About this opportunity
The Department of Agriculture Forest Service is procuring 18 Utility Terrain Vehicles (UTVs) comprising 17 four-wheel-drive units and 1 six-wheel-drive unit for wildland fire operations through solicitation number 1240BK26Q0006. The procurement requires turn-key delivery of vehicles that comply with the national Wildland Fire Off-Highway Vehicle Standard (January 2022) and meet specific minimum vehicle requirements across multiple configurations, including 2-seat, 3-seat, 5-seat, and 6-seat models with varying payload and towing capacities. Evaluation will be based on three technical factors—equipment specifications and hauling capacity, transportation availability, and valid operating licenses with FAA Operations Specifications for Alaska operations—combined with past performance assessment from the past three years and price as the primary award factor. Questions regarding the solicitation must be submitted by March 24, 2026, with answers posted by March 31, 2026, and all offers must be submitted electronically by April 7, 2026 at 10:00 AM Pacific Time. Proposals must include three separate attachments addressing technical capability, past performance, and pricing.
This procurement is designated as a total small business set-aside, restricting competition to certified small business concerns. The estimated contract value is $35.0 million, with delivery required within 120 days of award to multiple locations across Oregon and Washington, including facilities in Bend, Lakeview, Baker City, Roseburg, and Colville. The period of performance extends from May 1, 2026 through August 31, 2026, and all deliveries are on an FOB Destination basis to specified ranger districts and national forests. The solicitation incorporates standard FAR provisions and clauses covering small business status, anti-discrimination and diversity initiatives, and whistleblower protections. Primary contact for the procurement is Kevin Flores at 800-832-1355 or kevin.flores@usda.gov.
