About this file

This Performance Work Statement (PWS) details the Department of Labor's comprehensive renovation project for the main public spaces in the Frances Perkins Building, focusing on modernizing the Auditorium, Great Hall, and Mezzanine. The project involves a complete design and build effort to upgrade audio/visual systems, architectural elements, and infrastructure, with key objectives including replacing end-of-life AV equipment, ensuring Microsoft Teams Rooms and Zoom compatibility, improving accessibility, and creating more functional meeting spaces.

The 12-month contract will require a design-build contractor to provide professional architectural and engineering services, install new AV systems with advanced collaboration technologies, and perform extensive renovations including new curtains, carpeting, lighting, and furniture. The project encompasses technical upgrades like video walls, PTZ cameras, wireless microphone systems, and integrated lighting controls, along with architectural improvements such as re-upholstering seats, replacing stage curtains, and updating mechanical and electrical systems. The government anticipates awarding a firm-fixed price contract, with potential four additional option years for operational support, and requires comprehensive documentation, training, and warranty services throughout the project lifecycle.

Performance Work Statement (PWS)

The Department of Labor’s Office of the Assistant Secretary for Administration and Management (OASAM)

PART 1 – GENERAL INFORMATION

1.1 DESCRIPTION OF SERVICES / INTRODUCTION

The Contractor shall provide all personnel, equipment, tools, materials, supervision, project management, transportation, and other items and non-personal services necessary to perform a complete design and build for the public meeting spaces in the Frances Perkins Building (FPB), including the Auditorium, Great Hall, and Mezzanine, as defined in this Performance Work Statement (PWS), except those items identified as Government-furnished in Part 3.

The Contractor shall perform all tasks in accordance with this PWS and all applicable laws, regulations, and standards.

1.2 BACKGROUND

The Frances Perkins Building’s public meeting spaces are widely used for internal and external engagements, making their appearance and functionality critical to supporting a professional and welcoming environment. To enhance the overall aesthetics and usability of these areas, the Department intends to upgrade several design elements, including new curtains, updated carpeting, lighting, Audio/Visual (AV) systems, and other enhancements that will contribute to a modern, cohesive and visually appealing space. Improvements to the Great Hall, Auditorium and Mezzanine will support a more efficient, comfortable and representative setting for employees, stakeholders, and visitors. Moreover, the modernization of the aging AV systems is critical to hosting virtual and hybrid meetings, press engagements, leadership communications, training, and public events.

Many existing systems are beyond end-of-life, lack vendor support, and do not meet modern collaboration needs such as Microsoft Teams Rooms (MTR), Webex, and Zoom integration. This project will modernize these environments to ensure compliance, accessibility, and reliability.

For purposes of this procurement, “modernization” refers to a comprehensive overhaul of the Frances Perkins Building’s Great Hall, Auditorium, and Mezzanine that includes both technological and physical space improvements. Modernization encompasses the replacement of end-of-life AV systems; upgrades to room infrastructure such as lighting, carpeting, seating, fabrics, and furnishings; and the integration of current, industry-leading collaboration technologies. The intent is to deliver spaces that represent the most current standard of performance across all aspects of AV, architectural design, and hybrid meeting capability. All solutions must be scalable, support long-term evolution of technology, and ensure the Department’s continued ability to host high-visibility events, hybrid engagements, and mission-critical communications well into the future.

1.3 OBJECTIVES

The objectives of this PWS are to:

Provide a team of professional, licensed, and registered Architectural and Engineering (A/E) services, including specialists (e.g., AV, Acoustic Consultants, Sound Reinforcement...etc.) for complete planning, design, analysis, and documentation, to support the design-build effort in creating modern, up-to-date public meeting spaces in FPB. Comply with all applicable federal, state, and local laws, regulations, codes, technical manuals, manufacturer's guidelines, policies, and directives.

Replace end-of-life AV systems with modern, secure, fully supported solutions.

Provide seamless interoperability with Microsoft Teams Rooms (MTR), Webex, and Zoom.

Improve broadcast, recording, and streaming capabilities across FPB spaces.

Ensure Section 508 accessibility compliance and support assistive technologies.

Enhance audio quality, visual clarity, and hybrid meeting functionality.

Deliver comprehensive training, documentation, testing, and warranty support.
