About this opportunity
The Department of Agriculture Forest Service is procuring road and fence construction, maintenance, and repair services for the Savannah River Site (SRS) through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract spanning fiscal years 2026-2030. The contractor will provide comprehensive services including road blading, surface repairs, ditch cleaning, vegetation management, drainage structure maintenance, fence construction and repair, and emergency response capabilities within 24 hours of notification. All personnel must obtain security badges and submit safety action plans within five business days of contract award. The solicitation uses a tradeoff evaluation process with three equally weighted factors: Experience, Past Performance, and Cost/Price, with preference given to projects completed within the past five years, particularly those performed for the Forest Service. Questions are due by August 25, 2025, and proposals must be submitted by September 3, 2025, at 1400 CDT following Amendment 0001 issued on August 11, 2025.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the solicitation documents. The contract ceiling has been increased from $7.49 million to $8.0 million through Amendment 0001, with a guaranteed minimum of $25,000 and individual task orders ranging from $25,000 to $2.0 million. The work will be performed at the Savannah River Site in South Carolina, covering approximately 309.26 square miles of secondary and timber roads plus boundary and hog barrier fencing. The contract includes one base year (October 1, 2025 to September 30, 2026) and four option years extending through September 30, 2030. Contractors must maintain emergency response capabilities and provide comprehensive maintenance services across the site's extensive road network and perimeter fencing system.
