About this opportunity
The Department of Labor Office of the Assistant Secretary for Administration and Management is conducting market research via Request for Information regarding a potential design-build renovation of main public spaces at the Frances Perkins Building, 200 Constitution Avenue NW, Washington DC, with RFI responses due February 17, 2026 at 4:00 PM ET. Set-aside status has not yet been determined; the government has not committed to 8(a), small business competitive, or unrestricted competition, nor decided whether to award as a single contract or IDIQ structure.
The renovation encompasses complete design and build of the Cesar Chavez Auditorium (approximately 2,930 SF, 231-seat capacity), Great Hall (approximately 5,758 SF), and Mezzanine (approximately 2,477 SF), including architectural and interior design, mechanical/electrical/plumbing upgrades, building systems modernization (HVAC, electrical distribution, fire protection), sustainability enhancements targeting LEED Gold and NetZero energy performance where feasible, audiovisual system replacement, and new furnishings and finishes. Work will be performed phased while the building remains partially occupied. NAICS code 236220 applies.
Key technical requirements include redundant HVAC cooling sources per space, media sanitization per NIST SP 800-88 with itemized Certificates of Destruction within 45 days, audiovisual systems with fiber-optic connections to the 6th Floor Master Control room supporting Microsoft Teams Rooms, Webex, and Zoom integration, wireless content-sharing solutions compliant with NIST SP 800-53 and FIPS 200, Section 508 accessibility standards, egress path code compliance, and fire protection/alarm/mass notification system upgrades within project boundaries. The government will furnish building access control information and existing equipment documentation to the awarded contractor.
An Industry Day occurred January 21, 2026. RFI questions were due January 23, 2026. Eighteen reference drawings, including two CAD files, and Q&A documents by discipline (Architectural/Interior, Mechanical, Electrical, Plumbing, Audio-Visual, Communication/IT, General, Procurement) were posted by January 30, 2026. Original construction drawings will be posted to SAM.gov by February 6, 2026. The government disclaims commitment to scope, phasing, or acquisition approach and will not base cost estimates or rankings solely on ROM pricing. No overall project budget, completion target date, or phasing timeline has been established.
