About this file

This is a Questions and Answers document addressing clarifications submitted by potential contractors regarding the replacement of Building 7 boilers at Stratton Air National Guard Base. The Q&A resolves six key inquiries that impact project scope and pricing. Existing expansion tanks must be removed and replaced per the Statement of Work paragraph 1.5, while existing circulation pumps and pot feeder systems are to remain and be reconnected to the new boiler installation. The contractor is expected to complete all work before the heating season begins, eliminating the need for temporary heating during construction. Regarding submissions, contractors must provide a submittal of the proposed boiler equipment with their quote for evaluation purposes, as specified in the revised Section M Evaluation Criteria and updated SOW. No as-built or Metasys control drawings are available from the base; contractors requiring control-related technical information should contact Energy Management Technologies LLC at 518-783-7810 or Johnson Controls at 866-227-2750.

An optional water softener system (CLIN 0002) has been added to the solicitation due to water quality conditions at the base, requiring contractors to include properly sized equipment in their proposals if selected. This Questions and Answers document serves as an amendment to solicitation W50S8J26QA017 issued by the Department of the Army New York Army National Guard for Building 7 boiler replacement at Stratton Air National Guard Base, with quotes to be submitted via email to 109.aw.fal.msc.contracting@us.af.mil. The original site visit was scheduled for Tuesday, June 23, 2026 at 10:00 AM.
