About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks repair and renovation of Building HP135, a Bachelor Enlisted Quarters structure at Camp Lejeune, North Carolina, with proposals due August 11 at 2:00 PM EST. The procurement is a total small business set-aside, restricted to seven pre-qualified General MACC contractors holding existing Navy contracts (N40085-25-D-2991 through N40085-25-D-2997).

Place of performance is Camp Lejeune, NC. The 910-day project encompasses interior and exterior renovations of the three-story, 49,739-square-foot building; demolition of the existing mechanical building HP136 and construction of a new mechanical building with chiller yard; manhole rehabilitation from C Street to Building HP250; lightning protection installation; asphalt pavement and parking lot markings; sidewalk replacement; and landscaping. The scope addresses unforeseen asbestos-containing materials (ACM) removal limited to areas disturbed by renovations, including floor tile and mastic (approximately 21,000 square feet), built-up roofing, and flashing, plus lead-containing paint removal (exterior stair riser). The building will remain vacant during construction.

The estimated cost range is $10 million to $25 million, with liquidated damages at $880 per calendar day. Award will be made to the lowest-priced responsive offer. Proposals must price twelve line items covering the primary renovation, lightning protection, pavement, sidewalk, asbestos and lead removal, soil replacement, utilities removal, roof underlayment and trashing, and formal partnering services. Bid bonds equal to 20% of the proposal amount are required for proposals exceeding $150,000; payment and performance bonds are required at award. Davis-Bacon prevailing wage rates apply (NC20260010, effective May 18, 2026), with rates ranging from $11.98 to $33.96 per hour depending on trade classification; Executive Orders 13706 (paid sick leave) and 13658 (minimum wage of $13.65 per hour) are incorporated.

The contractor must provide a full-time on-site superintendent with at least five years of experience managing similar projects and valid OSHA 30-hour certification. A preconstruction meeting must occur within 35 calendar days of award, followed by a partnering session within 45 days. Mobilization to the jobsite is required within 60 calendar days of award. All contractor personnel require Defense Biometrics Identification System registration or daily visitor passes. Working hours are restricted to 0730–1600 Monday through Friday, with outside-hours work requiring 15 calendar days' advance Contracting Officer Representative approval. Baseline construction schedule, shop drawings for major systems, product data, quality control plans, environmental and accident prevention plans, and operation and maintenance documentation are required submittals. All technical submittals must be processed through NAVFAC's eCMS system.

NAICS code is 236220, Commercial and Institutional Building Construction. PSC code is Z2JZ, Repair Or Alteration Of Miscellaneous Buildings. The solicitation has been amended eight times; Amendment 0008 (August 11) updated the prevailing wage determination to NC20260010.
