About this file
This is a Request for Information (RFI) Questions and Answers document for an architectural and interior design-build project at the Francis Perkins Building (FPB), 200 Constitution Avenue, NW, Washington, DC 20210. The project involves the repurposing of the Auditorium, Great Hall, and Mezzanine spaces.
Key sustainability and design requirements include achieving LEED Gold certification where feasible and NetZero energy performance to the greatest extent possible, with detailed costs and specifications to be provided by contractors. The signage work on the Mezzanine requires design, replacement, and installation of new directional and wayfinding signage, with approximately eight units per space for pricing purposes. The government will provide 1st and 2nd floor Architectural Floor Plans (Reference: AI03-ARCH FL PLN 01-02.pdf) and intends to engage early with the contractor's design firm and trade engineers during the design process to support feasibility and conceptual design, particularly for audiovisual and telecommunications features. No project completion target date has been established; a timeline will be developed after the government receives RFI responses from Industry Day. The design-build team is expected to develop all concept drawings while maintaining the current architectural layout of each space, with the addition of some support spaces. The government has provided space requirements and functional performance details in the draft Performance Work Statement (PWS). Each space will have its own centralized equipment area rather than distributed equipment in public areas, and the design should incorporate cutting-edge technologies while respecting the building's historical aesthetics. All necessary scopes of work, including audiovisual and general construction, are anticipated to be included in one contract. Additionally, contractors must provide 12x5x365 Help Desk support, complete as-built documentation, system diagrams and drawings, administrative access credentials, and all programming code for AV system development and configuration.

RFI Questions – Architectural & Interior
1. Sustainability & Energy Efficiency Requirements Please confirm the required sustainability targets for the project. Specifically:
• Is the project expected to achieve LEED Gold or LEED Silver certification? The project is expected to meet LEED Gold rating, where feasible. Provide itemized costs and details associated with the proposed LEED achievement.
• Is Net-Zero certification or NetZero energy performance required? The project is expected to meet NetZero energy performance to the greatest extent possible.
Provide itemized costs and details associated with the proposed NetZero achievement.
Response: Refer to the latest version of PBS P100 for the sustainability & Energy Efficiency requirements.
2. PWS Section 5.5.3 MEZZANINE, requests Design, replace, and install new signage, including directional.
Please clarify the quantity of existing displays, the current digital signage application provider to be replaced and whether this new signage shall include wayfinding.
Response: The exact quantity will be determined during the design and engineering process. For pricing purposes, DB contractors can include approximately eight per space.
3. Can the government provide a copy of the most recent version of drawings for the building. Francis Perkins Building (FPB) 200 Constitution Avenue, NW Washington, DC 20210?
Response: 1st and 2nd floor Architectural Floor Plans will be provided (Reference: AI03- ARCH FL PLN 01-02.pdf).
4. Is it the government’s intent to engage early with the contractor’s design firm
(architectural & interior) and trade engineers to support feasibility and conceptional design. (specifically, the AV and telecom features).
Response: Yes, the engagement will be part of the design process.
5. Can the government provide a project completion target date to support this project.
Response: No date has been determined. A timeline will be developed when the government receives the RFI responses from the Industry Day.
6. Has the government developed concept drawings to support the repurpose of the
Auditorium, Great Hall, and Mezzanine, including the architectural, interior, structure, audiovisual, furniture, fixtures, and other corresponding infrastructure?
Response: No, the design of the concept drawings is expected to be provided by the design-build team. The current architectural layout of each space is also expected to remain the same except for adding some support spaces.
7. Will the government furnish detailed needs analysis and documented use cases to support technical assessments of space requirements and functional performance?
Response: The government has provided details regarding space requirements and functional performance, which are listed in the draft PWS.
8. Is there a need for external support in government technology design standards and long-term technology planning?
Response: The Contractor is not required to provide external technology design consulting; however, the Contractor must deliver comprehensive support as outlined in the PWS. This includes providing 12x5x365 Help Desk support, complete as-built documentation, system diagrams and drawings, administrative access credentials, and all programming code used in the development and configuration of the AV systems.
9. Given that portions of the building have historical significance, is there a plan or framework for approving the use of cutting‑edge technologies—such as direct‑view LED (DVLED) displays—that may alter room aesthetics?
Response: The design should incorporate both cutting-edge technologies and the existing historical aesthetics features/significance.
10. Is it the government’s intentions to separate the audiovisual (AV) / government‑level broadcast scope of work from the general contractor (GC) scope?
Response: We are currently only conducting market research at this time; an acquisition strategy has not been developed yet. The government is anticipated to include all necessary scopes in one contract.
11. Do the current design intentions favor centralized equipment spaces in lieu of distributed equipment installed in public circulation areas?
Response: Each space will have its own centralized equipment area.
