The place of performance includes U.S. ports along the Atlantic and Gulf Coasts, including inland waterways, coastal waterways, rivers, and tributaries, with potential occasional vessel calls to Guantanamo Bay, Cuba. Key performance requirements include 24/7 availability, maintaining less than 10 cumulative days out of service per barge annually, and compliance with specific technical capabilities such as cargo pumping systems capable of 2,000 barrels per hour discharge rates.
