About this file
This is a Request for Information (RFI) Questions and Answers document for a Department of Labor federal facilities project. The government is currently conducting market research and has not yet developed an acquisition strategy or evaluation criteria. Interested vendors are free to recommend any contract type within their RFI responses, not limited to Design-Build structures. The project includes an Auditorium (approximately 2,930 square feet), Great Hall (approximately 5,758 square feet), and Mezzanine (approximately 2,477 square feet), with additional space requirements detailed in the draft Performance Work Statement (Part 5) and supporting presentation materials.
The government has not yet determined key procurement parameters including whether the procurement will be an 8(a) set-aside, small business competitive, or unrestricted competition; whether it will be awarded as a single contract or Indefinite Delivery/Indefinite Quantity (IDIQ); the specific evaluation criteria for business size and socioeconomic status; or whether firms shortlisted during the RFI phase will be eligible to participate in subsequent solicitation phases. All responses to questions regarding these acquisition strategy elements reference that this determination is pending development of the formal acquisition strategy.

RFI Questions – Procurement
1. Evaluation Criteria – Business Size & Socioeconomic Status Please clarify whether there is any advantage or evaluation preference associated with the bidder’s business size or socioeconomic classification (e.g., small business, disadvantaged business, HUBZone, etc.).
Response: We are currently only conducting market research at this time; an acquisition strategy has not been developed yet.
2. Procurement Method – Two-Step Process Please confirm whether this procurement is being conducted as a two-step process, with the next phase consisting of a Request for Proposal (RFP) for a Design-Build contract utilizing a Guaranteed Maximum Price (GMP) contract type.
3. Eligibility for Step Two
If the procurement is indeed a two-step process, please confirm whether firms shortlisted during the RFI phase will be eligible to participate and submit proposals in the subsequent Design-Build RFP phase.
4. Relevant Experience Requirement The solicitation references “experience with occupied federal facilities.” Please confirm whether experience with other government-owned or government-operated facilities (outside the federal domain) will also be considered relevant.
Response: Please note that a solicitation has not been issued for this requirement, but rather only a Request for Information (RFI) that included a draft copy of the Performance Work Statement (PWS).
An acquisition strategy and evaluation criteria have not been developed yet.
5. Recommended Contract Types The RFI requests recommended contract types for contracting and acquisition. Should the response focus specifically on Design-Build contract types, or may bidders address alternative contracting structures as well?
Response: Please note that a solicitation has not been issued for this requirement, but rather only an RFI that included a draft copy of the PWS. Interested vendors are free to recommend any type of contract(s) within their response to the RFI.
6. Rough Order of Magnitude (ROM) – Scope Clarification To support the development of a Rough Order of Magnitude, please confirm the desired total square footage for the project. Additionally, if available, please provide any preliminary programming documents, specifications, or space requirements—such as for an auditorium, great hall, mezzanine, or other specialized Department of Labor program needs.
Response:
Auditorium: Approximately 2,930 SF Great Hall: Approximately 5,758 SF Mezzanine: Approximately 2,477 SF
Contractors can also refer to the presentation for square footages, and the “Draft” PWS (Part 5) for space requirements.
7. Can the government confirm if this will be an 8a set-aside, SB competitive, or unrestricted procurement?
8. Does the government intend to award as a single contract/IDIQ?
