About this file

This document contains Questions and Answers (Q&A) from a Request for Information (RFI) for a Department of Labor (DOL) building renovation project being pursued through a Design-Build delivery methodology. The RFI response deadline is February 6, 2026, with an industry day site walk held on January 21, 2026.

The project involves renovating the Great Hall and Mezzanine into permanent assembly areas, with GSA involvement in design and renovation phase approvals. Key scope requirements include making egress paths compliant with current codes to the extent possible, bringing fire protection/alarm/mass notification systems to code within project boundaries, and renovating two existing non-accessible restrooms in the Auditorium (existing Auditorium restrooms are not required to be made accessible). The awarded Design-Build contractor must establish media sanitization procedures compliant with NIST SP 800-88 standards for all assets retaining memory, providing an itemized Certificate of Destruction within 45 days and maintaining secure processes to prevent data exposure. No overall project budget has been established at this RFI stage, no project phasing or timeline has been identified, and no additional cost estimation information will be provided. The contractor should anticipate using project areas for laydown, coordinate with the DOL project manager post-award for additional workspace, and can arrange onsite contractor office space. The building will remain occupied during phased renovation with construction areas remaining vacant. Current existing floor plans and AutoCAD 2025 architectural drawings are available to respondents.

Response: Design-Build delivery method is anticipated to be used.

3. If this is to be a design-build effort, has an overall project budget been established that we should be designing toward?

Response: No budget amount has not been established at this point, as this is only a market research effort.

4. As the Great Hall and Mezzanine are planned to become permanent assembly areas, will this project include any required code compliance upgrades - such as egress alteration or increase restroom fixture counts?

Response:

Egress: Yes, project shall include all work to make egress paths within the project boundaries compliant with current codes, to the extent possible and not grandfathered.

Restrooms: No, no work in restrooms (outside renovation of two-existing non-accessible restrooms in the Auditorium) is included in the scope of this project.

Existing Auditorium restrooms are not required to be made accessible in this project.

Fire Protection: All fire protection / alarm / mass notification / sprinklers shall be brought to code within the project boundaries, to the extent possible and not grandfathered.

5. Has an anticipated project phasing and overall timeline been identified at this stage?

Response: No

6. Can you post a list of attendees of the industry day that was held on January 21, 2026?

7. It was mentioned in the industry day that you anticipate this will be a design-build procurement. Please confirm if that is the case.

Response: Refer to Response #2

8. Will there be a suitable lay down area for tools, equipment, and materials in the building during construction/installation?

Response: The awarded DB contractor shall anticipate using the project area for lay down areas, and coordinate with DOL project manager post award for additional areas to be used.

9. Will the DOL provide parking on a daily basis for contractor employees?

10. Will there be an area to establish a remote office for contractor employees onsite?

Response: Yes, the awarded DB contractor may coordinate with DOL project manager post award for potential onsite workspace.

11. Can we gain access to the presentation (slide deck) prior to February 6th when questions are answered?

Response: Yes, a copy of the presentation is attached.

12. Are there existing CAD drawings of all the spaces, and can they be provided?

Response: First and second architectural floor plans in AutoCAD 2025 are attached.

(Reference: G12-FPB ARCH FP 01.dwg & G12-FPB ARCH FP 02.dwg).

13. Can you provide examples of what you mean by "market conditions that may impact performance"? What types of market conditions specifically?

Response: Examples include supply chain disruptions, material price fluctuations, labor shortage or others, which can impact the government’s decisions or approaches regarding design, contract performance, and/or budget.

14. Given the updated site walk date of January 21st, confirm the revised Response Deadline.

Response: Response deadline will be no later than February 6, 2026.

15. Please advise if any sketches, floorplans, or areas can be provided to accompany the scope in the narrative. Floor plans especially would be helpful in ensuring quantities are appropriate and drive an accurate estimate.

Response: Current existing floor plans/layouts are attached (Reference: AI03-ARCH FL PLN 01-02.pdf)

16. The PWS indicates the building will be occupied during the renovation. Assuming the project will be phased; will the area under construction be vacant?

Response: Yes, floor plans will be posted to SAM.gov as part of the responses prior to February 6th.

20. Will additional information be made available to enable contractors to prepare more accurate rough order of magnitude (ROM) cost projections?

Response: No additional information will be made available at this time

21. Would the government have interest in incorporating an electronic waste (E‑waste) management and recycling plan associated with this project?

Response: The Contractor is responsible for performing media sanitization in compliance with NIST SP 800-88 standards for all assets retaining memory. This includes degaussing, wiping, or shredding internal storage components such as hard drives or similar media. The Contractor shall provide an itemized Certificate of Destruction within 45 days of receipt and maintain secure processes to ensure no risk of data exposure.
