SITE VISIT SUMMARY:
A pre-proposal meeting was conducted on July 1, 2025. Participants met at 10:00 a.m. Pacific Daylight Time (PDT) at the Redwood National Park Headquarters (HQ) in Crescent City, California. The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. The exterior, interior and roof of the building and existing equipment in the mechanical rooms were observed. Potential contractors then followed NPS staff to the North Operations Center (NOC) in Crescent City, California. The exterior and interior of the building and existing equipment in the mechanical rooms were observed. Questions asked during the site visit are answered below. The site visit concluded at approximately 1:30 p.m.
PROJECT QUESTIONS FROM PRE-PROPOSAL ONSITE MEETING:
1. Question: Can HQ and NOC Buildings be awarded individually?
Answer: No. Award will be given to both HQ and NOC to the same selected contractor.
2. Question: Are the buildings historic and/or on the historic register?
Answer: No, the buildings are not historic. NPS compliance has been completed approving this scope of work and the subsequent modifications to buildings.
3. Question: On the HQ building, can the ground mounted condensing units north of
Grid 1 be located on the roof to reduce refrigerant line length, thereby improving efficiency and security of the units.
Answer: Proposals shall include all work required for placing the condensing units on the ground north of Grid 1. Any potential adjustments to equipment location, proposed during construction submittals, will be reviewed and tracked as a modification as instructed by the contracting officer.
PROJECT QUESTIONS RECEIVED VIA EMAIL:
1. Do you require a Bid Bond?
Answer: Yes, a bid bond is required to be submitted with your proposal at 20% of total proposed price as stated within the solicitation.
2. Under Factor 4 of the technical proposal requirements, offerors are instructed to submit a copy of a valid California Contractor State License applicable to the work to be performed, such as “C-20” or “C-38". It also states that proposed subcontractors must submit their relevant license classification. Please confirm whether the prime contractor (offeror) is required to hold a valid California Contractor State License independent of any subcontractor, or if the offeror may submit a proposal relying solely on the license(s) of their proposed subcontractor(s) performing the licensed trade work.
Answer: We understand there may be wide variety of team configurations that offerors may choose to employ. We require a California Contractor State License as applicable to the type of work being performed on this project.
This is why the Solicitation instructs you to describe in detail in your proposal who will be performing what work with what license. While there may be acceptable scenarios where the proposed prime contractor does not have a license but the subcontractor does, the possession of a current and valid State License applicable to the work performed will be more favorably rated.
3. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
Additionally, please confirm whether these roles are allowed to be working roles or if they are required to be non-working and fully dedicated to supervision, QA/QC, and safety responsibilities during all on-site activities
Answer: No. Contractor may combine roles for qualified personnel. Roles can be performed by working personnel.
4. Are there any phasing requirements?
Answer: No. Contractor will prepare a project schedule that will identify the sequence of work for NPS review and approval prior to the start of construction.
5. If the buildings remain occupied, how many people will be in each building?
Answer: Undetermined. Typical daily government involves between 10 to 50 people within each building.
6. Are there any temporary heating/cooling requirements?
Answer: No.
7. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Answer: The period of performance is 365 days after the date the Contractor receives the notice to proceed. The notice to proceed is issued after the initial post-award submittal phase and after the pre-construction conference. The allowable period of performance is considered sufficient. However, delays caused by unforeseeable causes beyond the control and without the fault or negligence of the Contractor may be excused as allowed by FAR clause 52.249- 10.
8. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Answer: No reports are available. Excavation areas are assumed to be clear of large rocks and obstructions as these are in previously graded, soil fill areas.
9. Please provide bidding quantities for deteriorated underlayment (roofing).
Answer: Where roof membrane is to be replaced as part of the project scope, assume removal and replacement of underlayment.
10. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.
Answer: Current roof system is out of warranty. Existing roof manufacturer is unknown.
11. Please provide the contact information for the building controls contractor.
Answer: This information is unavailable.
12. If BACnet or Modbus is required for BMS, please specify acceptable protocol and if a sole-source controls vendor is mandated.
Answer: Sole-source controls vendor is not mandated. See plans and specifications for new controls requirements.
13. Please provide the contact information for the building fire alarm company.
Answer: Advanced Security, Crescent City, CA.
14. Please provide the site visit attendee sign-in sheet.
Answer: Refer to solicitation documents on sam.gov for site visit attendee sign-in sheet (provided as Attachment 7).
15. Please provide photos of the job site and existing conditions.
Answer: General job site location can be reviewed from online sources such as google maps. Existing conditions photos are unavailable. Interested parties that attended the site visit were allowed to photograph existing equipment.
Reference demolition plans for additional information on existing equipment and locations.
16. Is this project tax exempt?
Answer: No. See FAR clause 52.229-3 Federal, State, and Local Taxes for additional information.
17. Are there any access constraints for equipment delivery or crane operations (e.g., road width, overhead obstructions, weight limits)?
Answer: Contractor is required to review any access constraints for vehicle travel and/or work within Crescent City and the surrounding public roads. The NPS does not know of any constraints to specifically address relative to this project scope.
18. Are there any restricted working hours or security protocols required for access to HQ or NOC during construction?
Answer: Yes. Building access/security will be coordinated between the contractor and the NPS COR. Working hours per specifications are Monday through Friday 7am to 5pm. Weekend or business hours work must be requested from and approved by the Contracting Officer in advance.
19. Should patched finishes match existing in texture and paint, or is repainting of entire rooms/ceilings required where disturbed?
Answer: Match in texture and paint is the minimum requirement.
20. Is there a third-party commissioning agent assigned? If so, who is responsible for coordinating functional performance testing? Are there any commissioning standards that need to be followed besides the process listed in specification 23 08 00 & 23 05 00 (e.g. ASHRAE 90.1 or ASHRAE Guideline 0-2019, CA ENERGY CODE section 120.8, etc.)?
Answer: No 3rd party commissioning agent. Functional performance testing will be coordinated by the contractor with the NPS Contracting Officer’s
Representative (COR). O&M instruction/handoff will be between the contractor, NPS COR and park facilities management.
21. Specification section 01 11 00 – 1.3 notes only one phase of construction. Will buildings need to be commissioned separately as they are completed or can commissioning begin once the last building has been finished, allowing a concentrated commissioning effort at project closeout?
Answer: The two buildings at tracked as separate contract line items. Therefore the expectation is that once work is completed at a building, and the system is ready for commissioning, that commissioning will take place within a reasonable timeframe in order for the equipment to be operating. If that happens within a similar calendar timeframe for both buildings, that is acceptable. If it needs to happen within different timeframes for each building, that can also be acceptable.
22. Are temporary enclosure or conditioning provisions required to meet start-up conditions for new HVAC equipment?
Answer: No.
23. Do you have a planholders list/sign in sheet available?
Answer: See the solicitation amendment attachment found with the solicitation on www.sam.gov for a list of site visit attendees. You may also visit www.sam.gov and search for the opportunity using keyword 140P8425R0001;
there you should be able to see/add yourself to the Interested Vendors List.
