About this file
This document is Amendment 0002 to Solicitation N40085-26-R-9044 for repair work on Bachelor Enlisted Quarters (BEQ) Building HP135 at Camp Lejeune, North Carolina. The amendment was issued on June 29, 2026, by NAVFAC Mid-Atlantic and does not extend the proposal receipt deadline.
The amendment addresses two key questions regarding asbestos-containing material (ACM) abatement scope and clarifies the government's intent to manage asbestos in place rather than undertake complete removal. Specifically, contractors are directed to focus asbestos removal only on areas disturbed by proposed renovations, with the abatement contractor responsible for removing windows, doors, louvers, and performing necessary demolition to disturb ACM. Exposed ACM must be abated or encapsulated per specification 02 82 00 to allow general trades to perform replacement work. Contractors should limit damp-proofing removal to areas where perimeter walls are demolished for new man doors, louvers, and HVAC units rather than removing all brick veneer. The amendment also requires replacing Section 01 31 50 (Transfer and Acceptance of Military Real Property) dated 04/22 with the version dated 09/25. Contractors must acknowledge receipt of this amendment with their proposal submission, and failure to do so may result in proposal rejection.

CONTINUATION SHEET
1. QUESTION: Spec 02 82 00 Page 7 Section 1.3.1 Description of Work states “The asbestos work includes the demolition, removal, or encapsulation of approximately 8,000 square feet of vinyl floor tiles and mastic located throughout the living quarters, approximately 16,000 square feet of built up roofing, approximately 3,000 square feet of flashing material located on parapet walls, and approximately 21,000 square feet of damp-proofing mastic behind exterior brick veneer”. To access the asbestos damp proofing we would need to remove all of the brick veneer from the building. We would also need to remove the elevated walkways to access the brick behind them. Can you clarify if this is the appropriate scope to remove and replace all brick veneer? In addition we can not guarantee we can remove all the damp proofing or protect the existing block from being damaged.
ANSWER: No, only areas of disturbance by the proposed renovations. Recommend abatement contractor perform removal of windows, doors, louvers and any demolition necessary that would disturb the ACM. Exposed ACM abated/encapsulated in accordance with 02 82 00 so that general trades may perform the replacement.
2. QUESTION: Spec 02 82 00 Page 7 Section 1.3.1 Description of Work. Instead of removing all brick veneer to access the damp proofing. Should we only focus on removing damp proofing from the areas where the perimeter walls are to be demolished/removed for new man door, louvers, and/or HVAC units?
ANSWER: Yes, it is assumed that the intent of the government is to manage asbestos in place.
3. Omit SECTION 01 31 50 TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY 04/22 in its entirety and replace with SECTION 01 31 50 TRANSFER AND
ACCEPTANCE OF MILITARY REAL PROPERTY 09/25.
4. All other terms and conditions remain unchanged.
