About this opportunity
The Department of the Army New York Army National Guard seeks replacement of two boilers in Building 7 at Stratton Air National Guard Base in Scotia, New York, with sealed bids due July 7, 2026. This is a 100 percent small business set-aside (NAICS 238220, HVAC contractors). Amendment 01, effective June 26, 2026, revised the CLIN structure and added an optional water softener line item; most recent updates posted July 6 include Q&A 2 addressing system flushing, expansion tank specification, combustion air options, and water softener sizing constraints.
Place of performance is Schenectady, New York (facility DoDAAC F9S3S3 at Stratton ANGB, Scotia). The contractor must demolish and remove two existing condensing boilers with combined capacity of 5,800 MBH and install new high-efficiency boilers meeting a 5.5 MMBtu demand comprised of at least two separate units. Scope includes safe de-energization, disposal of existing equipment (contractor retains scrap value), expansion tank replacement, valve replacement, system flushing with glycol/water coolant rated for -20F, low-flow water meter installation on makeup feed line, electrical and control connections to the base's Metasys control system, factory-authorized startup and commissioning, staff training, and delivery of operation and maintenance manuals. All material submittals (expansion tanks, valves, PVC exhaust, boiler specifications) require approval via Air Force Form 3000. Performance must begin within 14 calendar days of notice to proceed and be completed within 45 calendar days. Work hours are restricted to 0700–1530 Monday through Friday; no work on Government holidays.
Contractor requirements include background checks, Personal Identity Verification, Antiterrorism Level I training within 10 calendar days of start, OPSEC training within 90 days, compliance with controlled substance policies, site cleanliness, debris recycling with weigh slips, and advance notification to the Contracting Officer's Representative for utility shutdowns or material deliveries. Performance and payment bonds are required at 100 percent of contract price unless price is $150,000 or less. Prevailing wage rates apply per General Decision Number NY20260002, Modification 2 (May 18, 2026); representative rates include Boilermakers at $43.34/hour plus $27.66 fringes and Electricians at $48.00/hour plus $32.09 fringes. Government makes monthly progress payments via WAWF system.
Evaluation criteria include price, experience (demonstrated similar boiler replacement projects with one-page project description), past performance (verified reference contacts), and technical (technical data sheets and manufacturer specifications for proposed boiler make, model, and physical specifications). Quotes must be submitted via email to 109.aw.fal.msc.contracting@us.af.mil. A mandatory site visit was held June 23, 2026 at 10:00 AM. The Government reserves the right to award based on initial submissions without further exchanges. Minimum 60-calendar-day acceptance period required for all offers.
