The solicitation includes requirements for offerors to submit six volumes: Business Proposal, Technical Proposal, Past/Present Performance, Price Proposal, Small Business Utilization, and Small Business Subcontracting Plan (large businesses only). The contract will utilize Third Party Payment System (TPPS) through U.S. Bank Freight Payment for invoice processing and payment.
