this file

This is a specification section for process control systems as part of The Dalles Oil Accountability Measures project, a federal contract covering instrumentation and control equipment installation for a hydroelectric facility. Section 40 95 00.00 26 establishes detailed requirements for monitoring and control parameters, electrical equipment, control panels, and associated systems across multiple turbine units and support facilities.

The specification requires the contractor to provide comprehensive process control infrastructure including guided-wave radar level sensors, magnetostrictive level sensors, pressure transmitters, temperature sensors, and flowmeter calibration services. Five flowmeters manufactured by Flow Technology must be calibrated to ISO VG 68 mineral oil standards with NIST-traceable certification. Level sensors must function across pressures from 0 to 915 psig and temperatures from 0°F to 250°F, with accuracy requirements of ±0.12 inches for guided-wave radar sensors and ±0.020 inches for magnetostrictive sensors. The contractor must also furnish Allen Bradley programmable logic controller (PLC) equipment, industrial computers, networking infrastructure (Cisco switches and media converters), control panels meeting UL 508 and UL 508A standards, and HMI software (FactoryTalk View Studio). All Allen Bradley hardware and software must be procured and installed by gold or platinum Rockwell-certified integrators, with software licenses transferred to the Government within 30 days of final commissioning. Factory testing must occur at the panel fabricator's shop with Government Quality Assurance Representative presence, and the contractor must provide comprehensive operations and maintenance documentation for all installed equipment. Control panels must be fabricated in specified dimensions (42"H x 30"W x 12"D) for five locations plus an additional 24"H x 24"W x 12"D cabinet, with factory assembly, testing, and shipment to the jobsite as complete units.
