About this opportunity

The National Park Service Pacific West Region is soliciting proposals to rehabilitate HVAC system components at the Park Headquarters and North Operations Center facilities at Redwood National and State Parks in Del Norte County, California. The project involves installing a new Dedicated Outdoor Air System (DOAS) at the Headquarters building (11,480 square feet) and a new variable refrigerant flow (VRF) system at the North Operations Center (30,722 square feet), along with associated electrical, structural, and mechanical upgrades including ductwork, piping, controls systems, and condensate lines. Contractors must hold a current California Contractor State License applicable to HVAC work and comply with Davis-Bacon wage rate requirements, Buy American construction materials standards, and OSHA regulations. Evaluation criteria include project experience, schedule feasibility, past performance, license validity, and small business subcontracting participation. The current proposal submission deadline is May 5, 2026, at 3:00 p.m. Pacific Daylight Time, and questions must be submitted to the Contracting Officer Alanna Gardner at alanna_gardner@ios.doi.gov at least seven calendar days prior to the proposal deadline.

This acquisition was originally issued as a total small business set-aside but was converted to full and open competition under Amendment 0003 after no acceptable proposals were received in the initial competition. The estimated contract value ranges from $1,000,000 to $5,000,000 as a firm-fixed-price contract with base and optional line items. The contract period of performance runs for 365 calendar days, with an anticipated start date of August 1, 2026, and expected completion by July 31, 2027, with work to be conducted Monday through Friday from 7:00 a.m. to 5:00 p.m. The place of performance is Crescent City, California, where both the Headquarters and North Operations Center facilities are located. Performance and payment bonds at 100 percent of the original contract price are required, along with liability insurance coverage of $1,000,000 per person, $2,000,000 per occurrence, and $1,000,000 property damage. Mandatory pre-proposal site visits were conducted on April 1 and April 8, 2026, with site visit sign-in sheets and detailed Q&A documentation provided to all interested offerors.
