About this file
The document is a Past/Present Performance Questionnaire (Version 2) for the Scheduled Fuel Barge Transportation in Atlantic Region solicitation (HTC71125RW001) issued by the US Transportation Command. The questionnaire is designed to collect detailed performance information from previous clients about a contractor's capabilities in fuel transportation services, specifically focusing on ocean-going and inland waterway fuel transport along US coastlines.
The form requires past performance references to evaluate the contractor's technical capabilities across multiple dimensions, including fuel transportation via tugs and barges, delivery performance, operational reporting, cargo handling, and customer responsiveness. The assessment includes rating scales ranging from Unsatisfactory to Exceptional, with sections for technical capability and overall performance. References are asked to provide narrative descriptions of the contractor's strengths, potential reservations about future work, and any contract termination details, which will be used to determine the contractor's potential success in the upcoming fuel barge transportation acquisition.
