About this file
This is a Questions and Answers document for a retail pharmaceutical prescription fulfillment solicitation for the Indian Health Service's Nashville Area Office. The document addresses two key questions: one regarding the bid sheet pricing quantities and another about insurance coverage and pricing rates.
The Q&A clarifies that vendors should extrapolate pricing for different drug quantities based on various dosing schedules (once daily, twice daily, etc.), rather than using specific common quantities. It also explains that prescription claims will be processed according to standard pharmacy adjudication rules - either at the primary payer rate for insured patients, or at rates consistent with the vendor's proposal for uninsured patients or non-covered medications. The related opportunity (285-25-RFP-0001) seeks to establish up to two firm-fixed price requirements contracts for retail pharmaceutical prescriptions throughout the Nashville Area service area.

Retail Pharmaceutical Prescription Fulfillment for Nashville Area Office Patients Questions and Answers
Q: Regarding the bid sheet, requesting pricing in quantities that do not accurately reflect typical dispensing quantities is not be the most accurate representation of pricing. Would IHS consider updating the bid sheet to the most common quantity or average quantity dispensed?
A: Since drug has a specific quantity that could align with a 30day or 90-day supply given some drugs are taken once a day, twice a day, three times per day, we ask vendors to extrapolate.
Q: ‘If the pharmacy does not accept the patient’s insurance, or the patient has no insurance, or it is a non-covered medication, the retailer will provide a discounted rate for the prescription, not to exceed the Medicare rate for the same prescription.’ Could you please clarify this statement?
A: Standard pharmacy adjudication rules would process the claim at either the primary payer rate (if the patient has primary insurance), or if the primary payer did not cover the drug, or the patient has no insurance, the rates would be consistent with those submitted in the proposal.
