The 409th Combat Support Battalion Tactical Control Center is actively seeking industry feedback on a draft Performance Work Statement and technical exhibits before formal solicitation development. The scope encompasses comprehensive facilities maintenance and engineering services across multiple U.S. Army installations in Germany, including buildings, heating and cooling systems, water and wastewater infrastructure, electrical distribution, security systems, equipment maintenance, grounds care, snow and ice removal, and environmental compliance. Work is performed across installations in the Rheinland-Pfalz region including Ramstein Air Base, Kaiserslautern Army Depot, Landstuhl Regional Medical Center, Miesau Army Ammunition Plant, Kleber Kaserne, Daenner Kaserne, Pulaski Barracks, Sembach Air Base, and subordinate locations throughout the area.
Respondents must register in SAM.gov under NAICS code 561210 (Facilities Support Services) and submit capability statements by June 22, 2026, including company name and point of contact, CAGE Code and Unique Entity ID, SAM.gov registration confirmation, and relevant past performance on similar total maintenance contracts with contract numbers and scope details. The government is also soliciting specific industry feedback on the attached draft Performance Work Statement and over 50 technical exhibits detailing existing equipment inventories, maintenance frequencies, operational requirements, and facility specifications across the region. Contractor personnel will require English and German language proficiency at specified levels depending on position, with Project Managers, Quality Control Managers, and supervisors requiring Level III fluency and other personnel requiring Level I minimum competency. All costs associated with responding to this RFI will be at the interested party's expense.
