About this opportunity
The Indian Health Service (IHS), a component of the Department of Health and Human Services, is seeking retail pharmaceutical prescription fulfillment services for its Nashville Area Office through solicitation number 285-25-RFP-0001. The agency aims to establish up to two firm-fixed price requirements contracts with retail pharmacies capable of providing prescription services within 15 miles of specified tribal locations across multiple states including Virginia, South Carolina, Massachusetts, and New York. Contractors must provide comprehensive pharmaceutical services including patient counseling, electronic prescription handling, eligibility verification, and automated billing processes, with a requirement to verify patient insurance and process prescriptions through Medicare, Medicaid, or private insurance first, with IHS serving as a payer of last resort. The procurement will utilize a Lowest Price Technically Acceptable (LPTA) evaluation method, assessing proposals based on technical approach, cost/price, and past performance. Proposals are due by 4:30 PM local time on February 4, 2025, with an expected contract award by January 8, 2025.
The contract is an unrestricted competition under NAICS code 325412 with a size standard of 1,300 employees, meaning small businesses and larger firms can compete. The contract will cover pharmaceutical services for tribes including Chickahominy, Monacan, Rappahannock, Pamunkey, Catawba Nation, Mashpee Wampanoag, Tuscarora, Tonawanda, and Shinnecock. The initial contract period will run from April 1, 2025, through March 31, 2026, with four potential one-year option periods extending the contract potentially through March 31, 2030. The primary place of performance is Nashville, Tennessee, specifically in the 37214 zip code area, though service delivery will extend to multiple tribal locations across the specified states. While specific award values are not explicitly stated, the solicitation includes a comprehensive bid sheet with approximately 450 different medications and their estimated annual quantities, suggesting a substantial pharmaceutical service procurement with potentially significant contract value.
