About this file
This is a Minimum Vehicle Requirements (MVR) specification document for a 3-seat, side-by-side Utility Terrain Vehicle (UTV) to be supplied to the U.S. Forest Service for off-highway use in wildland fire and prescribed fire activities. The specification was issued on April 23, 2025, as Attachment 5 to solicitation 1240BK26Q0006 (R6 UTV Purchase) by the Department of Agriculture Forest Service, with point of contact Stacey Havel (stacey.havel@usda.gov, 541-947-6211). Delivery is required to Fremont-Winema National Forest Fleet at 18049 Highway 395, Lakeview, Oregon 97630.
The UTV must meet 30 mandatory specifications derived from the January 2022 Wildland Fire Off-Highway Vehicle Standard. Key requirements include: a gasoline or diesel engine minimum 800 cubic centimeters with liquid cooling; two to three seats with 3-point seatbelts; spark arrester and heavy-duty 12-volt alternator; CVT or multi-geared automatic transmission with engine braking system; all-wheel drive with 4-low and locking differential; 1,500-pound tow capacity with mounted 2-inch ball hitch; 600-pound rear bed capacity with tilt dump; 11 inches ground clearance with 10 inches vertical wheel travel; full-length skid plates and axle protection; glass windshield and rigid roof; certified rollover protection structure (ROPS); front winch rated at 1.5 times GVWR with remote control; comprehensive instrumentation including speedometer, tachometer, fuel gauge, and coolant temperature monitoring; supplemental LED overhead lighting; and DC power outlet with 15-amp rating. Vendors must provide documentation certifying compliance with ANSI/OPEI Standard B71.9-2016 or ANSI/ROHVA Standard 1-2016 and propose only base models that closely fit specifications without up-sell options. The document includes four optional line items (A-D) available based on funding and mission-specific needs.
