About this file

This is a Questions and Answers document with site visit summary for a federal construction solicitation issued by the National Park Service Pacific West Region.

The solicitation (140P8425R0001, Amendment No. 5) concerns rehabilitation of HVAC system components at two National Park Service facilities in Crescent City, California: Redwood National Park Headquarters (HQ) and North Operations Center (NOC). Pre-proposal site visits were conducted April 1 and 8, 2026, where potential contractors observed existing mechanical, electrical, and structural conditions at both buildings. The project scope includes demolition and new installation of HVAC equipment, controls systems (DDC/BAS integration), electrical components including a new 400-amp Panel D at HQ, ductwork and piping with specified insulation, condensate lines meeting manufacturer requirements, roof hatches, and surface/landscaping restoration. Key requirements include air quality management with dust containment for demolition and construction, adherence to all state and federal wildlife/environmental laws, and minimized shutdown durations for occupied buildings—with June through September identified as optimal months for HVAC system downtime. Laydown and crane placement are designated at HQ's fenced northeast parking lot and NOC's north building area. Local construction permits are not required, but contractors must obtain any applicable federal permits such as Air Quality Management approvals and hazmat surveys if necessary for permit compliance. Roof structural capacity and curb supports are verified as adequate per engineering plans. The project includes base scope and options, with the HQ insulated roof hatch included in the option component. Electrical demolition and new construction scopes are identified on ED-series and E-series drawings respectively, with reference to E000 general notes clarifying existing versus new work requirements.

SITE VISIT SUMMARY:

Pre-proposal site visit meetings were conducted on April 1 and April 8, 2026. Participants met at the Redwood National Park Headquarters (HQ) in Crescent City, California. The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. The exterior, interior and roof of the building and existing equipment in the mechanical and electrical rooms were observed. Potential contractors then followed NPS staff to the North Operations Center (NOC) in Crescent City, California. The exterior and interior of the building and existing equipment in the mechanical rooms were observed. Questions asked during the site visit are answered below. The site visits concluded after approximately two hours.

PROJECT QUESTIONS FROM PREBID ONSITE MEETING:

1. Question: Can the offer due date be extended a week or two?

Answer: Any extension to the offer due date will be posted to Sam.gov by the Contracting Officer.

PROJECT QUESTIONS RECEIVED VIA EMAIL:

NOTE: For questions received that are similar to questions previously received in 2025, those questions/answers are not addressed here. Reference previously posted document:

B08_Attachment_8_Q-A_Amendment_2_Summary_0002.pdf.

1. When do you anticipate on site work starting?

Answer: Construction timing will be based upon award timeline, notice to proceed, and approved construction schedule etc. Therefore, there is not a definitive anticipated start date.

2. Is permitting required?

Answer: Local construction permits (i.e. Crescent City, Del Norte County) are not required. Any Federally applicable permits, such as Air Quality Management, are the responsibility of the contractor to obtain.

3. Are partitioning, dust containment, and/or negative air machines required for this project?

Answer: Air quality management, including dust containment, for demolition and construction are required.

1. Is any landscaping restoration required for this project? For example: topsoil, seeding, and fertilizer.

Answer: Surface restoration is required. Landscaping impact should be minimal with greatest impact expected at the north end of the building at the ground mounted units.

4. Is DDC standalone or integrated into existing BAS?

Answer: Reference mechanical and electrical plans and specifications for the DDC/BAS requirements for the specified equipment on this project.

5. If there is an existing controls contractor?

Answer: The NPS does not have an existing controls contractor.

6. Confirm roof structural capacity and whether curbs/supports are fully designed?

Answer: Base structure and modifications thereto are verified and engineered as shown on the structural plans for the project. The structures are capable of supporting equipment as specified on the plans.

7. Clarify allowable pathways (exposed vs concealed); are there any routing constraints?

Or is there a dedicated pathway?

Answer: These are existing buildings. Routing constraints should be expected.

Plans and specifications have been prepared based on the existing buildings and existing conditions, therefore the design as shown is deemed feasible and constructable.

8. Confirm duct and piping insulation thickness and extents?

Answer: Reference plans and specifications for these requirements. Any component-specific RFIs required during construction will be clarified at that time.

9. Is the new insulated roof hatch (HQ bldg.) to be included in the base or option?

Answer: Roof hatch shall be included in the HQ option.

10. Provide maximum allowable shutdown durations for HVAC, electrical and controls systems?

Answer: As previously answered, buildings will be occupied during construction. Construction schedules need to plan for minimizing HVAC shutdown duration. That said, June through September are optimal months of the year for the buildings to go without heating. Electrical service to the building must be maintained during business hours for operation, with minimized shutdown for electrical patch in to be coordinated on the construction schedule.

11. Please provide the location for the laydown area and the preferred location for crane placement?

Answer: At HQ, the fenced parking lot (north-east) side of building. At NOC, back of building (north side) to be coordinated during construction.

12. Please confirm the current electrical system can support the new equipment.

Answer: Confirmed per the design presented on the project plans and specifications.

13. Please provide as-built drawings.

Answer: As-built drawings are unavailable at this time. If they become available they will be posted to Sam.gov.

14. Is the contractor required to adhere to any wildlife/environmental constraints? If so, please provide them.

Answer: The contractor is required to adhere to all state and federal wildlife/environmental laws. There are no site-specific wildlife constraints issued specific to this project. For example, no nesting bird restrictions.

15. Are previous RFI responses still valid?

Answer: Yes, with the exception of #24 which contains outdated information about proposal due date. Reference previously posted document:

B08_Attachment_8_Q-A_Amendment_2_Summary_0002.pdf.

16. Re: Section #23000 HVAC: Condensate lines are mentioned, but I found no specification for the lines in the specifications or plans. Size is indicated on the plans as ¾”.?

Answer: Provide condensate lines meeting or exceeding plan/spec requirements, and as required by the manufacturer for proposed equipment/components.

17. Related to an air quality management permit, would you like us to include the cost of a HazMat survey in our bid, should we exclude the survey?

Answer: If a hazmat survey is necessary for the contractor to complete an applicable air quality permit, then yes it should be included in the bid price.

18. Please provide a formal SOW for electrical work at both locations?

Answer: Reference electrical plans and specifications for demolition and new construction of electrical components required for this project.

19. Sheet 5 of 37, A-103 (HQ bldg.): What is the BOD for the roof hatches and integral ladders? Is there to be an additional hand post as well?

Answer: Roof hatches and ladders shall meet dimensional and other information provided on the plans and specifications. The BOD shall also be to meet or exceed the salient characteristics of the existing hatches and ladders at the building.

20. Can access hatches be provided and installed in the headquarters corridors rather than removing and replacing the ceiling tiles that are in place to allow for duct work and conduit to be installed?

Answer: New access hatch locations are unlikely to be approved during construction. Access exists within the attic for ductwork and conduit installation etc.
