About this file
This is a Request for Information (RFI) Questions and Answers document addressing mechanical system requirements for a facility renovation project involving the Great Hall, Mezzanine, and Auditorium.
The government will provide original construction mechanical drawings (9-AC-8, 9-AC-15, 9-AC-55, and 9-AC-71), drawing indexes for Phase I and Phase II, and 2019 Auditorium HVAC addition project drawings posted to SAM.gov prior to February 6th. For the Great Hall and Mezzanine, existing mechanical equipment serving other building sections will remain and be separated from new systems; for the Auditorium, all existing equipment will remain and be retro-commissioned. Each individual space requires redundant HVAC cooling sources, though ductwork, diffusers, controls, and electric duct heaters need not be redundant—a two-circuit Direct Expansion unit feeding multiple spaces is acceptable. Confirmed square footage is approximately 5,758 SF for the Great Hall and 2,477 SF for the Mezzanine. PWS section 5.5.2 regarding mechanical scope will be updated to match Industry Day presentation requirements and posted to SAM.gov prior to February 6th to clarify whether the Auditorium scope involves repair and connection of existing equipment to Building Automation System and commissioning, or installation of a new comprehensive HVAC system. The government will provide existing AV equipment documentation (M6-FPB Existing AV Equipment 1-29-2026.pdf) and will furnish building access control and related information to the awarded contractor.

RFI Questions – Mechanical
1. Can you provide existing drawings of mechanical systems?
Response: Original construction mechanical drawings 9-AC-8, 9-AC-15, 9-AC-55, and 9-AC-71 will be posted to SAM.gov as part of the responses prior to February 6th. In addition, drawing indexes for both Phase I and Phase II original construction will be posted to SAM.gov as part of the responses prior to February 6th. If the bidder needs additional drawings, please identify them from the indexes and we will provide.
Drawings from 2019 Auditorium HVAC addition project will be posted to SAM.gov as part of the responses prior to February 6th.
2. The PWS narrative indicates new mechanical systems are to be installed at the Great
Hall, Auditorium, and Mezzanine. Please provide a size for the existing mech equipment to be removed.
Response:
Great Hall and Mezzanine: Existing mechanical equipment (aside from duct work, controls, diffusers, and related equipment in the actual space being renovated) supplies other sections of the building that will not be renovated. Therefore, it will remain and be separated from any new system installed by the Contractor under this contract.
Auditorium: All existing equipment to remain and be retro-commissioned per scope.
3. The PWS 5.5 Room-Specific Requirements indicates "two dedicated system" is required for the mechanical at each space. Is this meant to mean one dedicated system, which may include two units? Or two dedicated systems to provide redundancy in case of failure?
Please clarify the intent.
Response: The intent is that each individual space (Great Hall and Mezzanine) will have redundancy for its individual HVAC. The systems do not need to be completely independent. For example, duct work, diffusers, controls, electric duct heaters, and similar equipment need not be redundant. The cooling source shall have redundancy, but does need not be two completely independent systems for each space (e.g., a two circuit DX unit feeding the Great Hall and a separate two circuit DX unit feeding the Mezzanine, both similar to the existing unit feeding the Auditorium, would meet the redundancy requirements).
4. The site walk indicated the great Hall as roughly 5,758 SF and Mezzanine as 2,477 SF.
Please confirm.
Response: Confirmed
5. Materials at the site walk-though indicated the mechanical scope of the Auditorium space included repair of existing leaks in Direct Expansion Unit & Charge with refrigerant, Connect existing DX to BAS and Commissioning. However, the scope outlined in the PWS section 5.5.2 under Mechanical refers to a new comprehensive HVAC system.
Please advise what should be budgeted.
Response: The Industry Day presentation is correct. The PWS section 5.5.2 will be updated to match the requirements published at Industry Day and posted to SAM.gov as part of the responses prior to February 6th.
6. Can the government provide a list of existing HVAC, electrical distribution, fire protection and A/V equipment. Or ensure the drawings and specs for project areas are provided within the drawings.
Response: See responses above reference drawings provided. See M6-FPB Existing AV Equipment 1-29-2026.pdf for existing AV equipment.
7. Will access control be added to the scope of the project. If so, can the government confirm product and vendor currently supporting.
Response: Building access and other access control information will be provided to the awarded contractor.
