About this file
This is a Technical Capability Worksheet (Attachment 4) for solicitation HTC71125RW001 requiring offerors to provide scheduled fuel barge transportation services in the Atlantic Region. The worksheet requires detailed responses about equipment capabilities and operational management approaches.
The document outlines specific equipment requirements including: six tank barges (two 10,000-20,000 barrel capacity barges, three 20,000-30,000 barrel capacity barges, and one 50,000-60,000 barrel oceangoing barge), six corresponding tugs, cargo pumping systems capable of 2,000 barrels per hour at 100 PSI, independent cargo tank stripping systems, and water stripping systems. The worksheet also requires offerors to provide information about USCG approvals, quality control plans, substitute equipment procedures, and complete a 20-item confirmation checklist covering requirements like 24/7 availability, Jones Act compliance, safety programs, cargo insurance, and TWIC/DBIDS credentials. All equipment must be owned or under long-term lease for the contract duration, and contractors must provide USCG-endorsed tankermen at all loading/discharge points. The technical requirements focus heavily on equipment specifications, operational capabilities, and regulatory compliance to support Department of Defense fuel transportation needs.
