Amendment 0003 to Solicitation 140P8425R0001
This amendment to a federal construction solicitation records the automatic dissolution of the small business set-aside for the rehabilitation of HVAC system components at Park Headquarters (HQ) and North Operations Center (NOC) at Redwood National and State Parks, shifting the acquisition to full and open competition. No acceptable proposals were received under the previous small business set-aside, and all responsible sources are now eligible to submit proposals. The National Park Service (NPS) contracting officer is Alanna Gardner (alanna_gardner@nps.gov). A mandatory site visit is scheduled for Wednesday, April 1, 2026. Proposals must be submitted via email no later than 3:00 Pacific Daylight Time (PDT) on Tuesday, April 21, 2026, and offerors must acknowledge all solicitation amendments, including previous amendments containing NPS responses to questions.
This amendment incorporates multiple updated and newly required Federal Acquisition Regulation (FAR) clauses applicable to full and open competition, including provisions for HUBZone small business price evaluation preferences, small business subcontracting plans for large business offerors, and payments to small business subcontractors. Several FAR clauses previously applicable to the small business set-aside have been removed, and multiple construction-related FAR clauses have been eliminated or restructured per the Revolutionary FAR Overall (RFO) initiative. Section revisions include newly titled sections addressing commencement, prosecution, and completion of work; subcontracting reporting requirements; pre-construction conferences; site visits; and a new Small Business Participation Evaluation Factor requiring large business offerors to submit Small Business Participation Commitment Documents. Section J includes an updated wage determination and a Subcontracting Plan Form for large business offerors to complete and submit with their proposals. An Offer Affordability section has been added to Section L.
