About this file

This file is a Request for Information (RFI) Questions and Answers document for an audiovisual systems project at the Department of Labor (DOL). The document addresses ten clarification questions regarding the Performance Work Statement (PWS) requirements for integrating audiovisual, audio, and communications systems in the Great Hall and Auditorium, with fiber-optic connections to DOL's 6th Floor Master Control room.

Key project requirements include: each location will have one audio/video feed and one communications feed routed to the 6th Floor Master Control room; bidders must propose an appropriately sized enclosed, elevated control booth to accommodate new and existing AV equipment; vendors may propose wireless content-sharing solutions (such as Mersive Solstice, Barco ClickShare, or equivalent) that comply with DOL security standards (NIST SP 800-53, FIPS 200, Section 508); the AV-over-IP traffic will reside on the existing DOL enterprise network, requiring vendors to specify their network requirements; vendors must provide all hardware and any required special licensing for Microsoft Teams Rooms, Webex, and Zoom integration, while DOL will provide platform licensing; vendors are responsible for media sanitization of removed equipment in compliance with NIST SP 800-88 standards and must provide itemized Certificates of Destruction within 45 days; the existing fiber-optic connections between the 6th Floor Master Control room and both the Great Hall and Auditorium are already functioning; and the 6th Floor Master Control room will serve as the destination for audio/video content during livestreamed events supporting multiple spaces. The DOL has no manufacturer preferences for audiovisual equipment.

RFI Questions – Audio Visual

1. PWS Section 5.5.1 GREAT HALL, requests Integrated Video, Audio, and communication fiber-optic connections to DOL’s 6th Floor Master Control room.

Please clarify the number and type of video, audio, and control feeds that need transporting to and from the 6th Floor Master Control room.

Response: Each location will have one audio/video, and one communications feed to DOL’s 6th Floor Master Control room.

2. PWS Section 5.5.1 GREAT HALL, requests Design/build a new enclosed, elevated control booth to accommodate all new and existing AV equipment, racks, and infrastructure.

Please clarify the planned dimensions of the new control booth.

Response: Bidders should propose a control booth for this area.

3. PWS Section 5.5.2 AUDITORIUM, requests Integrated Video, Audio, and communication fiber-optic connections to DOL’s 6th Floor Master Control room.

Please clarify the number and type of video, audio, and control feeds that need transporting to and from the 6th Floor Master Control room.

Response: Each location will have one audio/video, and one communications feed to DOL’s 6th Floor Master Control room.

4. Task 4 requires enabling wireless content sharing. Does the Department have a preferred hardware standard (e.g., Mersive Solstice, Barco ClickShare) that aligns with current OCIO security policies, or is the Contractor to propose a solution?

Response: The Department of Labor does not specify a preferred hardware standard for wireless content sharing. Vendors are expected to propose solutions (e.g., Mersive Solstice, Barco ClickShare, or equivalent) that meet DOL’s interoperability, accessibility, and security requirements. All proposed hardware/software must be certified by OCIO and comply with federal security standards (NIST SP 800-53, FIPS 200, Section 508, etc.).

Both Mersive Solstice and Barco ClickShare utilize secure sharing protocols (Solstice App, AirPlay, Miracast, Google Cast, ClickShare Button/App) and support enterprise-grade encryption and authentication. Vendors should ensure their proposed solution can be configured to meet DOL’s security policies and submit it for certification if not already approved.

5. The Contractor is responsible for validating AV-over-IP network performance. Will the AV-over-IP traffic reside on the existing DOL enterprise network, or will the Government provide a physically or logically separate (air-gapped) network specifically for AV distribution?

Response: The Government intends to leverage our existing network infrastructure.

Vendors will need to provide their network requirements in their proposed solution(s) so the Government can assess feasibility.

6. The PWS requires "seamless interoperability" with Microsoft Teams Rooms, Webex, and Zoom. Will the Government provide the necessary PC "Compute" modules and licenses for these platforms, or is the Contractor expected to furnish the MTR/Webex hardware and licenses?

Response: The Government will provide licensing, but not the hardware. Vendors must provide licensing quantities required for each of their proposed solutions. Hardware must be provided by the vendor, and if said hardware or solution requires special licensing to function, that should be included and provided by the vendor.

7. The Contractor is responsible for preparing removed equipment for "Government eDisposal processes". Does this preparation include data sanitization/wiping of internal storage on DSPs and control processors, or will the Government handle sanitization once the equipment is staged?

Response: The Contractor is responsible for performing media sanitization in compliance with NIST SP 800-88 standards for all assets retaining memory. This includes degaussing, wiping, or shredding internal storage components such as hard drives or similar media. The Contractor shall provide an itemized Certificate of Destruction within 45 days of receipt and maintain secure processes to ensure no risk of data exposure.

8. Are there any manufacturer preferences for audiovisual equipment at the Department?

Response: No

9. The PWS mentions integrated video, audio, and communication fiber-optic connections to the 6th Floor Master Control room for both the Great Hall and Auditorium. Will the Government provide the fiber backbone and terminations between these floors, or is the Contractor responsible for pulling new fiber through the building risers?

Response: Functioning fiber-optic connections currently exist between OPA’s 6th Floor Master Control room and the Great Hall and Auditorium.

10. Is it the government’s intention to utilize the 6thfloor broadcast space as a remote production / control facility supporting the Auditorium, Mezzanine, Great Hall, and second floor gathering spaces?

Response: Yes, OPA’s 6th Floor Master Control room serves as the destination of audio/video content during livestreamed events.
